SSPC-SP6 / NACE 3 Commercial Blast Cleaning
When viewed without magnification, the surface shall be free of all visible oil, grease, dust, dirt, mill scale, rust, coating, oxides, corrosion products and other foreign matter of at least 66-2/3% of unit area, which shall be a square 3 in. x 3 in. (9 sq. in.). Light shadows, slight streaks, or minor discolorations caused by stains of rust, stains of mill scale, or stains of previously applied coating in less than 33-1/3% of the unit area is acceptable.
SSPC-SP7 / NACE 4 Brush-Off Blast Cleaning
When viewed without magnification, the surface shall be free of all visible oil, grease, dirt, dust, loose mill scale, loose rust, and loose coating. Tightly adherent mill scale, rust, and coating may remain on the surface. Mill scale, rust, and coating are considered tightly adherent if they cannot be removed by lifting with a dull putty knife.

When viewed without magnification, the surface shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products, and other foreign matter.
Slight residues of rust and paint may be left in the lower portion of pits if the original surface is pitted. The surface profile shall not be less than 1 mil (25 microns).
SSPC-SP12 / NACE 5
Surface Preparation and Cleaning of Steel and Other Hard Materials by High- and Ultra High- Pressure Water Jetting Prior to Recoating. This standard requires water jetting at high-or ultra-high-pressure to prepare a surface for recoating using pressure above 10,000 psi. Water jetting will not produce a profile; rather, it exposes the original abrasive-blasted surface profile. Water jetting shall be performed to meet four conditions: WJ-1, WJ-2, WJ-3, and WJ-4, and a minimum acceptable surface shall have all loose rust, loose mill scale, and loose coatings uniformly removed.

Traces of tightly adherent mil scale, rust, and coating residues are permitted to remain on 10% of each unit area of the surface if they are evenly distributed. Shadows, streaks, and discoloration caused by stains of rust, stains of mill scale, and stains of previously applied coating may be present on the remainder of the surface.
WATER JETTING STANDARDS
SSPC-SP12 / NACE 5
Surface Preparation and Cleaning of Steel and Other Hard Materials by High- and Ultra High- Pressure Water Jetting Prior to Recoating
This standard requires water jetting at high- or ultra-high-pressure to prepare a surface for recoating using pressure above 10,000 psi. Water jetting will not produce a profile;
rather, it exposes the original abrasive-blasted surface profile. The grid shall be a minimum of 75 test spots evenly distributed throughout the ship. The Contractor shall notify the Government Quality Assurance Representative and the Contracting Officer’s Representative (COR) of the grid layout to ensure increased coverage in known problem areas. Preparation of the ultrasound testing includes that each test spot will require all paint and primer is to be removed down to bare white metal. The paint and primer shall be removed as to not damage the integrity of the steel thickness of the hull. The Contractor will then conduct ultrasonic testing at each test spot using an ultrasound thickness gauge. All testers shall be qualified in using an ultrasound thickness gauge for ultrasonic testing and have appropriate certification for this testing being performed. When pitting or pops are presents, the ultrasonic tester will need to furnish the correct equipment to take an accurate measurement. The Contractor cannot move test points due to the lack of proper instruments. At the conclusion of the ultrasound testing, all test spots that were taken down to bare white metal will need to be repainted as identified in paragraph SP-
11 and be incidental to this bid item.
A written record of each of these readings and a report of findings shall be provided to the Government Quality Assurance Representative and the Contracting Officer’s representative.
TP-13 REPLACE CHAIN LOCKER VALVE IN FRONT BALLAST TANK
This valve is in the bow ballast tank and allows water to exit chain locker. The Contractor shall enter the tank, which is a confined space and requires compliance to
EM-385-1-1, and replace the valve and seals, if applicable, and connecting rod to the point where there is clean and undamaged steel. The Contractor shall furnish and use new hardware (i.e. nuts and bolts) that have a protective coating or a corrosive resistant material to avoid future corrosion to the best of its abilities. The contractor shall furnish the replacement valve that is the best direct replacement (2.5” Gate Valve, 125lb, Cast Iron Flanged). If existing pipe and flanges are damaged, the Contractor shall repair or replace damaged parts at no cost to the Government. If there are rubber seals present, the Contractor shall replace the seals or gaskets, under no circumstances will seals or gaskets ever be reused. If assembled and the fittings or joints leak, the valve will be disassembled, inspected, and reinstalled.

TP-14 OPEN AND RECONDITION SEA CHESTS & VALVES
There are three (3) sea chests on the tug Demolen below the water line that need close inspection. The (3) sea chests are: UPPER (Starboard) sea chest, LOWER (center) sea chest, and GENERAL SERVICE (Port) sea chest. All three sea chests (UPPER, LOWER and GENERAL SERVICE) shall be opened, cleaned, and the encased piping and valves shall be inspected. Each valve shall be re-furbished to a satisfactory condition if issues are found upon inspection. The Contractor shall remove and replace all packing on the lower sea chest valve with contractor furnished packing to directly match the size of the current packing. Satisfactory condition means that the valves function correctly and there are no leaks in the chests or valves. Rusted areas shall be sanded to white metal and repainted to prevent future rusting in a marine environment.
Deteriorated fasteners and/ or valve parts shall be replaced as necessary. If any significant damage is found to the sea chest piping or valves that requires replacement and is not already identified to be replaced as an Option to this Contract, the Contractor shall notify the replacement work to the Government’s Quality Assurance Representative and the Contracting Officer’s Representative (COR). Any necessary replacement work will be subject to a change order when the extent of work is known.
The change order will only be executed by the Contracting Officer (CO).
