ENCOURAGED TO SUBMIT QUESTIONS EARLY IN THIS PROCESS.
B. Technical Proposal: Shall be evaluated to assess the offeror's understanding of the requirement.
The Offeror is cautioned that merely re-stating they will meet the technical requirements of this Solicitation is not adequate for a response and may be found unacceptable if such a response is received.
The technical proposal should address your approach to the management of the requirement to include but not limited to: retention, quality control and recruitment. The offeror is hereby advised that their proposal is presumed to represent the best and final offer in response to this solicitation. The government intends to evaluate offers and award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. Do not assume you will have the opportunity to clarify, discuss or revise your proposal. Offeror may, at the discretion of the Government, be asked to provide more information and clarification regarding their proposals. Requests for such information do not constitute discussions.
C. Price Proposal: The offeror must submit a completed pricing sheet (Attachment provided) with an hourly billable rate for the requirement. Include pricing for the base year and two option years.

52.212-1 Instructions to Offerors - Commercial, applies to this acquisition.
As prescribed in FAR 12.301(c), the Contracting Officer inserts an evaluation provision: 52.212-2
EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) Basis of Award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, and the Government intends to use tradeoff procedures set forth in FAR 15.101-1 in ascertaining the offer that represents the best value to the Government.
The significant evaluation factors and sub-factors, in descending order of importance (note that the subfactors are also listed in descending order of importance), are as follows:
(i) Technical Capability
(a) Retention
(b) Quality Control
(c) Recruiting
(ii) Price
(iii) Past Performance
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
ADDENDUM TO 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
Evaluation Factors.
Price: The government will rank all offers by price in order from least to greatest. The price evaluation will document the fairness and reasonableness of the price. The Government may evaluate price realism.
Technical Capability: Evaluation of the Technical Capability factor submission will examine an offeror’s understanding of the requirements and an offeror’s approach to satisfying the requirement of the PWS. Evaluation will further examine recruitment, retention and quality control in an offeror’s approach to satisfying the requirement of the PWS. The Government will evaluate the qualitative aspects of each offer’s technical capability, and will assign adjectival ratings as detailed in the following table. The Government will evaluate each sub-factor under the Technical Capability factor and will utilize adjectival rating as specified below. For the Retention and Recruiting evaluation subfactors, the Government specifically examine offerors’ understanding of, and approach to overcoming the employment challenges of a remote area with finite population and resources. An unacceptable rating in any one of the three (3) sub-factors will result in an overall technical capability rating of unacceptable, and in order for an offer to be eligible for award, the technical submission for each subfactor must receive a rating of no less than ”Acceptable”.
