About this file

This document is a Questions and Answers (Q&A) file for a Department of the Army National Guard solicitation for rental of 250 sleeping cots. The solicitation (W91225QA013) requires delivery of 600 cots to Wells Field House at Fort Belvoir, VA and 200 cots to DC Armory in Washington, DC on 11 June 2025 between 0830-1400 hours, with pickup scheduled for 14 June 2025 between 0830-1200 hours. The contractor is responsible for delivery and pickup only, with specific instructions to offload and stack cots inside each location manually, as forklift and pallet jack capabilities are unavailable. The quote submission deadline is 6/2/25 at 10am, and vendors must have current SAM.gov registration to meet representation and certification requirements. The cots will be used in support of an Army 250 Parade event, with careful consideration given to truck access and unloading logistics at both delivery sites.

1. Is the requirement for delivery and pick up only, or do we need to set up the cots at each location? A: Delivery/Pick Up only

2. If we are responsible for set up and tear down of the cots, what are the access hours at each facility? A: Delivery/Pick Up only. Delivery will take place on 11 June 2025 between 0830-1400 (NLT 1400), Pickup will take place on 14 June 2025 between 0830-1200 (NLT 1200)

3. Will there be waste disposal locations on each site (dumpsters)? A: Dumpster on site

4. The RFQ requests “Offerors shall include a completed copy of 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Products and Commercial Services with its quote.” But isn’t this the section of each contract we avoid filling out by keeping a current registration in SAM.gov? A: If your SAM information is current, it meets this requirement

5. Did you mean for submission deadline to be 6/2/25 at 10am or 10pm? The RFQ and SAM.gov listings conflict. A: It is 10am, RFQ will be corrected when Q&As are posted

6. Just to confirm, you are only wanting us to supply/ship the cots to the 2 locations, and not set them up, correct? A: Delivery/Pick Up only. The cots will need to be offloaded from the shipping truck and stacked inside each location. No requirement to set up the cots though

7. Won’t the DCNG be responsible for unloading the cots from the delivery trucks upon delivery, and later reloading the cots into their shipping containers and reloading those containers onto the trucks at the time of pickup? If that’s not what you envisioned, can you please let me know exactly what you expect/need us to do at the time of delivery and pickup. A: 600 cots are to be delivered to Wells Field House 2104-6028 Goethals Rd Fort Belvoir, VA 22060 and 200 cots are to be delivered DC Armory 2001 E Capitol Street SE Washington, DC 20003. A loading dock is available at the DC Armory but not at Wells Field House. DC Armory is a large open space and Wells Field House is a gymnasium. The cots will need to be offloaded from the shipping truck and stacked inside each location. Forklift and Pallet Jack Capabilities are Unavailable at each location. Delivery will take place on 11 June 2025 between 0830-1400 (NLT 1400), Pickup will take place on 14 June 2025 between 0830-1200 (NLT 1200)

8. Do you know about how far the cots will have to be transported from where we can unload the trucks to where they will be staged for your troops? A: The location is a gymnasium and the offloading is a parking lot. I assume this will be more important on the Field House location since it sounds like the Armory we can back right up to the loading dock and unload the truck? There is no loading dock at the Field House. Please see google map a real view of said location: https://maps.app.goo.gl/BX7G8XMPgPmLZ9VF6

9. Are we able to get in and out with tractor trailer trucks at both locations if that’s what they prefer to use? A: Trailer size trucks will fit on main roadways, but will be hard pressed to maneuver in the parking areas.
