About this file

This document is a Questions and Answers (Q&A) file for a federal contract solicitation. The solicitation is being conducted on a Lowest Price Technically Acceptable (LPTA) and all-or-none basis. The key clarification addresses how vendors should handle items they cannot provide in their proposal. The government indicates that vendors can mark unavailable items as such and are still encouraged to submit a proposal. If no quotes include everything, the evaluation will prioritize the most complete quotes first, with completeness being a factor in technical acceptability, followed by price assessment.

Text version

Q: Could you please clarify the procedure for items we are unable to provide for this request? Specifically, should we mark these items as not available or will inability to provide items be a disqualification?

A: This requirement is being solicited on a Lowest Price Technically Acceptable (LPTA) and all or none basis; now that being said, it is possible that we may receive no quotes which include everything. In that case an evaluation will be made first on the quotes that are most complete (completeness being a characteristic of being technically acceptable) then on price.

Please feel free to submit a proposal and, yes, mark the respective items as not available.
