Solicitation Issued April 15, 2021
Solicitation # W911XK20R0021 Questions as of April 30, 2021 Poe Lock Gate 1 Blasting & Coating
Number Question Answer
Is there a prequalification form that we need to send out to you for the Poe Lock Gate 1 Blasting & Coating or one that we would use if we have to use any subcontractors?
No. All applicable documents to be submitted can be found in the "Submission Requirements" section of the solicitation.
Can a mobilization/demobilization pay item be added? The Government does not intend to add mobilization/demobilization as a separate line item for this contract.
3 Are only the bottom gate seals to be replaced, or are any other seal (i.e. corner) to be replaced?
Only the bottom seals are to be replaced per sheet CD200
4 Are the sill angles to be blasted/painted? Yes, sill angles shall be blasted and coated as well, unless specifically addressed in Spec Section 02 41 00.01. See Paragraph 1.2.2 for general requirements.
5 Can the Certified Coatings Inspector be employed by the painting subcontractor?
Yes, the Certified Coatings Inspector may be employed by the Prime or Subcontractor.
6 What are the extents of the previously-blasted areas of the gates where blasting will not be allowed for paint removal as described in Paragraph 3.1.3 of Specification 09 97 02?
Blasting is the form of paint removal, blasting shall not further put the existing profile out of the requirements of specification 09 97 02. The entire gate has an existing profile under current coating system, which shall be addressed by means described in paragraph 3.1.3, in either case blasting will be the way of paint removal for this project.

7 Please confirm that any specifications and plans showing “Required Strain Gauge Configuration” are for reference only, as per Paragraph 3.4 of Specification 02 41 00.01 the Government is providing strain gauge instrumentation and personnel.
Contractor to provide strain guage. This was intended to be removed. See Sheet SC 500 and Spec Section 35 20 16.33 section 3.4 for installation process. Amendment to revise paragraph 3.4.
8 Can photos of the reaction bars and wrench be provided per Paragraph 3.4 of Specification 02 41 00.01?
See above comment.
9 Are there restrictions on how the gate leaves can be positioned when the different phases of work are being performed (i.e. open, partially open, closed)?
Only restriction is that the gate shall not be moved once the Diagonals have been removed.
See updated paragraph 3.4 in spec section 02 41 00.01.
10 Please clarify the statement made in Paragraph 3.5 of Specification 35 20 16.23 that, “All exposed parts of the gate and appurtenances except, including corrosion-resistant surfaces, shall be painted as specified….”
Should corrosion-resistant surfaces be painted?
No, do not paint corrosion resistant surfaces, intended to paint all gate appurtenances except corrosion surfaces. Amendment to revise paragraph 3.5.
11 For the new timber fender bolts, is the roll-threading process acceptable? This is a process where the manufacturer starts with a slightly undersized rod. When they ‘roll’ the threads, the steel is displaced making 1 1/8” threads but no material is removed. This does result in a diameter less than 1-1/8” on the unthreaded portion of the rod.
Roll threading of the new timber fender bolts is acceptable.
12 Are digital signatures acceptable for the bid submission? Yes, digital signatures are acceptable. The bid submission must be signed by authorized individual of the firm.
13 Was it the Government’s intent to require varying material specifications and grades between parts, such as the positive/negative diagonal bars (A709 Gr. 50 and A709 Gr. 70W, respectively) or positive/negative insert plates (A709 Gr. 50 and A572 Gr. 42, respectively)?
Yes, Designer intends to have different materials.
14 Can the question period for W911XK20R0021- Poe Gate 1 Blasting and Coating be extended till Friday May 14, 2021?
No, the question period of April 30, 2021 remains unchanged.
15 Can the bid date be extended to Tuesday May 25, 2021 or a later date? Another large USACE Detroit district project proposal bid date was extended to 5-18-21, same day this project is currently due.
No, the bid due date of May 18, 2021 remains unchanged.
