Utah National Guard A&E IDIQ
1. QUESTION: I noticed in the announcement that this IDIQ is unrestricted. Is there a reason this was not set-aside for small business’s?
ANSWER: DFAR 219.502-1 does not permit setting aside A&E IDIQ services if the anticipated cost of all orders will total $350,000 or more (see below)
DFAR 219.502-1
219.502-1 Requirements for setting aside acquisitions.
Do not set aside acquisitions for—
(1) Supplies which were developed and financed, in whole or in part, by Canadian sources under the U.S.-Canadian Defense Development Sharing Program; or
(2) Architect-engineer services for military construction or family housing projects of $350,000 or more (10 U.S.C. 2855), including indefinite delivery and indefinite quantity contracts if the value of all anticipated orders is expected to total $350,000 or more.
2. QUESTION: Am I to understand that the total page count for the SF330, Part I (including Section H) and Part II is NOT to exceed 20 double-sided sheets (40 pages total)? The reason for my inquiry is: With Section E (consultant resumes) and Section F (project sheets), our team would be filling a majority of the allowable page count with little latitude to include significant support information in Section H. Please advise as to the final page count for the entire SF330 document.
ANSWER: 20 pages, double sided.
