SUMMARY OF WORK

PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The work includes abatement of asbestos and lead paint, demolition of six
(6) buildings, installation of geothermal wells, underground utilities, site grading, sidewalks, parking lots, fire lanes, construction of a 5-story 300PN addition to an existing barracks, and construction of a new 600PN 5-story barracks and incidental related work.
1.1.2 Location
The work shall be located at Fort Lee, Virginia on the site bounded by A and B Avenues and 11th and 16th Streets, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.2 OCCUPANCY OF PREMISES
All buildings to be demolished will be abandoned prior to award of this Contract.
Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.3 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.4 LOCATION OF UNDERGROUND FACILITIES
Obtain digging permits prior to start of excavation. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated to be specified or
SECTION 01 11 00 Page 1 removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed.
Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.4.1 NOTIFICATION
Notify the Contracting Officer at least 48 hours prior to starting excavation work.
1.5 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged shall remain the property of the Government.
The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located within 5 miles of the construction site.
Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.
PART 2 PRODUCTS
Not used.
PART 3 EXECUTION
All work must meet LEED 2009 Silver certification requirements.

PROJECT WORK REQUIREMENTS AND RESTRICTIONS

PART 1 GENERAL
1.1 DEFINITIONS
a. Facility: The facility is:
Fort Lee.
b. Abbreviations:
CO: Contracting Officer or his authorized representative.
1.2 SPECIAL CONTRACTOR REQUIREMENTS
1.2.1 Project Phasing and Performance period
The Contractor shall complete the work within the duration specified in Section 00 73 00 "Contract Requirements".
1.2.2 STRUCTURAL DRAWING DIMENSIONS
The building layout, including both horizontal and vertical dimensions, is shown on the Architectural sheets contained in the contract drawings.
The Contractor shall use the dimensions from the Architectural sheets to obtain dimensions for foundation layout and structural members as necessary to prepare all shop drawings and fabricate structural members. There may be some instances where the Contractor shall have to adjust actual dimensions to the submitted items that he will use, to finalize the location of a structural member. Any such adjustments shall be clearly identified on the submitted shop drawings for Government review.
1.3 COOPERATION WITH USING AGENCY AND OTHER CONTRACTORS
During the period of this contract, other contracts may be in force for the construction of other features of work on or adjacent to the site of work being accomplished under this contract. It shall be the responsibility of the Contractor on this contract to be fully informed of the extent of the limits of work to be performed by other Contractors. Should there be any conflict between these limits, it shall be brought to the attention of the Contracting Officer(CO)and the CO's decision shall be final. Also, prior to completion of work under this contract, members of the Using Agency may be performing work or occupying facilities on or adjacent to the area. The Contractor shall arrange his plant and shall schedule and perform this work so as to effectively cooperate with all other Contractors and Government agencies.
1.4 PERSONNEL RESTRICTIONS
Personnel are limited to the immediate site areas and shall not enter buildings or facilities not involved in the work. All employees of the Contractor will be subject to all rules and regulations of the Facility which pertain to personnel. The Contractor shall erect fences and signs as specified and be responsible for the restrictions of all personnel. The

Contractor's plans for restricting personnel access to the project site shall be submitted for approval as a part of the Safety Plan (Accident Prevention Plan). Facility access shall be restricted. Contractor shall comply with current security requirements. All vehicles shall be registered with the military police.
1.4.1 RAPIDGate
Effective July 2, 2007, Fort Lee is implementing more restrictive access procedures that will affect non-military personnel who require routine access to the installation. In order to streamline access specifically for our vendors, contractors, sub-contractors and service providers, we are also implementing a new standardized entry protocol called the RAPIDGate Program. This program is for all new and existing vendors, contractors, sub-contractors, and service providers who require routine access to Fort Lee and desire a faster and more efficient method to access the installation.
The RAPIDGate ("Registered And Previously ID'd") Program, provided by Eid Passport, Inc. is just one of several steps Fort Lee is undertaking to comply with Homeland Security Presidential Directive 12 (HSPD-12). The Program is designed to enhance the ability of vendors, contractors, sub-contractors, and service providers to access Fort Lee under the more restrictive security changes. The RAPIDGate Program will provide a standardized background check, an identification badge and entry procedures that improve security while at the same time provide quicker access to the installation. The RAPIDGate identification badge will be valid for a period of twelve (12) months. At the end of the 12 month period, the vendor company will be given an opportunity to renew enrollment in the program.
Contractors that have been issued a Common Access Card (CAC) are not required to participate in the RAPIDGate Program.
Companies that service the Fort Lee can enroll in the RAPIDGate Program by calling 1-877-RAPIDGATE (1-877-727-4342). Once the company has enrolled, their employees can register at the self-service Registration Stations located at the Lee Gate Visitor Center. There is a annual company and per employee fee associated RAPIDGate program. Furthermore, the information collected runs a 10- year felony background screen, other criminal screens, and validates the Social Security number. The RAPIDGate Program also verifies that the individual is legally eligible to work in the United States. Once the employee's identity is verified they will be issued a personalized identification badge that will allow access to Fort Lee through Lee Gate, Jackson Circle Gate, Mahone Gate, Sisisky Gate, A Avenue Gate, Shop Road Gate, and 19 Street Gate without having to obtain a temporary pass, undergo a security screening or a vehicle inspection, etc.
The RAPIDGate program is estimated to save company employees 30-60 minutes per visit. The process from company enrollment to the employee receiving their badge is approximately 2 weeks.
Companies that choose not to participate in the RAPIDGate Program will only be allowed to access Fort Lee through only designated construction traffic gate (currently Shop Road Gate). Vehicle inspection will be mandatory. All vehicle occupants must be prepared to provide a government issued photo ID.
The driver of the vehicle will be required to provide proof of vehicle registration and proof of insurance. Extended Passes will no longer be available beginning July 2, 2007.
Fort Lee RAPIDGate participants are still subject to random inspections and access rights may change due to extreme threat levels and/or Force

Protection Conditions (FPCON's).

1.4.2 Non-U.S. Citizen Worker's Access Procedures
Personnel who do not have proper identification will not be admitted to Ft.
Lee through Access Control Points. In additionally, individuals deemed to be illegal aliens will be denied entry to the Post. In order to work on the installation the Contractor shall take the following steps.
a. Clearance and Identification Issuing Procedures:
1) All non United States citizens, entering for purposes of construction work, will be checked for immigration status and warrants by the Provost Marshal's Office (PMO).
2) The individuals requiring entrance to Fort Lee for construction work will report to the designated construction gate with proof of residence and immigration documents.
1.5 TRANSPORTATION FACILITIES
The Facility is served by an all weather surfaced road network. Road(s) within the Facility proposed to be used by the Contractor shall be subject to prior approval of the Facility authorities and such roads, if used, shall be maintained throughout construction and shall be restored to as good condition as existed prior to their use. The Contractor shall also construct, subject to approval, such temporary haul roads and bridges as may be necessary for conducting his work. Any such temporary construction shall be removed and the affected area restored to its original condition.
All costs for the use of existing transportation facilities, for the construction of temporary facilities, and for maintenance, repair, removal and restoration shall be borne by the Contractor.
1.5.1 Use of Roads
Hard-surfaced roads from major and primary municipal roads serve the Facility. The movement of all vehicles within the Facility shall be confined to the roads designated and shall comply with traffic regulations within the Facility. The Contractor shall keep all roads clear of all obstructions and free of mud and other foreign materials resulting from operations. The Contractor's vehicles shall at no time follow a vehicle closer than 50 feet, and all vehicles shall pull off the road and come to a complete stop when meeting emergency vehicles, or vehicles with flashing lights. Facility speed limits and traffic controls shall be observed.
1.5.2 Road Restrictions
The movement of all vehicles within the Facility shall be confined to the roads designated and shall comply with traffic regulations within the Facility. Other roads may be used only with the approval of the CO.
1.5.3 Cleated Vehicles
Cleated vehicles shall not be moved over surfaced roads except at the

1.6 COORDINATION IN WORK AREAS
1.6.1 Unoccupied Work Area
The area where the Contractor is scheduled to perform the work will not be occupied during the work, however, the Contractors work activities may affect other area(s) that are occupied. All work shall be in accordance with the Contractor's work plan.
1.6.2 Maintenance of Utilities
Any active utilities, including but not limited to electricity, gas, water, sewer, heating, air conditioning, or any like service, that will require interruption or replacement in any occupied area affected as a result of the Contractors scheduled work activities, shall be temporarily provided by the Contractor at his own expense until the affected service is fully and permanently restored. All temporary method(s) of service replacement the Contractor proposes for use on this contract shall be approved by the CO prior to commencing the work.
1.6.3 Hours of Work
The normal work hours for construction shall be from 7:30 a.m. to 4:00 p.m.
Monday through Friday of each week. Any request to change these hours shall be made in writing to the Contracting Officer at least two calendar days prior to the desired day on which the change is to go into effect.
The changed hours shall not go into effect until written permission has been received from the Contracting Officer.
1.6.4 Gate Times
Sisisky Gate 24 hours a day, seven days a week Mahone Ave Gate 5:00a.m. - 1:00a.m., seven days a week Jackson Circle Gate 24 hours a day, seven days a week A. Ave Gate 5:00a.m. to 8:00p.m. Monday through Friday 8:00a.m. to 8:00p.m. Sat-Sun Lee Ave Gate 5:00a.m. to 8:00p.m. Monday through Friday Shop Road Gate 6:00a.m. to 2:00p.m. Monday through Friday (without a RapidGate pass this is the only gate that contractors can use to enter Ft. Lee) Temple Avenue Gate 4:30a.m. to 9:00a.m. Monday througn Friday 3:00p.m. to 8:00p.m. Monday through Friday
1.6.5 Existing Utility Location
Existing utilities must be located before doing any digging work on Facility. The Contractor shall be responsible to contact Miss Utility, obtain all necessary existing utility locations, which may be necessary to accomplish his work, and mark any utility lines in the immediate vicinity of his work. It shall be the responsibility of the Contractor to contact Miss Utilities at 1-800-552-7110 for locating commercial utilities 48 hours prior to digging operations.
1.6.6 Digging Permits
Contractor is responsible for obtaining all digging permits, including
SECTION 01 30 00.10 50 Page 4 associated locating and marking services, in accordance with installation and local requirements, at no additional cost to the Government.
"Clearance Permits for Digging', must be obtained before doing any work on Facility. The Contractor shall be responsible to obtain all necessary digging permits and pay costs associated with the permit,which may be necessary to accomplish his work. The Contractor must coordinate with the Installation Environmental Management Office to obtain written permission to dig. Ground disturbance outside those limitations are prohibited.
Chamges must be coordinated with the EMO.
1.6.7 Personnel Escort
An authorized Contractor representative must escort all personnel attempting to obtain a badge to Security. The representative shall sign documentation that the employee meets Security criteria and is suitable for a badge to be issued.
1.7 INTERRUPTIONS OF UTILITIES
1.7.1 Approval
Utility services shall not be interrupted by the Contractor to relocate, make connections, or interrupt for any purpose, without written approval of the CO.
1.7.2 Request
Request for permission to shut down services shall be submitted in writing to the CO not less than 10 calendar days prior to date of proposed interruption. or as required by DPW, except for electrical services.
Request for electrical service outage/energize shall require a 14-calendar day notice or as required by DPW. The request shall give the following information:
a. Nature of Utility (Gas, L.P. or H.P., Water, Elec.)
b. Size of line and location of shutoff.
c. Buildings and services affected.
d. Hours and date of shutoff.
e. Estimated length of time service will be interrupted.
1.7.3 Service Interruptions
Services shall not be shut off until receipt of approval of the proposed hours and date from the Contracting Officer.
1.7.4 Timely Disconnections
Shutoffs which will cause interruption of Government work operations as determined by the Contracting Officer shall be accomplished during regular non-work hours or non-work days of the Using Agency without any additional cost to the Government.

1.7.5 Utilities Operation
Operation of valves on water mains will be by Virginia American Water (VAW) personnel. Where shutoff of water lines interrupts service to fire hydrants or fire sprinkler systems, the Facility Fire Department shall be notified by the Contractor in writing 72 hours prior to the proposed interruption or as required by Department of Public Works (DPW). The Contractor shall arrange his operations and have sufficient material and personnel available to complete the work without undue delay and shall restore service without delay in event of emergency.
1.7.6 Gas
Flow in gas mains which have been shut off shall not be restored until the Government inspector has determined that all items serviced by the gas line have been shut off.
1.8 PHYSICAL DATA
The physical conditions indicated on the drawings and in the specifications are the result of site visits, surveys and borings. See Section 31 00 00 EARTHWORK for boring logs and data.
1.9 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Contract Clause entitled "Default: (Fixed Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.9.1 Schedule
The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

1.9.2 Records
Upon acknowledgement of the Notice to Proceed and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day.
1.9.3 Impacted Days
The number of actual adverse weather days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day in each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in the schedule of monthly anticipated adverse weather delays, above, the contracting officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Contract Clauses entitled "Default (Fixed Price Construction)".
1.10 SITE CONTAMINATION
This site is designated a Category I site and is defined as a site that is located in a traditional non-hazardous location, such as in an administrative, recreation, or housing area and that the Government has no reason to suspect soil contamination.
The buildings to be demolished do contain hazardous materials such as lead paint and asbestos. Please refer to the appropriate specification sections adressing these hazardous materials.
1.10.1 Contamination Removal
In the event that contamination beyond that shown or specified is encountered, the Contracting Officer shall be advised immediately. The contamination shall be removed as directed and replaced with satisfactory material. Payment therefore will be made in conformance with the CHANGES clause of the CONTRACT CLAUSES.
1.10.2 Compliance Requirements
The Contractor shall comply with applicable Federal, state and local laws, codes, ordinances and regulations (including the obtaining of licenses and permits) in connection with any hazardous material, substance or waste.
1.10.3 Requirements
The requirements of this clause and any act or failure to act by the Government shall not relieve the Contractor of any responsibility or liability for the safety of Government, Contractor or subcontractor personnel or property.

1.11 WORK IN QUARANTINED AREA
The work called for by this contract involves activities in counties quarantined by the Department of Agriculture to prevent the spread of certain plant pests which may be present in the soil. The Contractor agrees that all construction equipment and tools to be moved from such counties shall be thoroughly cleaned of all soil residues at the construction site with water under pressure and that hand tools shall be thoroughly cleaned by brushing or other means to remove all soil. In addition, if this contract involves the identification, shipping, storage, testing, or disposal of soils from such a quarantined area, the Contractor agrees to comply with the provisions of ER 1110-1-5 and attachments, a copy of which will be made available by the Contracting Officer upon request.
The Contractor agrees to assure compliance with this obligation by all subcontractors.
1.12 HISTORICAL AND ARCHAEOLOGICAL FINDS
Federal legislation provides for the protection, preservation, and collection of scientific, prehistoric, historical, and archaeological data, including relics and specimens which might otherwise be lost due to alteration of the terrain or building features as a result of any Federal construction project. Should the Contractor, or any of the Contractor's employees, or parties operating or associated with the Contractor, in the performance of this contract discover evidence of possible scientific, prehistoric, historical, or archaeological data, the Contractor shall immediately cease work at that location, avoid further disturbance, and notify the Contracting Officer, giving the location and nature of the findings. The Contractor shall forward written confirmation to the Contracting Officer as directed. The Contractor shall exercise care so as not to disturb or damage artifacts or fossils uncovered during excavation operations, and shall provide such cooperation and assistance as may be necessary to preserve the findings for removal or other disposition. Any person who, without permission, injures, destroys, excavates, appropriates, or removes any historical or prehistoric artifact, object of antiquity, or archaeological resource on the public lands of the United States is subject to arrest and penalty of law. Where appropriate by reason of discovery, the Contracting Officer may order delays in the time of performance or changes in the work, or both. If such delays or changes are ordered, an equitable adjustment will be made in the contract in accordance with the applicable clauses of the contract.
1.12.1 Inadvertent Discovery or Damage
If during excavation or other construction activities any unidentified or unanticipated historical, archaeological, and cultural resources are discovered or found, all activities that may damage or alter such resources shall be temporarily suspended. Resources covered by this paragraph include but are not limited to: any human skeletal remains or burial; artifacts;
shell, midden, bone, charcoal, or other deposits; rock or coral alignments, paving, wall, or other constructed features; and any indication of agricultural or other human activities. Upon such discovery or find, the Contractor shall immediately call the Fort Lee Cultural Resources Manager (CRM) or staff archaeologist, 804-734-4434. The Contractor shall cease all activities that may impact or damage the discovery, secure the area and prevent employees or other persons from trespassing on, removing or otherwise disturbing such resources until the CRM makes a determination on their significance. Any person, who without permission, injures, destroys, SECTION 01 30 00.10 50 Page 8 excavates, appropriates, or removes any historical or prehistoric artifact, object of antiquity, or archaeological resource on the public lands of the United States is subject to arrest and penalty of law. WHERE APPROPRIATE BY
REASON OF DISCOVERY, THE CONTRACTING OFFICER MAY ORDER DELAYS IN THE TIME
OF PERFORMANCE OR CHANGES IN THE WORK, OR BOTH. IF SUCH DELAYS OR CHANGES
ARE ORDERED, AN EQUITABLE ADJUSTMENT WILL BE MADE IN THE CONTRACT IN
ACCORDANCE WITH THE APPLICABLE CLAUSES OF THE CONTRACT.
1.13 EQUIPMENT-IN-PLACE LIST:
The Contractor shall maintain a list of equipment installed under the terms of the contract. In the event that the contract includes more than one building or facility, a list must be maintained for each and delivered to the Contracting Officer upon acceptance of each building or facility.
Forms to be used for this purpose shall be obtained from the Area Engineer's Office. The list shall include the following:

d. Serial number

f. Name of manufacturer
g. Address of manufacturer

1.14 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE
1.14.1 Allowable Costs
Allowable cost for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a Contractor or subcontractor at any tier shall be based on actual cost data when the Government can determine both ownership and operating costs for each piece of equipment or equipment groups of similar serial and series from the Contractor's accounting records. When both ownership and operating costs cannot be determined from the Contractor's accounting records, equipment costs shall be based upon the applicable provisions of EP 1110-1-8, "Construction Equipment Ownership and Operating Expense Schedule," Region II.
Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the Contracting Officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply. For retrospective pricing, the schedule in effect at the time the work was performed shall apply.
1.14.2 Rental Costs
Equipment rental costs are allowable, subject to the applicable provisions of the Federal Acquisition Regulations, and shall be substantiated by certified copies of paid invoices. Rates for equipment rented from an organization under common control, lease-purchase or sale-leaseback arrangements will be determined using the schedule except that rental costs leased form an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees
SECTION 01 30 00.10 50 Page 9 are allowable. Costs for major repairs and overhaul are unallowable.
1.14.3 Equipment Costs
When actual equipment costs are proposed and the total amount of the pricing action is over $25,000, cost or pricing data shall be submitted on the Standard Form 1411, "Contract Pricing Proposal Cover Sheet". By submitting cost or pricing data, the Contractor grants to the Contracting Officer or an authorizing representative the right to examine those books, records, documents and other supporting data that will permit evaluation of the proposed equipment costs. After price agreement the Contractor shall certify that the equipment costs or pricing data submitted are accurate, complete and current.
1.15 SUBCONTRACTS AND WORK COORDINATION
Contract Clauses "SUBCONTRACTS", "PERMITS AND RESPONSIBILITIES", and "MATERIAL AND WORKMANSHIP" are supplemented as follows:
a. Divisions or sections of specifications are not intended to control the Contractor in dividing the work among subcontractor, or to limit work performed by any trade.
b. Contractor shall be responsible for coordination of the work of the trades, subcontractors, and materials.
c. The Government or its representative will not undertake to settle any difference between the Contractor and Contractor's subcontractors, or between subcontractors.
d. The Government reserves the right to refuse to permit employment on the work or require dismissal from the work of any subcontractor who, by reason of previous unsatisfactory work on Corps of Engineers projects, or for any other reason is considered by the Contracting Officer to be incompetent or otherwise objectionable.
1.16 CONSTRUCTION MANPOWER AND EQUIPMENT REPORT
The Contractor shall submit executed CENAO Form 987, Construction Manpower and Equipment Report daily. The report shall include manpower and equipment for the general and subcontractors. Forms are available from the Contracting Officer.
1.17 PURCHASE ORDERS
To ensure proper expediting of orders the Contractor and his subcontractors shall furnish to the Contracting Officer, one copy of each purchase order covering supplies or services required for performance of the work. Each purchase order shall clearly indicate the date of placement, the date delivery is required in order to avoid delay in the scheduled progress of the work, and the date delivery is promised by the supplier or producer.
Copies of purchase orders shall be forwarded on the date issued.
1.18 PROFIT
1.18.1 Weighted Guidelines
Weighted guidelines method of determining profit shall be used on any

1.18.2 Value
Based on the circumstances of each procurement action, each of the above factors shall be weighted from .03 to .12 as indicated below. The value shall be obtained by multiplying the rate by the weight. The value column when totaled indicates the fair and reasonable profit percentage under the circumstances of the particular procurement.
1.18.2.1 Degree of Risk
Where the work involves no risk or the degree of risk is very small, the weighting should be .03; as the degree of risk increases, the weighting should be increased up to a maximum of .12. Lump sum items will have, generally, a higher weighted value than the unit price items for which quantities are provided. Other things to consider: the portion of the work to be done by subcontractors, nature of work, where work is to be performed, reasonableness of negotiated costs, amount of labor included in costs, and whether the negotiation is before or after performance of work.
1.18.2.2 Relative Difficulty of Work
If the work is most difficult and complex, the weighting should be .12 and should be proportionately reduced to .03 on the simplest of jobs. This factor is tied in to some extent with the degree of risk. Some things to consider: the nature of the work, by whom it is to be done, where, and what is the time schedule.
1.18.2.3 Size of Job
All work not in excess of $100,000 shall be weighted at .12. Work estimated between $100,000 and $5,000,000 shall be proportionately weighted from .12 to .05.
1.18.2.4 Periods of Performance
Jobs in excess of 24 months are to be weighted at .12. Jobs of lesser duration are to be proportionately weighted to a minimum of .03 for jobs not to exceed 30 days. No weight where additional time not required.
1.18.2.5 Contractor's Investment
To be weighted from .03 to .12 on the basis of below average, average, and above average. Things to consider: amount of subcontracting, mobilization payment item, Government furnished property, equipment and facilities, and expediting assistance.

1.18.2.6 Assistance by Government
To be weighted from .12 to .03 on the basis of average to above average.
Things to consider: use of Government owned property, equipment and facilities, and expediting assistance.
1.18.2.7 Subcontracting
To be weighted inversely proportional to the amount of subcontracting.
Where 80 percent or more of the work is to be subcontracted, the weighting is to be .03 and such weighting proportionately increased to .12 where all the work is performed by the Contractor's own forces.
1.19 Real Property Items
The Contractor shall coordinate with the Fort Lee Real Property Officer and prepare a list of real property items constructed under the subject contract. The list shall include the following: category code, real property item description, # of units, units of measure, and total quantity. Near the end of construction, the Contractor shall use the list to assign the construction cost for the items and submit to the Government.

PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only or as otherwise designated. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section

Physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.
Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.
1.2 COLOR/FINISH BOARDS
Submit five sets of color boards within 63 calendar days after notice to proceed. The samples shall be presented on 8-1/2 by 11 inch boards (modules) with a maximum spread of 24 by 31 1/2 inches for foldouts.
Modules shall be designed to fit in a standard loose-leaf, three-ring binder. Where special finishes such as architectural concrete, carpet, or prefinished textured metal panels are required, samples not less than 12 inches square shall be submitted with the board. If more space is needed, more than one board per set may be submitted. The Contractor shall certify that he has reviewed the color samples in detail and that the color samples are in accordance with contract drawings and specifications, except as may be otherwise explicitly stated. Submittal of color samples shall not relieve the Contractor of the responsibility to submit samples required elsewhere herein. Submittals shall be complete; Sheets containing samples shall consist of heavy, medium gray illustration board (not white or colored) capable of supporting a four inch by eight inch quarry tile without distorting the binder release or causing sheet tear-out due to hole failure. The sample board backing material shall be of sufficient strength to maintain its original configuration after samples have been attached to it for the duration of the construction.

1.2.1 Interior color/finish boards
Interior color/finish boards shall have attached samples of all interior appearance related construction items the Contractor proposes to furnish, including, but not limited to such items as interior paints; wood finishes;
ceramic tile; floor coverings; wall coverings; ceiling tiles; plastic laminates; solid surface materials; signage, etc.
1.2.2 Exterior color/finish boards
Exterior color/finish boards shall have attached samples of all exterior appearance related construction items the Contractor proposes to furnish, including but not limited to such items as brick, mortar, paints, window and door frames, roof, soffits, pre-cast units, gutters, and downspouts, etc.
1.2.3 Content
Color board shall consist of all samples, a finish schedule, floor plan, and interior elevations with each clearly indicating the location of each finish/color. Items other than material sample boards may be folded to 8-1/2" by 11" (i.e., floor plans, finish schedules etc.).
1.2.4 Identification
Identify each sample by use, location, and manufacturer's name. Group according to the location where each used.
1.2.5 Approval
Upon final approval, the Contractor shall prepare and submit to the Contracting Officer one set of the approved and corrected color/finish sample boards.
1.3 VIEW LOCATION MAP
Submit to the Contracting Officer, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.4 PROGRESS AND COMPLETION PICTURES
Provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color minimum resolution in JPEG file format showing the sequence and progress of work. Take digital photographs prior to the seventh day of each month from a minimum of ten views from points located by the Contracting Officer. Submit a sketch or drawing indicating points of view. Submit with the monthly invoice two sets of digital photographs each set on a separate CD-R, cumulative of all photos to date. Cross reference submittals in the appropriate daily report.
1.5 SUPERVISION
Contractor shall have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a Quality Control (QC) representative is required on the contract, then that individual shall also have fluent English communication skills.

1.6 PARTNERING
LEVEL A PARTNERING: To most effectively accomplish this contract, the Government leaves the option open for the formation of a cohesive partnership with the contractor and its subcontractors. In addition, other key personnel, including the client who will occupy the facility, the designer-of-record, principal individuals from the Government, the project sponsor, and the representative(s) of the facility owner will also be invited to participate in the partnering process. The partnering relationship is based upon trust, dedication to common goals, an understanding of each other's expectations and values, and a commitment to success. The goals of the partnering process are improved communication, efficiency and cost effectiveness, increased opportunity for innovation, and the continuous improvement of product quality. The partnership will strive to draw on the strength of each organization in an effort to achieve a quality project done right the first time, within budget, on schedule, and without any safety mishaps, thereby providing the opportunity for the contractor to make a reasonable profit.
Anticipate that the initial session will be one-day minimum and the follow-on sessions, held at a minimum of once every three months or as agreed to by the partners, will be half-day minimum. The initial partnering session shall be held away from the project site at a location acceptable to the contractor and to the Government; the follow-on sessions can be held at locations agreed to by the partners. Key members of the prime and subcontractors teams, including senior management, must participate. For a Level A partnering session, the contractor is responsible for providing an experienced professional facilitator to conduct the meeting. The contractor shall pay all costs associated with the partnering effort, including facilitator, meeting room, audio-visual equipment, refreshments, and working meals. All participants are responsible for the costs of their own meals, lodging, and transportation required in order to attend the partnering session.
1.7 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files will be made available to the Contractor for use in preparation of construction drawings and data related to the referenced contract subject to the following terms and conditions.
Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction drawings and data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic CADD drawing files are not construction documents.
Differences may exist between the CADD files and the corresponding

The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
1.8 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not allowed.
It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s).
