RTI CLEANING REQUIREMENT

SITE VISIT Q/A
Important Dates Questions due: NTL 1400 July 30, 2021 Quotes are due NTL 1400 August 5, 2021
QUESTION: How many rooms are to be cleaned on a daily basis?
ANSWER: There isn’t a daily standard only weekly minimum of 70. This number may go up or down according to need as usage may vary, we ask the vendor to be flexible.
QUESTION: Do we work Mon-Friday?
ANSWER: You are free to work any days and hours we are on post. We are normally here most holidays Mon-Sat. However, you are NOT required to work holidays as there is no price adjustment for overtime unless we call you in for an emergency. Juneteenth will be added to the holiday listing.
QUESTION: Who is our POC?
ANSWER: CPT Emerson and CW2 Koziol on Camp Blanding and Rutha Lawrence and Matt Michael for contracting issues/changes/questions.
QUESTION: How do you determine room count?
ANSWER: Each room with a bed is considered as 1. This includes the 2 bay areas that have multiple beds as they are in an open area and the adjoining bathrooms.
QUESTION: Parking availability?
ANSWER: We anticipate to hold 2 spaces upfront for the potential vendor to allow ease of transfer of cleaning materials back and forth from their vehicle.
QUESTION: Are common rooms covered in the contract for cleaning?
ANSWER: No, only the sleeping quarters, the common areas such as tv room, hallways, laundry rooms etc. are not covered in this contract State Employees clean the common areas.
QUESTION: When turning the rooms over do we need to make the beds are just leave clean linen at the foot of the beds?
ANSWER: You are to make the beds in the standard of the industry.
QUESTION: Do we pull the linens off the dirty beds?
ANSWER: Yes, you will be expected to remove the dirty linens and place them in the appropriate bins, move those bins to the proper location and floor so they can be transferred by another Vendor for cleaning and disinfection. That Vendor will return and stack the linen for your ease of use to place on the bedding for each bed as you turn the room over.
QUESTION: Carpeting…is there carpeting throughout to be cleaned?
ANSWER: Yes, the carpeting is in each room is the carpeting that is listed in the contract to be cleaned four (4) times a year. There is no carpet outside of each room that needs to be attended to.
QUESTION: How many workers do we need?
ANSWER: That is a question that you must answer as we do not dictate the How.
QUESTION: Can we store our cleaning products on site?
ANSWER: Yes, as long as it is not hazardous or flammable and can be locked up.
QUESTION: How many linen rooms are there?
ANSWER: There are 2 linen rooms currently. Currently there is only one building location for all the buildings, we hope to have additional spaces in the other buildings.
QUESTION: What does that $200 emergency cleaning mean?
ANSWER: It is the fee per occurrence. Say we find out we need an additional 20 rooms due to an activation. That would entail an emergency fee of $200 plus room cleaning charge for 20 rooms.
QUESTION: Are we required to work Saturdays?
ANSWER: You are NOT required to work Saturdays unless you have not met the minimum standard room cleaning for the week then Yes, we would expect you to work a Saturday to complete the task for no additional charges against the contract since it is on the vendor to adjust their schedules accordingly to complete the contract weekly.
QUESTION: What do you do in the event of bedbugs?
ANSWER: If we have a bedbug problem, report it to the COR immediately! We take care of that. Do not clean the area, report to your COR and we will take of it.
QUESTION: Do we purchase all the supplies?
ANSWER: The government will supply the paper products required. You provide your own chemicals (environmentally friendly), buckets, mops and brooms.
QUESTION: Is temperature checks still ongoing?
ANSWER: Currently we are not doing checks, if circumstances change with COVID then we will revisit that at that time.
QUESTION: Is it the responsibility of the contractor to have the draperies cleaned.
ANSWER: No, it is not.
QUESTION: Will the government provide the inventory/inspection report template the contractor is to fill out or is it the contractor’s responsibility to provide a template?
ANSWER: Government and Contractor will create a standard and contractor will record findings for each room.
QUESTION: Is there a minimum number of days the contractor must travel to the site each month?
ANSWER: Minimum once a week.
QUESTION: Does the government have a pricing sheet the contractor should submit with the quote?
ANSWER: No, only the SF1449 CLIN line items.
QUESTION: Does the Past Performance Questionnaire need to be completed by the respondent prior to the quote submission or will the government send out after obtaining the contact information?
ANSWER: No, it is the responsibility of the contractor to send the request to their contact and ask for it to be submitted to us by the close of the Solicitation.
QUESTION: Are the blue bin supplies ordered and supplied by the government? And Does the Contractor have to restock the blue bin storage closet/bins?
ANSWER: Yes. No, the government will restock.
QUESTION: Is there a CLIN for cleaning the drapes?
ANSWER: No, it is not. Not applicable
QUESTION: Is there a CLIN for emergency cleaning or will it be by Credit Card? And will payment for emergency cleaning be billed at $200 per room cleaned?
ANSWER: No, currently no CLINN. A MOD will be issued if/when the emergency happens.
No, Only a onetime service fee per occurrence. Plus standard per room cost.
QUESTION: Is COVID disinfectant, cleaning and sanitizing required for all 70 cleanings or only when there is a known breakout?
ANSWER: This should be the industry standard of cleaning all of the time. A room that has been exposed will not be serviced for 72 hours per CDC Guidance then it shall be sanitized per CDC standards.
QUESTION: Are sanitization checks still required?
ANSWER: No, less than full sanitation cleanings will done on a case by case basis by the Govt.
QUESTION: What is the actual start date for the period of performance?
ANSWER: The POP is anticipated for October 1st, or when funding is received, as discussed at the site visit depending upon availability of funding. However with that being said, IF FUNDING IS AVAILABLE October 1, 2021, will be the start date.
QUESTION: Will the government clarify which volume (Technical or Price) should include proof of insurance and licenses as required by industry standards and proof of WAWF registration?
ANSWER: Insert in Technical Volume.
QUESTION: Will the government confirm the evaluation factors are to assessed scores based on the following percentages: Price 80%, Tech Capability and Past Performance 10 % each respectfully?
ANSWER: Solicitation pg 12, FAR 52.212-2: Evaluation factors, such as (i) price; (ii) technical and past performance, when combined, are EQUAL when compared to price.
There was an error in labelling in paragraph 2 about % as they do not apply in Best Value solicitaion
