STATEMENT OF WORK
Project:
Sault Ste. Marie Project Office (SSMPO) Saint Mary’s River (SMR) – Jacking System for Self-Elevating Marine Platform
Description:
The U.S. Army Corps of Engineers, Detroit District seeks a Jacking System for existing modular barges. The Jacking System is required to provide floating platform elevation in support of heavy marine work, primarily supporting a project owned cranebarge engaged in lock and dam operation and maintenance on the St Mary’s River.
The Jacking System is required to support elevating floating platforms constructed of existing Flexifloat S‐70 Series modular barge units, creating a self-elevating platform (SEP). The combination of the Jacking System being procured under this action with existing modular barge units will be utilized for navigational maintenance to include waterway salvage operations, transportation operations and support for a robust civil works facility that includes commercial navigation locks, dams, hydropower plants, and other marine structures. The Jacking System will be used for accommodating no less than 500 US ton loads in combination with existing cranebarges and other marine construction assets.
1. Requirements:
1.1. Overall System Performance
1.1.1. The contractor shall provide a Jacking System to integrate with existing Government owned
Flexifloat S‐70 modular barge units. The Jacking System will initially be installed on a barge assembly configured 50’ x 90’ and having an approximate weight of 380,000 lbs. (190 US tons), dry, unloaded. This configuration is depicted in Figure 1 and shall be the basis for all requirements in this Statement of Work.
1.1.2. The jacking system shall have an overall minimum lift capacity of 1,000,000 lbs. (500 US tons) including the jacking system components and barge, providing ground and environmental conditions are sufficient.
1.1.3. The jacking system shall be able to raise and lower the barge at a rate of 6 inches per minute to 18 inches per minute at capacity.
1.1.4. No modification to existing Flexifloat S‐70 modular barge units is allowed. This includes welding, bolting, riveting, or other fastening mechanism outside of the float manufacturer provided connection & locking system.
1.1.5. Accepted proposal will be incorporated into the final award and must include the following: overall system drawing, overall drawings of the elevating spudwell and elevating spuds, column load analysis of the elevating spuds, and load analysis of the connections points attaching to the Flexifloat S‐70 modular barge units.
All calculations shall be performed by a registered Professional Engineer (P.E.)
All drawings shall be stamped by a registered Professional Engineer (P.E.)
1.1.6. The jacking system shall include the following deliverables (reference Table 1: Technical Exhibit –
System Breakdown):
Four (4) Elevating Spuds
Four (4) Elevating Spudwells
Two (2) Hydraulic Power Units
One (1) crate containing all accessories to enable the fully assembled jacking system to operate with exception of fuel and hydraulic fluid.
1.2. Elevating Spuds
1.2.1. Four (4) elevating spuds shall be supplied.
1.2.2. Each elevating spud shall have a minimum longitudinal capacity of 250,000 lbs. (125 Tons).
1.2.3. Each elevating spud shall have a minimum outside cross-sectional area of 1,000 square inches for the entire length.
1.2.4. Each elevating spud shall be a minimum length of 80’ and have a minimum powered stroke length of 60’ within the elevating spudwells.
1.2.5. Each elevating spud shall have lifting points located at the top end.
1.2.6. Each elevating spud shall contain a jet pipe to aid in spud extraction.
1.3. Elevating Spudwells
1.3.1. The elevating spudwells shall fully integrate with the Flexifloat S-70 series modular barge system.
1.3.2. Each elevating spudwell shall be designed to handle 250,000 lbs. (125 Tons) transferred from the elevating spud to the barge.
1.3.3. Four (4) elevating spudwells shall be provided, two (2) spudwells shall be comprised of all male connection points to the modular barge and two (2) spudwells shall be comprised of all female connection points to the modular barge.
1.3.4. Each spud well shall connect to four (4) in plane connection points, two (2) lower connection points separated by 5’ horizontally and two (2) upper connection points separated by 5’ horizontally.
1.3.5. Spudwells raise and lower operations to be hydraulically operated by a directional control valve and counterbalance valve.
1.3.6. Spudwells shall incorporate a lock system that is fully engaged except when in a dynamic lifting operation. Locks may be engaged manually or hydraulically. Locks shall not require electric power or hydraulic pressure to maintain engagement.
1.3.7. Spudwells shall include a load indicator showing the force in pounds (lbs.) resting on the elevating spud.
1.4. Hydraulic Power Units
1.4.1. Two (2) Hydraulic Power Units (HPU) shall be supplied. They shall be capable of operating the system in tandem, supplying adequate flow and pressure to all spudwells simultaneously. Each HPU shall be able to control no less than two (2) spuds simultaneously and meet the capacity and speed requirements outlined in Section 1.1.
1.4.2. Hydraulic Power Units shall be driven by a diesel engine including an emergency stop button and electronic engine control screen.
1.4.3. Hydraulic Power Units shall be mounted on a skid and have crane lift points for ease of handling.
1.4.4. Hydraulic line connections shall be configured such that the raise and lower operations per spudwell cannot be crisscrossed.
1.4.5. Hydraulic lines shall be configurable such that the hydraulic power units can be centrally located on barge configuration as described in Section 1.1. Hydraulic lines shall be supplied in a length to allow them to be run perpendicularly out to the edges of the barge and then parallel with the barge to the elevating spudwells.
1.5. Instructions and Drawings
1.5.1. The contractor shall provide electronic copies of drawings for all elevating spuds, elevating spudwells, hydraulic power unit and accessory components. This shall include CADD drawings that can be utilized for future structural assessments.
1.5.2. The contractor shall provide electronic copies of all assembly, operation, and maintenance manuals.
1.5.3. The contractor shall provide structural and operational evaluation support and documentation for the barge referenced in Section 1.1, outfitted with the Jacking System. The evaluation and support shall include review of the modular barge assembly, to include rigging support beams with the Government provided loading, and the supplied Jacking System. The rigging support beams will be positioned over the four (4) referenced moon pools (See Figure 1), drawings for support beams will be provided at time of order. The intention of the structural and operational evaluation is to ensure that the modular barge system, with the Jacking System, is configured properly to support raising a suspended load from the St Mary’s River bottom for a specific planned salvage operation. The contractor evaluation and support outlined in this section shall be performed offsite.
