About this file

This document contains questions submitted in response to a solicitation and the government's answers. The solicitation seeks a jacking system for a self-elevating marine platform for use by the U.S. Army Corps of Engineers Engineering District Detroit. The questions and answers provide clarification on performance requirements for the jacking system such as operating speeds, expected environmental conditions like currents and wind, and structural specifications for components like the minimum outside diameter of elevating spuds. The document clarifies that drawings of the modular barge are not available but will be assembled after receipt of the jacking system. It also specifies that additional requirements in section 1.5.3 are due upon acceptance of final deliverables rather than as part of the proposal.

RFI Questions & Responses Update Solicitation No. W911XK23Q0004

Jacking System for Self-Elevating Marine Platform

Question 1: What is the expected side loading on the elevating legs related to water current, wind & out of “level” (expected angle). Related to 1.1.5 combined with barge draft depth, river currents & expected frontal area?

Government Response: Operated in currents with maximum 3 MPH. Operated in wind conditions with maximum 25 mph. Maximum out of level condition of 1.5 degrees.

Maximum draft 7'. Expected frontal area should be considered for worst case scenario.

Question 2: Are there any existing drawings, sketches, or photographs of the modular barge in the configuration shown on pg. 8 fig 1 of solicitation?

Government Response: No, the existing floats will be assembled after receipt of the jacking system.

Question 3: Is the elevating spud shape able to be square vs round? Which shape is preferred?

Government Response: No shape preference, however, must meet cross sectional area requirements.

Question 4: 1.5.3 Is all information required in 1.5.3 due after contract is awarded or accepted?

Government Response: Requirements located in 1.5.3 is separate from proposal requirements identified in 1.1.5. Requirements of 1.5.3 is due at acceptance of the final deliverable.

Question 5: Regarding the rate of rising and lowering the barge, is this a range? Y/N. Would a range

0-18 in/min (adjustable) be sufficient? Does 6-18”/min include clamp, unclamp, reset travel, actual move cycle time? Maybe clarify the measurement method. For example:

move 60ft (720 in) in 120 minutes @ (6”/min) & 720” in 40 minutes @ 18”/min.

Government Response: Maximum operating speed must fall within a range of 6in/min to 18in/min for full cycle. A variable lifting speed is acceptable, but not a requirement.

Question 6: For rack and piston design, spring applied brake would be in the drive-line nearest the piston(s). Brakes are applied as required, and as a fail safe related to loss of power.

Manual override is performed using a portable hand pump (port-a-power). Does this meet criteria of 1.3.6?

Government Response: There is no requirement to manually override the disengagement of brakes in case of loss of power. The proposed design meets the criteria contained in 1.3.6.

Question 7: Concerning Solicitation No. W911XK23Q0004 section 1.2.3, the elevating spud will be 36” OD with a wall thickness of 0.75”. I assume the minimum outside cross-sectional area of 1,000 square inches specified is referring to the material and void area within the 36” pipe OD. (pi * 362)/4 = 1,018 square inches. While the actual cross-sectional area of the material will be approximately 83 square inches.

Government Response: Your assumption is correct. The 36" pipe OD will meet the requirement.
