Amendment 0001 includes the replacement of architectural veneer with CMU veneer at the intersecting vent room lower wall section. The purpose of the lower wall CMU section is to support the weight of the architectural veneer above and to encase main building insulation. The new lower wall CMU veneer is not connected to the vent room and therefore is not considered a structural element. The vent room W8x10 location was adjusted in order to allow the vent room roof to be structurally independent from the main building (main building to vent room roof will have flashing connection per architecture). All steel in the vent room is specified as epoxy coated. Door details and a hardware set have been added. Additional drawing changes are to further clarify dimensions, materials, and notations.

RFI RESPONSES
Requests for Information (RFI) Responses:
1. Due to multiple USACE projects bidding around the same time as this solicitation, we respectfully request 30-day bid extension and corresponding extension of the deadline to ask questions. This extension will enable offerors to generate more interest in the market and provide the Government with more thorough and competitive proposals.
GOVERNMENT RESPONSE: The Government will be extending the solicitation period for an additional week. Additionally, the RFIs period will also be extended as a result of this amendment.
2. There have not been a significant number projects constructed in the past five years with directly relevant scope of work. Will the government consider extending the reach-back period for recent experience to seven (7) years?
GOVERNMENT RESPONSE: The Past Performance reach back period has been extended to seven (7) years instead of five (5). Please see Factor II, Past Performance Evaluation Criteria update and Attachment 2 – PROJECT PERFORMED FOR PAST PERFORMANCE update.
3. The submission requirement for Factor II – Past Performance states: “The contractor is to provide past performance for a minimum of three (3) and a maximum of five (5) projects that was performed by the prime contractor and are similar in scope and magnitude. In addition, if a subcontractor(s) is proposed for Factor I, Subfactor I, the contractor shall provide for each subcontractor, past performance for a minimum of one (1) project performed by that subcontractor.” For clarification, will submitted subcontractor projects count toward the offeror’s overall total of three (3) to five (5) contractor-submitted projects or are they to be provided in addition to the three (3) to five (5) contractor-submitted projects?
GOVERNMENT RESPONSE: For clarification, if a subcontractor is proposed for Factor I, Subfactor I, a Past Performance submission is required. If multiple subcontractors are proposed for Factor I, Subfactor I, a Past Performance submission is required for each subcontractor proposed. These submissions are in addition to the prime contractor's required minimum three (3) and maximum of five
(5) past performance submissions. This section has been updated to include a maximum of three (3) for each subcontractor proposed for Factor I, Subfactor I. Please see Factor II, Past Performance Submission Requirement update and Attachment 2 update.
4. In lieu of the provided Attachment 2, Part 1: Experience Information Form, are offerors permitted to use their own format to submit project experience under Factor II if it contains the same requested information?
GOVERNMENT RESPONSE: In accordance with Solicitation Section 00 21 00 – Instructions, SUBMISSION REQUIREMENTS, Paragraph 6 PAST PERFORMANCE CRITERIA, "the contractor is encouraged to use the Form(s) contained in Attachment 2-Project Performed for Past Performance for both the prime and subcontractor and must have a subcontractor consent form completed for each subcontractor." An alternative form is allowed for use as long as it contains the same information.
5. Reference page 8 of solicitation W911XK21R0004, in Section 00 21 00 – Instructions, paragraph 3.A Site Visit indicates “an organized site visit has been scheduled for Soo Locks, Sault Sainte Marie, MI”. Later on page 42 of the solicitation section 52.236-27 SITE VISIT, it indicates to contact Joanne Gray to arrange for a site visit.
Please clarify if there is a pre-schedule site visit or if interested offerors are to schedule with Joanne Gray at their convenience.
GOVERNMENT RESPONSE: The Instructions to Offerors section has been amended to reflect the correct information for site visit scheduling. Additionally, FAR 52.236-27 SITE VISIT has been updated with a new Point of Contact for site visit coordination and scheduling.
6. The solicitation for this project indicates that “All questions … shall be submitted in writing no later than, April 24, 2021, 10:00 A.M. ET”. We respectfully request that the questions be accepted by the government until 1 week prior to the close of the solicitation. This will help to ensure there is sufficient time to solicit small businesses in our attempts to reach the 48% small business participation goal for the project and provide those small businesses with adequate time to review the project documents and submit questions to the government.
GOVERNMENT RESPONSE: As a result of Amendment 0001, the RFI suspense has been extended.
Additionally, the 48% small business subcontracting goals located on Attachment 5 are USACE Small Business Subcontracting Goals and are for informational purposes only. Please refer to Factor III - Small Business Participation for the minimum 10% Total Small Business participation goal specific for this project.
7. The 4 week solicitation period is not adequate for preparing a complete and competitive proposal to be evaluated under the best value criteria where a technical proposal is required in addition to the pricing. Similar to the comments above, additional time will aid with efforts to engage small businesses in our attempts to reach the government’s small business participation goal for this project. We request a minimum of a (2) week extension to the close of the solicitation.
GOVERNMENT RESPONSE: The Government will be extending the solicitation period for an additional week. Additionally, the RFIs period will also be extended as a result of this amendment.
8. This project has many moving parts and our different manufacturers for the components are still processing the drawings and specifications. Can the deadline for questions be extended to Wednesday, April 28th?
GOVERNMENT RESPONSE: As a result of Amendment 0001, the RFI suspense has been extended.
9. Solicitation Drawings GC101-GC103 Show the dewatering bulkheads in place and the lock dewatered. Is the GVMT setting the bulkheads and dewatering the lock? Drawing GC100 states the non-navigation season is 15- Jan to 25-March, how much of this time will be taken up by the bulkhead setting, dewatering as well as the rewatering and bulkhead removal effort?
GOVERNMENT RESPONSE: The Government is responsible for setting the bulkheads and dewatering the Poe Lock. Reference Specification Section 01 35 13, para. 1.5.5.1 wherein the dates for when the bridges will be available are listed. The Contractor should assume the Poe Lock will be dewatered NLT 20 January and rewatering activities will commence no earlier than 12 March. In addition, if the Option is exercised, then the dates in the referenced specification would apply as well.
10. Are digital signatures acceptable on the bid submission?
GOVERNMENT RESPONSE: Yes, digital signatures are acceptable on proposal submissions.
11. Specification 35 01 41.00 10 Paragraph 2.1.1 states that, “Furnish complete units including…to provide a complete and operable system.” Please clarify if the intent is for the components to come from a single manufacturer’s facility as a completed unit, or if it is acceptable to partially assemble on-site from multiple manufacturers so long as the testing requirements are met and the system works as intended upon completion.
GOVERNMENT RESPONSE: The arresting machine is to be fully assembled and tested at the manufacturer’s facility prior to delivery to the site. Reference paragraph 3.6 in the Specifications for shop testing requirements. This requirement cannot be fulfilled without fully assembling the units in the shop. Therefore, field assembly from multiple sources is not allowed.
12. At the site visit removal of the HPU and associated hydraulics for Fender 12 was mentioned, but that is not called out in the plans. Is the HPU in the Fender 12 pump room to remain? Can the weights for any existing hydraulic components to be removed (i.e. any motors, HPUs, and associated equipment) be provided?
GOVERNMENT RESPONSE: The plans and specifications did not include removal of the HPU for Fender 12. The technical team has confirmed the HPU in the Fender 12 pump room is to remain.

2 EVALUATION PROCESS
2.1 A Source Selection Evaluation Board (SSEB) comprised of representatives of the Corps of Engineers, will evaluate the proposals. Offerors are advised that the evaluation and rating of the technical proposals will be conducted in strict confidence. Technical and past performance proposals will be reviewed and rated without knowledge of the price offered. The number and identities of offerors are not revealed to anyone not involved in the evaluation and award process or to other offerors. Proposals will be evaluated based on the factors described herein, and the basis of award is a Best Value Trade-Off. All proposals shall be evaluated by the Source Selection Team (SST).
2.2 The evaluation process essentially consists of four parts: proposal compliance review and responsibility review, technical evaluation, price evaluation, and cost/technical trade-off analysis.
2.3 Proposal Compliance Review: This is an initial review to ensure that all required forms and certifications are complete and that the offeror is financially capable of sustaining performance under the contract and is able to obtain the required level of performance and payment bonds from an acceptable surety.
2.4 Evaluation: The SSEB will evaluate and rate the Volume I proposals against the RFP requirements. Factor I
- Technical Capability will be rated using Table 1 below. Factor II – Past Performance will be rated using Table-2 and 3 below. The rating will be based on overall confidence in performance, with the final confidence assessment rating based on the extent of recent, relevant past experience and the quality of the offeror’s performance. Factor III – Small Business Participation Plan will be rated using Table 4 below.
2.5 Price Evaluation: The SSEB and Contracting Officer/Source Selection Authority (SSA) will evaluate price proposals independent of the technical evaluation. The SSEB will not have access to price information until completion of the technical evaluation.
2.6 Price/Technical Trade-off Analysis: After all above evaluations are complete, the Contracting Officer/SSA will compare the relative advantages and disadvantages of technical proposals and compare prices. The SSA will then consider all factors to select the proposal offering the best value to the Government.
3 PROPOSAL INFORMATION AND RELATED EVALUATION FACTORS:
3.1 Proposals will be evaluated in accordance with the factors and sub factors below, listed in relative order of importance. All evaluation factors, other than cost or price, when combined are considered approximately equal to price. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3.2 Volume I - FACTOR I: Technical Capability
SUBFACTOR I: Approach to Fabrication/Erection of Arresting Machines SUBFACTOR II: Qualifications of Key Team Members SUBFACTOR III: Preliminary Schedule
SUBFACTORS ARE LISTED IN THE ORDER OF IMPORTANCE

For the past performance information, the contractor is encouraged to use the Form(s) contained in Attachment 2- Project Performed for Past Performance for both the prime and subcontractor and must have a subcontractor consent form completed for each subcontractor. The past performance information must demonstrate recent and relevant experience and needs to include a completed Past Performance Questionnaires (PPQ), Attachment 3. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors shall follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Lisa May, via email at lisa.m.may@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
The Client or POC is defined as the entity that took ownership of the project after construction was complete. If the Offeror is unable to obtain a completed PPQ from the Client, before the proposal receipt date, the Offeror shall complete and submit with the proposal the first page of the Past Performance Questionnaire which contains contract and client information for the submitted project.
All pages of each PPQ must be initialed and dated on the bottom right-hand corner by the Client/POC. If a PPQ is provided and is not complete and cannot be confirmed by the time of evaluation, then the PPQ for that project will not be considered.
If a Contractor Performance Assessment Reporting System (CPARS) record/evaluation or an official Performance Evaluation from a non-Federal agency is available for any of the projects submitted, those records may be submitted in lieu of the completed Past Performance Questionnaire. If a CPARS record and PPQ-0 exists for a project and the ratings conflict; the CPARS record shall govern.
In addition to the past performance information, the contractor can provide any performance recognition documents received within the last six years, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.
Offerors may also include information discussing problems encountered and corrective actions taken on any identified contracts.
In addition, the Government will review information from other sources for evaluating past performance. Other sources include, but are not limited to, past performance information retrieved through CPARS, using all CAGE/Unique Entity Identifier (UEI) numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), and any other known public/Government sources.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
Evaluation Criteria:
The Government will evaluate the Offeror’s record of past performance to ascertain the probability of successfully performing the required efforts of the Solicitation projects to be procured. The Past Performance evaluation will consist of a “relevancy” rating and a “confidence” rating. Although there are other aspects to the past performance evaluation relevancy, the confidence rating will be at the factor level only.
One aspect of the evaluation of past performance relevancy is the recency of the past performance. Recent is defined as more than 50% of the physical construction has been completed and occurred within the last five (5) seven (7) years from the solicitation issuance date. Based on this criteria, an Offeror’s past performance submissions will be determined either “recent” or “not recent.”
In addition to recency, relevancy is defined by scope and magnitude of the Offeror’s present/past performance information. Projects that are considered similar in scope and magnitude include:
1. Heavy industrial machinery projects.
2. Integration of electrical and mechanical components from multiple manufacturers to achieve a complete product.
3. Projects involving limited access and environmental constraints.
4. Projects that are valued at least $5,000,000.
Past performance projects will be evaluated for relevancy based on whether they show the key construction areas. Each project will be given a Relevancy Rating as defined in Table 3 - Past Performance Relevancy Rating
The Government will determine a Past Performance Confidence Assessment Rating based on the offeror’s overall record of recency, relevancy, and quality of performance as defined in Table 2- Performance Confidence Assessments, below.
In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror will not be evaluated favorably or unfavorably on the factor of past contract performance and will be given a “Neutral Confidence” rating.
