WELDERS - Receive rate prescribed for craft performing operation to which welding is incidental.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union.

Union Identifiers

An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters , PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination.

The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.

Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rates.

0000/9999: weighted union wage rates will be published annually each January.

Non-Union Identifiers

Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union majority rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.

Survey wage rates will remain in effect and will not change until a new survey is conducted.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only. Except where a date is noted, the latest version of the publication at time of contract award shall be used.

1.2 ABBREVIATIONS

The following are common abbreviations used in the Specifications and in the Commissioning Plan. Definitions are found in Section 1.2.2.

1.3 DESCRIPTION

1.3.1 General

Perform Commissioning in accordance with the requirements of the contract specifications, ASHRAE Guideline 0, the Construction Phase Commissioning Plan appended to this specification section, and the standard under which the Commissioning Firm's qualifications are approved. In the case of a

SECTION 01 91 00 Page 1 conflict, the most stringent requirement will prevail. Consider mandatory all recommendations and suggested practices contained in the Commissioning Standard. Use the Commissioning Standard for all aspects of Commissioning, including qualifications for the Commissioning Firm and Specialist and calibration of Commissioning instruments. Where the instrument manufacturer calibration recommendations are more stringent than those listed in the Commissioning Standard, the manufacturer's recommendations shall be adhered

to. All quality control provisions of the Commissioning Standard such as performance guarantees shall be part of this contract. For systems or system components not covered in the Commissioning Standard, Commissioning procedures shall be developed by the Commissioning Specialist. Where new procedures, requirements, etc., applicable to the Contract requirements have been published or adopted by the body responsible for the Commissioning Standard used (ACG, NEBB, BCA or TABB), the requirements and recommendations contained in these procedures and requirements shall be considered mandatory. Additionally, Contractor shall execute the commissioning process per the Construction Phase Cx Plan appended to this specification section.

1.3.2 LEED

The Contractor is required to provide documentation that meets the LEED Energy & Atmosphere (EA) Prerequisite 1, Fundamental Commissioning and EA Credit 3, Enhanced Commissioning. The Contractor's Commissioning Firm/Specialist shall prepare these documents.

1.4 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section SUBMITTAL PROCEDURES:

SD-03 Product Data

Final Commissioning Plan; G

Update Commissioning Plan in accordance with Commissioning plan and contract documents, no later than 28 days after the approval of the Commissioning Specialist.

Commissioning Schedule; G

Provide schedule for the Commissioning related activities, to include but not limited to Building Air Tightness Test, Start-up and check out of equipment, Testing, Adjusting, and Balancing, Pre-Functional Checks, Functional Performance Tests, Performance Verification Tests, and Training, no later than 60 days prior to the start-up of primary equipment.

Cx Related Submittals; G

Provide within 45 days of approval of commissioning specialist a written list of applicable submittals as described in the Cx Plan, Appendix B - Work Products, Cx related submittals.

Start-up and Initial Checkout Plans; G Provide at least 28 days prior to the start of checkout as

Certification of the proposed Commissioning Specialist's qualifications by one of the following ACG, NEBB, BCA, or TABB to perform the duties specified herein and in other related Sections, no later than 21 days after the Notice to Proceed. Any lapses in Certification of the proposed Commissioning Specialist or disciplinary action taken by ACG, NEBB, BCA, or TABB against the proposed Commissioning Specialist shall be described in detail.

Certificate of Readiness; G

Statement issued by the Contractor and signed by the Contractor, and all other Contractor's Representatives on the Commissioning Team certifying that all equipment, systems, and controls are complete and ready for Functional Performance Tests. Includes start-up reports, all completed Pre-Functional Checklists, all completed Performance Verification Test Report, and the Government approved TAB Report. Submit no later than 14 calendar days prior to Functional Performance Tests.

SD-11 CLOSE OUT SUBMITTAL

Systems Manual; G

Provide within 30 days of approval of applicable submittals (e.g.

operation maintenance manuals, final commissioning report, applicable equipment/system submittals, etc.), conduction of training, and receipt of Government Furnished documentation.

Thermal Comfort Survey; G

Prepared in accordance with Commissioning Standard, no later than 28 days after the approval of the Commissioning Specialist.

1.5 QUALITY ASSURANCE

a. Provide a Commissioning Firm that is certified by one of the following: ACG, NEBB, BCA or TABB. The Commissioning Firm shall be a tier-one Sub-Contractor and shall be financially and corporately independent of all other Sub-Contractors. The Commissioning Firm shall report to and be paid by the prime Contractor. The Commissioning Firm shall be an entity specializing in the commissioning of building systems of similar scope and complexity to those of this project.

b. The Commissioning Specialist (CxS) shall be a BCA Certified Commissioning Professional (CCP), ACG Certified Commissioning Agent (CxA), a TABB Certified Professional, or a NEBB Qualified Commissioning Administrator and shall be an employee of the approved Commissioning Firm. The certification shall be maintained for the entire duration of duties specified herein. If, for any reason, the CxS loses subject certification during this period, the Contractor shall immediately notify the Contracting Officer and submit another Commissioning Specialist for approval. Any

SECTION 01 91 00 Page 4 individual that has been the subject of disciplinary action by the BCA, ACG, TABB or NEBB within the five years preceding Contract Award is not eligible to perform any duties related to the HVAC systems, including Commissioning. All work specified in this Section and in other related Sections performed by the CxS shall be considered invalid if the CxS loses his certification prior to Contract completion and must be performed by the approved successor. The Commissioning Specialist(s) shall also have documented experience as the lead person responsible for commissioning of building systems of a type, scope, and complexity similar to those in this project. Where a single individual does not have the required experience in commissioning of both mechanical and electrical system, multiple individuals with the necessary qualifications shall be engaged under he management of a designated Lead CxS. The CxS will inform the Contractor and the Government's Commissioning Authority (CA) of the results of the commissioning and provide suggestions, as necessary, to correct deficiencies in observed performance or installation.

c. The CxS hired by the GC is responsible for performing all work and documentation required to meet the construction and post occupancy phase requirements of the LEED fundamental and enhanced commissioning credits. The CxS is also responsible for performing all work and documentation identified in the appended Construction Phase Cx Plan, this section, and other related sections as identified in paragraph RELATED SECTIONS. The CxS shall coordinate all commissioning schedules, submissions, and activities with the Government designated CA.

d.. The Contractor shall be responsible for executing and performing the commissioning process as outlined in the contract documents, references, and attachments. The Contractor shall furnish labot and materials sufficient to meet all requirements of building commissioning under this contract.

e. Commissioning phasing and activities shall be integrated into the project schedule as specified in Section PROJECT SCHEDULE.

f. The Commissioning Team, lead by the CxS, includes Contractor personnel, Government CA, installing sub-contractors, TAB Contractor, and Contractor Quality Control personnel.

Additionally, other Government and AE representatives reserve the right to participate as part of the team in witnessing of pre-commissioning checks and functional performance tests.

g. Commissioning work specified herein, in related sections, and in the appended Cx Plan shall be performed under the direct guidance of the CxS. The CxS shall prepare the Final Commissioning Plan with GC input, which will include a comprehensive schedule, all submittal requirements for procedures such as PCs and FPTS, notifications, and reports such as the Cx Report. After approval of the Final Cx Plan, the project schedule shall be revised to reflect the schedule requirements in the approved Cx Plan. The CxS, GC, and Subs are responsible for coordinating all Commissioning related activities with the Government CA.

1.6 TERMS

In some instances, terminology differs between the Contract and the

Commissioning Standard primarily because the intent of this Section is to use the industry standards specified, along with additional requirements listed herein to produce optimal results. Contract requirements take precedent over the corresponding ACG, NEBB, BCA or TABB requirements where differences exist.

a. "Acceptable Performance" is a component or system being able to meet specified design parameters under actual load including satisfactory documented completion of all functional performance tests, control system trending and resolution of outstanding issues.

b. "Basis of design" is the documentation of the primary thought processes and assumptions behind design decisions that were made to meet the design intent. The basis of design describes the systems, components, conditions and methods chosen to meet the intent. Some reiterating of the design intent may be included.

c. "Check out and test plans" is a test plan which includes equipment manufacturers published installation, start-up, and field acceptance test procedures.

d. "Commissioning (Cx)" is a comprehensive and systematic process to verify that the building systems perform as designed to meet Government requirements and the design intent, assure user training and O&M materials have been provided, and assure the entire process has been properly documented.

e. "Commissioning Plan" (Cx Plan) is an overall plan that provides the structure, schedule, and coordination planning for the Cx Process. The Construction Phase Cx Plan is appended to this specification. It shall be updated and finalized by the CxS and provided to all commissioning team members to inform them of the intent and scope of commissioning, facilitating the Cx process.

f. "Commissioning Report" (Cx Report) is prepared and maintained by the CxS and shall consist of completed Pre-Functional Performance Test Checklists (PC) and completed Functional Performance Tests (FPT) organized by system and by subsystem and submitted as one package. The Cx Report may also refer and rely on other documentation to include HVAC systems test reports, inspection reports, start-up reports, TAB report, TAB verification report, Controls start-up test reports and Controls Performance Verification Test (PVT) report. The results of failed tests shall be included along with a description of the corrective action taken.

g. "Data logging" records data such as flows, currents, status, and pressures over time using stand-alone data loggers separate from the control system.

h. "Deferred functional tests" are performed after substantial completion, due to partial occupancy, equipment, seasonal requirements, design, or other site conditions that disallow the test from being performed before substantial completion.

i. A "deficiency" is a condition in the installation or function of a component, piece of equipment, or system that is not in compliance with the Contract documents.

j. The "design intent" represents the ideas, concepts, and criteria that are conveyed through the Contract documents.

k. "Factory testing" tests equipment on-site or at the factory by factory personnel.

l. A "functional performance test" (FPT) test systems in such a manner to demonstrate the dynamic function and operation of equipment and systems under full operation using manual (direct observation) or monitoring methods. In this context, "function" includes all modes and sequences of control operation, all interlocks and conditional control responses and all specified responses to abnormal emergency conditions. The detailed functional performance tests will be prepared and witnessed by the CxS.

m. "Indirect indicators" indicate a response or condition, such as a reading from a control system screen reporting a damper to be 100 percent closed.

n." Issues Log" is used to provide a method for tracking and resolution of deficiencies discovered as a result of the commissioning process. This list also includes the current disposition of issues and the date of final resolution as confirmed by the CxS. The Issues Log will be created and managed by the CxS and integrated into the Contractor Quality Control System.

o. A "manual test" uses hand-held direct reading instruments, immediate control system readouts, or direct observation to verify performance (contrasted to analyzing monitored data taken over time to make the observation).

p. "Nonconformance" means a piece of equipment or a system does not perform properly or comply with the design intent.

q. An "overwritten value" is a sensor value in the building control system that is overridden to see the response of a system. For example, changing the outside air temperature value from 50 degrees F to 75 degrees F to verify economizer operation. See also "simulated signal."

r. "Phased commissioning" is completed in phases (by floors or buildings, for example) due to the size of the structures or other scheduling issues, in order to minimize the total construction time.

s. "Prefunctional Checklists" are detailed checklists prepared by the CxS.

Checklist shall be by system or equipment to verify installation and start-up of equipment is complete and ready for functional performance testing. PCs are primarily static inspections and procedures to prepare the equipment or system for initial operation (e.g., belt tension, oil levels OK, labels affixed, gages in place, sensors calibrated). However, some PC items entail simple testing of the function of a component, a piece of equipment or system (such as measuring the voltage imbalance on a three phase pump motor of a chiller system). PCs augment and are combined with the manufacturer's startup checklist. The completed checklists require signatures by the Contractor's Quality Control Manager and CxS prior to continuing with the commissioning process.

t. "Sampling" functionally tests only a fraction of the total number of identical or near identical pieces of equipment.

u. "Seasonal performance tests" are functional performance tests that are deferred until the system(s) will experience conditions closer to their design conditions.

v. "Simulated conditions" are created conditions for the purpose of testing the response of a system (e.g., applying a hair blower to a space sensor to see the response in a VAV box).

w. A "simulated signal" uses a signal generator to send an amperage, resistance or pressure to the transducer and DDC system to simulate a sensor value.

x. "Startup" includes the initial starting or activating of dynamic equipment and executing PCs.

y. " Systems Manual" is a system-focused composite document that includes the operation manual, maintenance manual, and additional information of use to the Owner during the Occupancy and Operations Phase. The Systems Manual shall provide the information needed to understand, operate, and maintain the systems and assemblies and to inform those not involved in the design and construction process about the systems and assemblies. The Systems Manual expands the scope of the traditional operating and maintenance documentation to include the additional information gathered during the Commissioning Process and to provide a systems-based organization of information.

z. "Test requirements" specify what modes, functions, and conditions shall be tested. The test requirements are not the detailed test procedures.

The test requirements are specified in the individual sections of the Contract documents.

aa. "Trending" uses the building control system for monitoring.

bb. The "warranty period" involves the entire project, including equipment components. Warranty begins at substantial completion and extends for at least one year, unless specifically noted otherwise in the Contract documents and accepted submittals.

1.7 CERTIFICATE OF READINESS

The GC shall issue a Certificate of Readiness certifying that the building energy systems are ready for Functional Performance Testing. The Certificate of Readiness shall include all equipment and system start-up reports, Performance Verification Test Reports, Pre-Functional Checklists, TAB Report, and the Building Air Tightness Test Report. The GC and the Mechanical, Electrical, Controls, and Testing, Adjusting, and Balancing Representatives shall sign and date the Certificate of Readiness.

1.8 COMMISSIONING

1.8.1 Description

The Cx process shall encompass and coordinate system documentation, equipment startup, control system calibration, testing and balancing, performance testing, and training. Cx began in the design phase and continues by documenting the design intent and continue through the construction phase and warranty period with actual verification of performance. Cx shall be completed before substantial completion. Cx does not take away from or reduce the responsibility of the system designers or installing contractors to provide a finished and fully functioning product.

1.8.2 Cx Process

Cx process and Cx activities are further defined in the Construction Phase Cx Plan appended to this specification section.

1.8.3 Written Work Products

The Cx process generates a number of written work products. The Construction Phase Cx Plan lists formal written work products, describes briefly their contents, who is responsible for creating them, their due dates, who approves them and where requirement is detailed within the Cx Plan. Written work products include items such as Cx related submittals, start-up and initial checkout plans, start-up and initial checkout reports, controls contractor initial checkout plan, TAB plan and approach, prefunctional checklists, functional performance tests, commissioning report, TAB progress reports, draft TAB report, final TAB report, Cx issues log, Cx progress reports, systems manual, and thermal comfort survey.

1.9 RELATED SECTIONS

a. Division 23 systems (all mechanical HVAC Equipment including ductwork and piping, on passive and mechanical systems, and DDC Control building DDC and Basewide UMCS.)

b. Division 7 Building Air Barrier to include testing

c. Division 22 Plumbing, domestic water heating and solar systems and technologies (including water collection, treatment, and heating)

d. Division 26 Daylighting and lighting systems (including lighting controls and verification of lighting levels.)

1.10 COORDINATION

1.10.1 Commissioning Team

The members of the Cx team are identified within the Construction Phase Cx Plan. All members shall work together and with vendors to fulfill their contracted responsibilities and meet the objectives of the Contract documents and Cx process.

1.10.2 Commissioning Schedule

The GC shall work with the CxS and the CA to schedule the Cx activities as described in the Cx plan appended to this section and per contract specifications.

1.10.3 Meetings

Meetings shall be conducted as described within the Construction Phase Cx plan appended to this section and per contract specifications.

1.10.3.1 Scoping Meeting

The Cx scoping meeting shall be scheduled by the CxS within 90 days of award of the Commissioning Contract. The CxS shall plan and conduct the Cx scoping meeting with the entire Cx team in attendance. Meeting minutes shall be distributed to all parties within one week. For additional

SECTION 01 91 00 Page 9 information regarding the scoping meeting, reference the Construction Phase Cx Plan appended to this specification section.

1.10.3.2 Miscellaneous Meetings

Other meetings will be planned and conducted by the CxS as construction progresses. These meetings will cover coordination, deficiency resolution, and planning issues. These meetings shall be held at minimum monthly, until the final three months of construction when they shall be held at minimum weekly. Cx shall also be discussed in all weekly progress meetings.

1.11 ROLES AND RESPONSIBILITIES

The roles and responsibilities of various parties in the Cx process are identified in the Construction Phase Cx Plan and as specified in this section.

1.12 COMMISSIONING PLAN

The Cx Plan is a tool through which the commissioning process is described and augments the scope of work relative to the commissioning process. Cx team members are all contractors, subcontractors, design professionals, and government representatives (CA, USACE and using agency) whose participation is of benefit in the delivery of a fully functioning building. The plan describes the communication, authority and responsibility of commissioning team members. The Draft Construction Phase Cx is appended to this specification section.

The CxS shall finalize the Contruction Phase Cx Plan using information gathered from the GC, scoping meeting, construction documents, submittal data, test procedures, construction schedule, and other Cx related items.

The Final Commissioning Plan shall include:

a. All items in the Draft Construction Phase Cx Plan updated to reflect any additional project specific requirements.

b. Detailed Pre-functional Construction and Functional Performance Test Checklist Procedures. The detailed functional performance test procedures shall explain, step-by-step, the actions and expected results that will demonstrate that the system performs in accordance with the sequences of operation, and other contract documents.

c. Guidelines for acceptance of each piece of equipment or system.

Expected results for each test shall be included.

1.13 SYSTEMS TO BE COMMISSIONED

Systems and Equipment to Be Functionally Tested are identified in the Construction Phase Cx Plan appended to this section. All systems/components shall be tested/checked by Contractor Quality Control regardless of the percentage indicated for commissioning in the Cx Plan.

1.14 COMMISSIONING ACTIVITIES

For commissioning process and activities, reference the Construction Phase Cx Plan appended to this specification section, this section and related specification sections.

1.15 SUSTAINABLE DESIGN REQUIREMENTS

Work of this section may be subject to LEED criteria, documentation or verification. Refer to Specification Section LEED DOCUMENTATION.

1.16 SYSTEMS MANUAL

The CxS shall develop/compile a Systems Manual. For systems manual format and content, reference the Construction Phase Cx Plan appended to this specification section.

PART 2 PRODUCTS

2.1 TEST EQUIPMENT

Equipment shall be maintained in good repair and operational condition throughout the duration of use on this project.

2.1.1 Equipment Provisions

The GC shall provide all test equipment necessary to perform all testing.

Special equipment, tools and instruments available only from the vendor, specific to a piece of equipment, and required for testing equipment shall be turned over to the Government after testing has been completed.

2.1.2 Equipment Calibration

All testing equipment shall be of sufficient quality and accuracy to test and measure system performance within the tolerances specified or recommended by the equipment manufacturer or design requirements. All equipment shall be calibrated according to the manufacturer's recommended intervals and when dropped or damaged. Calibration tags shall be affixed or certificates readily available. Calibration documentation of all testing equipment shall be turned in with each testing episode. Serial numbers of equipment and standards used for QC, zeroing, and calibration shall be included.

PART 3 EXECUTION

The GC shall provide all materials, services, equipment, and labor required to perform all work described in this section and the Construction Phase Cx Plan appended to this section, such as Pre-Functional Checks and Functional Performance Tests. A Pre-Functional Check or Functional Performance Test shall be aborted if any system deficiency prevents the successful completion of the test or if any participating non-Government commissioning team member of which participation is specified is not present for the test. The GC shall reimburse the Government for all costs associated with effort lost due to tests that are aborted. These costs shall include salary, travel costs and per diem (where applicable) for Government commissioning team members. Reference the Construction Phase Cx Plan appended to this section for additional related work..

3.1 GENERAL

a. Operating equipment and systems shall be tested in presence of CxS to demonstrate compliance with specified requirements. If not specified otherwise, notify PE, in writing, fourteen (14) days prior to testing required by the Specifications and the Construction Phase Cx Plan. Testing shall be conducted under specified design operating conditions or as

SECTION 01 91 00 Page 11 recommended or approved by CxS.

b. Functional performance testing shall be completed and accepted by PE/COR as a condition of final completion.

c. Proprietary test equipment required by the manufacturer, whether specified or not, shall be provided by the manufacturer of the equipment through the installing contractor. Manufacturer shall provide the test equipment, demonstrate its use, and assist the CxS in the commissioning process.

3.2 STARTUP AND PREFUNCTIONAL CHECKOUT

Each piece of equipment or system to be commissioned shall receive a full prefunctional check test and startup by the GC. No sampling strategies shall be used. Reference the Construction Phase Cx Plan appended to this section for additional information and requirements.

3.3 SENSOR AND ACTUATOR CALIBRATION

All field-installed temperature, relative humidity, CO2 and pressure sensors and gages, and actuators (dampers and valves) on all equipment shall be calibrated. Test instruments shall have had a certified calibration within the last 12 months. Sensors installed in the unit at the factory with calibration certification provided need not be field calibrated. Procedures used shall be fully documented on the PCs or other suitable forms, along with written documentation of initial, intermediate and final results. All energy and water data collection meters shall be check for accurancy and calibrated as needed prior to commissioning.

3.4 FUNCTIONAL PERFORMANCE TESTING

Begin Functional Performance Testing only after all work required in Related Sections has been successfully completed, and all test and inspection reports and operation and maintenance manuals required in these Sections have been submitted and approved. The CxS shall direct, witness, and document the FPT of all equipment and systems. The CA will witness Functional Performance Testing. The GC shall execute the tests with skilled technicians provided under the direction of the CxS. Reference the

Construction Phase Cx Plan appended to this section for additional information and requirements.

3.4.1 Simulated Conditions

Over-writing values through the building control system is not acceptable, unless approved by the PE/COR. Proposed exceptions need to be identified and protocol submitted to the PE/COR for approval. Before simulating conditions, overwriting values (if approved), or changing set-points, sensors, transducers and devices shall have been calibrated. Below are several examples of exceptions that would be considered acceptable:

1. When "various" actual static pressures inside ductwork can not be simulated within the duct, and where a sensor signals the building control system to initiate sequences at various duct statics, it would be considered acceptable to simulate the various pressures via Pneumatic Squeeze-Bulb Type Signaling Device with gauge temporarily attached to the sensing tube leading to the transmitter. It would not be acceptable to reset the various set-points, nor to simulate an electric analog signal.

2. Dirty filter pressure drops can be simulated using sheets of cardboard at filter face.

3. Freeze-stat safeties can be simulated via packing portion of sensor with ice.

4. Increase in outside air temperature can be simulated at the sensor by heating with a blow dryer.

5. Changes in entering cooling coil conditions can be simulated using the preheat coil.

6. Using a signal generator to simulate a sensor signal is generally not recommended for commissioning, but may be proposed for special conditions.

7. Altering set points is acceptable to simulate certain conditions. For example, to see the AC compressor lockout work at an outside air temperature below 55 degrees F when the outside air temperature is above 55 degrees F, temporarily change the lockout set point to be 0 degrees F above the current outside air temperature. Caution: Set points are not to be raised or lowered to a point that would damage the components, systems, or the building structure and/or contents.

8. Duct Mounted smoke detectors to be tested per the detector manufacturer's recommendation using aerosolized smoke, and gauges on sampling tubes. Test to be done with air system at minimum airflow condition in ductwork.

9. Current sensing relays used for fan and pump status signals to BMS to indicate unit failure and run status are to be tested by resetting the trip point on the relay to a point simulating lost belt or unit failure, while the unit is running and confirming that the failure alarm was…
