Price, Product Specifications and Past Performance. To arrive at a Best Value decision, the Government will evaluate Price, Product Specifications, and Past Performance as set out in the solicitation.

The basis of contract award of this RFQ is price with other non-price factors in accordance with FAR Subpart

13.106-2 (b), Evaluation of Quotations or Offers. All quotes will be evaluated in an efficient and minimumly burdensom fashion.

1.1. The Contracting Officer will begin the evaluation process by ordering quotes from lowest to highest price. The non-price factors shall be evaluated by compliance with the instructions provided to offerors in Section 00110. The lowest priced offer shall be evaluated first, and evaluation shall continue from lowest price to highest price until the offer with both an acceptable price and acceptable non-price factors is found. At that point the offer will be evaluated for responsibility. The Offeror who is deemed responsible with the lowest price quotation with acceptable non-price factors will be awarded a Firm

Fixed Price (FFP) purchase order. Failure to provide a complete offer may result in the quote being removed from further consideration for award. Failure to address any factor Product Specifications, Past

Performance and Price shall be grounds for elimination from evaluation and consideration for award.

2. EVALUATION - BASIS FOR AWARD

2.1.Evaluation Factors

This solicitation has three evaluation factors: Price, Product Specifications, and Past Performance. The price factor shall be evaluated for all offers, and all acceptable prices shall be ranked from lowest to highest. The non-priced factors of technical and past performance will not be ranked, and shall be given a rating of either acceptable or non-acceptable. Only the lowest priced offer’s non-price items will be evaluated for acceptability. If the lowest priced offer is deemed unacceptable, the next low offer’s non-price items will be evaluated and so on until the lowest offer with acceptable non-price factors is reached.

Factor 1: Price Factor

Offerors whose price is determined to be unreasonable, unbalanced, or unaffordable may not be considered for award.

(1) The offeror’s Price quote will be evaluated, for award purposes, based upon the total price quoted for basic requirements (basic award)..

(2) Evaluation of options is not applicable to this requirement.

(3) Reasonableness: The offeror’s Price proposal will be evaluated to ensure it is fair and reasonable.

(4) Unbalanced Pricing: The Government will analyze proposals to determine whether they are unbalanced with respect to prices, mobilization, and separately priced line items. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.

(5) Affordable: The Government reserves the right not to award if pricing exceeds budget constraints.

Factor 2: Product Specifications

Product Specifications will be evaluated only for the lowest price offer. The evaluation rating of product specifications is either acceptable or not acceptable. A Technically Acceptable Offer is one that clearly meets the minimum requirements of the solicitation by the evaluation criteria based on this section. A

Technically Unacceptable Offer is an offer that does not clearly meet the minimum requirements of the solicitation by the evaluation criteria based on this section.

Factor 3: Past Performance Factor

The Past Performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. Offerors must receive a past performance rating of “Acceptable” to be eligible for award.

(1) Evaluation Process. The past performance evaluation considers the performance in completing similar projects that meet the solicitation requirements, and compliance with the past performance instructions. Past Performance shall only be evaluated if the offeror is the lowest priced offer. In the event past performance is unacceptable, the next low offeror’s past performance will be evaluated for award until an offer that meets all award criteria is selected. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past

Performance proposal volume and information obtained from other sources available to the Government, to include, but not limited to: the Past Performance Information Retrieval System (PPIRS); Federal

Awardee Performance and Integrity Information System (FAPIIS); Electronic Subcontract Reporting

System (eSRS), or other databases; and interviews/questionnaires with Program Managers, Contracting

Officers personal knowledge and commercial sources. Non-compliance with the past performance instructions or poor past performances will result in unacceptable past peformance.
