RFI RESPONSES

Request for Information (RFI) Responses:

1. Page 19, section 1.19 Ordering Procedures: All orders will be initiated with a request for proposal by the appointed COR of this contract action.

Is contractor allowed to provide prevailing rates for each proposal or the proposal shall be based on the rates received in original solicitation?

GOVERNMENT RESPONSE: The rates received for the IDIQ contract shall be used for the subsequent task orders issued off of it. Reference section 5.8 of the IDIQ SOW for price escalation for option years.

2. Is the "TECHNICAL EXHIBIT 1: EQUIPMENT LIST" for the seed order is going to be the first task order?

GOVERNMENT RESPONSE: Yes, solicitation pages 8-12, beginning St Mary's Fall Equipment Rental Scope of Work cover page and ending with technical exhibit 1, define the seed project to be awarded as the first task order.

3. Page 54, Section F. Proposals must be received at the address indicated in Block 9, at the front page of the Solicitation, by the date and time indicated in Block 8 but Section H. Submit all documents to the Contract Specialist at Noah.Bruck@usace.army.mil, Contracting Officer at Travis.J.Specht@usace.army.mil, and Contracting inbox at LRE-Proposal@usace.army.mil GOVERNMENT RESPONSE: A hard copy version of the signed proposal does not need to be sent.

It can be sent digitally to the email addresses provided

5. Page 54, section E. Remember to fill in and sign the Standard Form 1449, from the front of the Solicitation, before submission and fill in Technical Exhibit 4: Overall Pricing Schedule with your submission.

Technical exhibit 4: overall pricing schedule is missing. Are we supposed to fill the PRICING SCHEDULE provided under Section B - Supplies or Services and Prices instead of exhibit 4?

GOVERNMENT RESPONSE: Technical Exhibit 4 does not exist. This will be addressed and updated in the SOW to read: "Remember to fill in and sign the Standard Form 1449, from the front of the Solicitation, before submission and fill in Technical Exhibit 1: Equipment List of the Seed Delivery Order SOW and Technical Exhibit 1 of the IDIQ SOW."

6. Scaffolding work is indicated in several sections of the solicitation document, but solicitation document does not ask rates for it. Will USACE require rates at the time of task order?

GOVERNMENT RESPONSE: Rates for required scaffolding will be requested on a delivery order basis

7. In Section B - Supplies or Services and Prices, weekly and monthly rates are required. Please confirm if a monthly rate is required for a calendar month or 28 days (4 weeks) month which is standard in the rental industry.

GOVERNMENT RESPONSE: This is correct, a rental month is considered a 4 week period.

8. RESPONSIBILITY DETERMINATION, Section a. adequate financial resources.

What financial resources will satisfy this requirement? Is there a minimum dollar value requirement for available funds?

GOVERNMENT RESPONSE: The government will review publicly available information relating to capabilities and commitments in order to determine if there are concerns related to and offers resources compared to obligations. If concern is identified with an otherwise successful offeror, the Government will reach out to the offeror for further information

9. What documents will be required to prove satisfactory record of integrity and business ethics?

GOVERNMENT RESPONSE: The Government will review internal systems for any past performance concerns or exclusions based on previous contracts. No information is required from the offeror.

10. It is anticipated that this requirement will be billed at a monthly rate for rental equipment and pro-rated to a weekly rate if not needed for a complete month (this is not industry standard)

GOVERNMENT RESPONSE: Correct. While the Government will make a best effort to accurately project the period required at the outset of the order, if the rental period is shorter than anticipated, the weekly (and daily) rates identified per Section 1.5 will be used to prorate final costs.

11. Technical Exhibit 1: Equipment List

Delivery/Pickup can we quote this cost per line item and not for full job? Where is the pricing table to enter pricing per line item?

GOVERNMENT RESPONSE: Delivery prices are not pre-priced, they will be determined on a delivery order basis and will priced per job. The equipment rental rate schedule to enter pricing per item is located in Section B on page 3 of the solicitation.

On: Sep 01 2022

13. Small Business Subcontracting Plan required if offeror does not own 80% of equipment being offered. Are there details of what minimum requirements this plan must entail?

GOVERNMENT RESPONSE: Refer to FAR 19.704 for subcontracting plan requirements

14. 5.2.5 Scaffold Equipment System

In the Q&A you just shared they said that rates for scaffolding will be requested on a delivery order basis.

What does that process mean?

GOVERNMENT RESPONSE: When a delivery order requires scaffolding, a request for proposal will be issued. Scaffolding rates will be requested at that time.

15. 5.8 Price Escalation: In order to offset escalating prices and market conditions in the future, the index found at https://data.bls.gov/timeseries/PCU532412532412 shall be used to determine prices during the option years. (This is specific to NAICS code 532412 - however some of the ELIN's should be assigned to different NAICS codes) Examples (there still could be more ELINS with different NAICS codes):

Scaffolding rental or leasing – 532490 Delivery/Pickup - should probably speak more to labor rates & fuel costs that increase & labor shortages

GOVERNMENT RESPONSE: The intent of referencing this index is to reduce the risk of unstable market conditions on the required advance price list of equipment. The example provided (scaffolding) is not a pre-priced item. Further, while the Government acknowledges risks exist related to other market conditions like fuel and labor, there is not a solution that eliminates all risk nor should that be the Government's goal.

16. For scaffolding, will it be solicited out for competition each year or it will be an integral part of this contract and the awardee of the contract will be asked to submit a proposal on each task order level?

GOVERNMENT RESPONSE: For orders requiring scaffolding it will be included in the task order request for proposal and the IDIQ awardee will price scaffolding at that time.
