About this file

This is a Questions and Answers (Q&A) document addressing clarifications on contract requirements for an IDIQ maintenance and repair services contract.

Regarding IAT Level 1 Certification Training, the Government clarified that this certification is not required because contractor personnel will not be accessing computer-based systems or the network. On the repair authorization question, the Government clarified that repair work is limited to identifying deficiencies and recommending repairs as part of maintenance services; actual repair performance is out of scope and requires separate funding. Contractors must provide an hourly rate quote for on-call repair services should they be needed, with parts for any repairs to be priced at cost. The Government acknowledged it cannot reasonably expect a realistic repair cost estimate but requires the hourly rate quotation for potential repair authorization consideration.

Text version

Q: Questions were received regarding the IAT Level 1 Certification Training (reference PWS 1.10.b, PWS 1.23.4.2).

A: The IAT is not required because the contractor will not be accessing computer-based systems or the network.

Q: Repair Authorization: PWS 1.1 references "maintenance and repair services" and Sub Task 5.2.1 requires identification of non-serviceable equipment. Please clarify: (a) Is repair work within the scope of this IDIQ, or is the contractor's role limited to identification and recommendation? (b) If in scope, what dollar threshold and approval process governs repair authorization? (c) What is the expected Government turnaround time for repair authorization?

A: Repairs are limited to identifying deficiencies and recommending repairs as part of the maintenance service, not actually performing the repairs. Repairs require a separate funding . We do not feel that we can reasonably expect a realistic repair cost. But, we do want to see a quote for the hourly rate for on-call repair should that need arise. We would expect parts for repair to be at cost.
