1.0 OVERVIEW

Those Offerors short-listed in Phase 1 are invited to submit a Phase 2 proposal, as indicated below. The

Government will evaluate the proposals in accordance with the evaluation criteria described herein, utilizing the definitions, evaluation and rating system described in paragraphs 8.3 and 8.4 of Section 00 22 10, Phase 1 Design-

Build selection procedures. Cost/Price information will be evaluated for fairness, reasonableness, and for material unbalancing, as described herein. The Phase 2 evaluation will be conducted in accordance with FAR Part 15.

2.0 BASIS OF AWARD

2.1 The Contracting Officer will award a firm fixed-price contract to that responsible Phase 2 Offeror whose proposal the Source Selection Authority determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering the non-price factors described herein, and cost/price. All evaluation factors, other than cost/price, when combined, are considered more important than the cost/price.

After the Government individually evaluates and rates each proposal, the Contracting Officer/Source Selection

Authority will compare proposals to determine which proposal represents the best value. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001.

2.2 As part of the evaluation, the Government will evaluate betterments in proposals relative to the minimum standards in the RFP to determine if they offer additional value to the Government. In addition, innovations in proposals will be evaluated to determine if creative ideas of the Offeror are a better value to the Government compared to the minimum criteria. Innovations will be evaluated as betterments. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proposals received will be considered proprietary information and shall be clearly marked as such by the Offeror. All proposals must meet the minimum criteria.

5.0 VOLUME 1 – DESIGN - TECHNICAL

5.1 GENERAL: The intent during the Phase 2 proposal submission and review process is not to require a detailed design effort or to perform a detailed design engineering review, respectively. The submission of fully developed drawings, details, or specifications for Government evaluation is not required or desired. The use of BIM to prepare or submit proposals is NOT required. The Government is not asking for design analyses in the proposal and will not be performing a detailed engineering analysis or design review at the proposal stage. Acceptance by the

Government of the successful Offeror’s technical proposal will not relieve the successful Offeror’s responsibilities as the Designer of Record for the resulting contract. If the Government evaluators have actual knowledge or strong suspicion that a proposed technical solution is inappropriately sized, being used in the wrong application or otherwise does not meet the contract requirements; the Government will inform the Offeror in the event that discussions are conducted with the firm. However, the Government in its review does not assume responsibility to identify issues or errors in the proposed technical solution. After award, in the event of conflict between the contractor’s accepted proposal and the requirements in the final amended RFP, the order of precedence will be followed as indicated in clause 52.236-5000, DESIGN/BUILD CONTRACT – ORDER OF PRECEDENCE. The

Offeror shall identify what it considers to be Betterments (See paragraph 5.4.1.4 of this section; and for evaluation see paragraph 5.4.2.4 of this section). Note that the Government will not evaluate any information that exceeds the page limits, where indicated below. The final design must comply with the RFP requirements except that accepted betterments become the new contract minimum requirements.

5.2 VOLUME 1 – TAB A – FACTOR 1 – OUTPUT PERFORMANCE, EFFICIENCY, and

ENVIRONMENTAL COMPLIANCE GUARANTEES

5.2.1 Submission Requirements:

Offerors shall provide the output performance, efficiency, and environmental compliance guarantees with respect to the submitted technical solution. Offerors shall refer to the definitions included at Section 5.2.3 below. In the event an Offeror is unable to provide any of the unqualified and unconditional guarantees required herein, it shall submit a narrative not exceeding two pages (in bullet form) clearly and concisely describing any condition or qualification that otherwise precludes the guarantee. An explanation of how the Government will evaluate this narrative is provided in paragraph 5.2.2 below.

Output Performance Guarantees:

5.2.1.1 Guaranteed Gross Electric Outputs:

(a) Guaranteed Gross Electric Output - Combustion Gas Turbine: The Offeror shall provide the gross electric output of each of the two (2) combustion gas turbines (referred to as either combustion gas turbines or combustion turbines herein) when tested in accordance with Section 01 10 00 Statement of Work, 01 86 12.07 40 Reliability

Centered Acceptance for Mechanical Systems, 01 86 26.07 40 Reliability Centered Acceptance for Electrical

Systems, and 01 91 00.80 Commissioning. This information shall be provided in the Output Performance, Efficiency, and Environmental Compliance Guarantees Table, Attachment 1 at the end of this section.

(b) Guaranteed Gross Electric Output – Back Pressure Steam Turbine: The Offeror shall provide the gross electric output of the back pressure steam turbine operating with an exhaust steam pressure of not less than 40 psig when tested in accordance with Section 01 10 00 Statement of Work, 01 86 12.07 40 Reliability Centered Acceptance for

Mechanical Systems, 01 86 26.07 40 Reliability Centered Acceptance for Electrical Systems, and 01 91 00.80
