Utah National Guard A&E IDIQ

1. Questions: Is this a new effort or is there an incumbent?

Answer: This is a new effort for the Utah National Guard. The Utah National Guard has not utilized a

A&E IDIQ in the past.

2. Question: If this is a previous requirement, who is the current contractor and what is their pricing.

Answer: No previous contractors or pricing exits for this requirement.

3. Question: In reviewing the above referenced solicitation, we’re questioning whether the NAICS Code shouldn’t be 541310 rather than 330 with a size standard of $7mil rather than $14mil, where the primary services would be addressing real property improvements and we would anticipate that an architectural firm (or architectural/engineering firm) would be the lead / prime firm. Although there are various engineering disciplines as well as landscape architecture involved, one would expect that most of the services are in support of facility design and planning, etc., and would require an architect.

Answer: After careful review and review of historical documents the listed NAICS is the appropriate code for what we are procuring as it is the predominate code for the majority of the work 541330 Engineering Services.

This industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken by these establishments may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services. Illustrative Examples:

Civil engineering services Environmental engineering services Construction engineering services Mechanical engineering services Engineers' offices

4. Question: I noticed that the NAICS code for the project is listed as #541330 - Engineering Services. Is it preferred to have the “prime consultant” be an engineering firm or architectural firm under the NAICS code #541310 – Architectural Services?

Answer: The organization submitting proposal should meet the requirements of the specified NAICS.

It should be noted that most A/E firms fall under both codes. Teaming is common for these types of services and allowable for this requirement.

5. Question: Is it preferred to compile a “team” submittal including the architectural and proposed engineering service components (structural, mechanical, electrical, civil, etc…)? Or is it preferred to submit only our individual firm qualifications at this stage?

Answer: The team submittal. Firms need to provide information on all of the firms that will be part of the overall design team to including Architectural, Civil, Mechanical, Electrical, and Structural specialties at the minimum.
