This is a Full and Open procurement. In accordance w ith Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation.

The North American Industrial Classif ication System (NAICS) Code is 237990, w hich has a small business standard of $39.5 Million in average annual receipts. If the vendor size is not listed correctly for a particular NAICS code in SAM the business w ill be considered other than a small business.

The estimated price of construction is betw een $1,000,000 and $5,000,000.

Section 00 10 00 - Solicitation

SCOPE OF WORK

Mobilize to St. Mary’s River in in Sault Ste. Marie, Michigan. Work required under this contract will repair and coat two miter gate leaves, each approximately 63 feet wide by 35 feet tall. The gate will remain in place and would require a wind resistant, enclosed, climate controlled environment be constructed around it. Cracked, pitted, or damaged gate surfaces that are discovered after initial surface preparation activities shall be adequately repaired. It is critical that the final surface preparation meets “white metal” in accordance with SSPC SP 5 criteria and that stringent full time technically qualified quality control is maintained during surface preparation and coating application. The coating is a USACE exclusive marine grade vinyl based coating that shall be applied immediately after welding repairs to stiffener plates, fender mounting brackets and final surface preparation activities.

Some disassembly and reassembly of existing/new replacement gate components will be required, including, grease lines, electrical conductors, signal lights, walkway platform, hand rail, flushing valves, timber fenders, structural stressing diagonals, gate seals, and access hatch. Contractor will be required to furnish new gate seals, timber fenders and diagonals. Adequate lead time will be required to furnish these specialty items. New diagonals will differ from existing and time install will need to account for gate repair and coating activities. Work shall not exceed one season of winter closure activities.

Protection of the gate anchorages, quoin blocks, miter blocks, hydraulic cylinder and connection, and pintles will be required throughout the project. Compressed air, natural gas, and electric will be provided by the Government if necessary.

Time is of the essence for the project. The schedule for working within the lock area for this project is rigid and is limited to the timeframe when winter lock closure and dewatering activities take place for lock maintenance (21 January 2022 thru 19 March 2022). Project delays that cause the project to extend past the required completion date would adversely impact the commercial navigation industry and time extensions will not be granted.

It is critical that the gate is turned over to the government in functioning condition no later than 19 March 2022. For the gate to be considered functional, it must operate as intended and have all apparatuses that have been removed be reattached (including, but not limited to, timber fenders, new diagonals installed and tensioned, and other items as described in the plans and in specification section 02 41 00.01).

The schedule for the project (as described in specification section 01 32 01.00 10) will be proposed by the contractor and, when accepted by the government, becomes part of the contract. The contractor's failure to meet the contract schedule milestones could result in unilateral direction from the government that alters the schedule to ensure that the gate is in functioning condition no later than 19 March 2022.

SECURITY REQUIREMENTS

1. All personnel employed by the contractor in the performance of the services specified in this contract or any representative of the contractor entering the work area shall conform and comply with all applicable Federal/State Laws, Rules, Regulations or Policies located at Sault Ste. Marie, Michigan and U.S. Army Corps of Engineers, facility access, security policies and procedures. (Provided by government representative). All personnel and vehicles are subject to search upon entry, exit and within the confines of the facility.

2. Pre-screening of contractor candidates via E-verify Program: The contractor must pre‐screen employment candidates using the E‐verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The contractor must ensure that all employees, suppliers, and subcontractors working on the site have two valid forms of Government-issued identification prior to entering the information in E-Verify. The contractor must ensure the correct information is entered into the E‐verify system. A verification sheet for each verified/eligible contractor candidate must be provided to Starr Gallegos at 906-635-3465 or Starr.M.Gallegos@usace.army.mil no less than two weeks prior to on-site work as indicated on the approved contract schedule. (The purpose of using E-Verify is to ensure that all contract-related workers are U.S. citizens or documented foreign citizens with authority to work in the United States of America). The verification sheets will be forward to the USACE, Detroit District Security Office for validation.

3. Clearance of Personnel: All contractor and Sub-contractor employees are required to have a NCIC check prior to their being able to enter the work site. NOTE: contractors requiring access to areas containing systems or components of Supervisory Control and Data Acquisition (SCADA) require a separate and more extensive security background check, which is explained in paragraph "ACCESS TO AREAS CONTAINING SCADA" below. Any contractor employee who will enter any facility on this installation to include (but not limited to) Buildings, Operational Shelters, Lock Galleries or the Deep Service Tunnel will have access to the SCADA system. The only excepted facility is the first floor of the Administration Building to attend meetings. It is the contractor's responsibility to determine if access to a facility is needed in time to comply with the requirements, if needed.

4. All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training. OPSEC awareness training is available at the following websites: https://www.iad.gov/ioss/ or http://www.cdse.edu/catalog/operations-security.html; or it can be provided by the RA OPSEC Officer in presentation form which will be documented via memorandum.

5. The contractor should expect a return on NCIC results within 72 hours, at which time the Security Office will make a determination and if favorable, the Government can issue the contractor an access card. The contractor will be responsible for working with Starr Gallegos to provide the information for a NCIC check. The contractor must provide the following information for every employee entering the work site:

5.8. Should any employee's NCIC check come back negative, that particular employee will not be permitted to enter the work site. It is the contractor's responsibility to replace any workers not permitted on the worksite. Exclusion or expulsion of an employee resulting from a negative NCIC report shall not result in an increase in the contract amount.

6. ACCESS TO AREAS CONTAINING SCADA: All contractor and subcontractor employees working under this contract who require access to areas containing systems or components of Supervisory Control And Data Acquisition (SCADA) shall, at a minimum, be subject to a Personnel Security Investigation with Fingerprints.

Contractors that have a commercial or government entity (CAGE) Code and Facility Security Clearance through the Defense Security Service shall process the National Agency Check (NAC) and forward visit requests/results of NAC to the Detroit District Security Office. SCADA is located in every interior facility and gallery on the facility except the 1st floor of the administration building and the 1st floor of the Davis building. For those contractors that do not have a CAGE Code or Facility Security Clearance, the Detroit District Security Office will process the investigation in coordination with the contractor and contractor shall initiate the process for site access by following the instructions listed below, within 15 days of requiring access to the worksite:

6.1. Coordination for fingerprints, at no cost to the contractor, is to be conducted with Starr Gallegos at 906-635- 3465 or starr.m.gallegos@usace.army.mil. The contractor should expect a return on fingerprint results within (10) working days, at which time the Security Office will adjudicate and make a determination and if favorable, the Government can issue the contractor an access card.

6.2. The Security Office will also require from each employee working under this category to complete and sign an OF-306, Declaration for Federal Employment form as well as a completed PSIP Pre-Investigation Information Sheet before the background investigation can be initiated. The Point of contact for OF-306 and PSIP forms is Starr Gallegos.

6.3. After the background investigation is initiated by the Security Office, the contractor employee must follow up and complete the E-QIP online questionnaire within 5 business days of receiving the instructional email from the Personnel Security Investigation Portal Center of Excellence. It is extremely important that the contractor understand that illegible information provided to the Security Office will cause delay to the process. 6.4. A negative background investigation (NAC) or a contract employee's failure to complete the online questionnaire in a timely manner may result in the exclusion or expulsion of contractor employees from the site as determined by the Detroit District, Chief, Security & Law Enforcement. Exclusion or expulsion of a contractor resulting from a negative background investigation (NAC) shall not result in an increase in the contract amount.

7. Security Checks ‐ All contractor employees must carry pictured identification at all times. They must show I.D.

upon request by both Security and Government personnel. The contractor's employees must enter the site through the main security checkpoint unless otherwise approved by the Contracting Officer. The contractor's employees will be subject to such additional checks as may be deemed necessary to ensure that no violation of security rules has occurred. The Contractor's employee must carry a copy of the contract requirements with them during the implementation of this contract.

8. Security Access List - The contractor shall be required to maintain a list of personnel needing access to the site.

The list shall be updated at least weekly or each time a change is made. The template for the list will be provided to the contractor after award. The list shall be submitted prior to 1400 at least 24 hours prior to an individual requiring site access.

9. Facility Access: 24 hour per day 7 day a week access to the facility is through the unmanned automatic parking lot gate (Gate 4 Foot of Ashmun St.). Gates 15, 13, 10, and 7 are open generally 0600-1800 7 days a week between May and September. Gate 9 is generally open 0600-1800 7 days a week year round. The front door of the warehouse is generally open 0600-1800 Monday - Friday excluding Federal Holidays. There are numerous other automatic gates that the contractor may be required to pass through in order to reach the work area. Gate Access through any of the gates listed above are subject to change.

9.1. Access through any non-automated gates or Gate 15, 13, 10, 7 and 9 outside of established hours must be coordinated in advance with the COR so the Government can coordinate with the Security contractor. The government will not provide guard escort services for the contractor.

9.2. All automatic entrances require personnel to be in possession of a FIPS 201 compliant identification card. CAC, PIV, TWIC, etc.

9.3. Contractor employees may be required to know the PIN number for their FIPS 201 compliant identification card to access certain areas of the facility. The Government can only reset PINs on CAC cards. The Government will not issue CAC cards to contractor personnel.

10. Loitering: contractor personnel shall not loiter in or around the place of duty during off-duty hours. Upon completion of assigned duty, employees shall depart the grounds.

11. Exclusion or Expulsion from the Site ‐ Any failure to observe the security rules may result in the potential exclusion or expulsion of a contractor employees from the site as determined by the Detroit District, Chief, Security & Law Enforcement. Exclusion or expulsion of an employee resulting from the failure of an employee to observe the security rules shall not result in an increase in the contract amount.

12. Force Protection - The contractor and all associated sub-contractors shall receive a brief/training on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity.

REQUIRED INSURANCE

The Contractor shall obtain and maintain minimum levels of insurance for the duration of the contract performance period. The Contractor shall identify the U.S. Army Corps of Engineers as certificate holder on all insurance policies associated with the execution of this contract and shall notify the Contracting Officer’s Representative of any cancellations or changes to the subject insurance policies. The following minimum requirements shall be met:

a) Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least Five Hundred Thousand Dolllars ($500,000) shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers.

b) General liability. The Contractor shall provide bodily injury liability insurance coverage written on the comprehensive form of policy of at least One Million Dollars ($1,000,000) per occurrence.

c) Automobile liability. The Contractor shall provide automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least One Million Dollars ($1,000,000) combined single limit. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

d) Excess or umbrella liability. The Contractor shall provide liability insurance coverage for claims valued in excess of the other stated general and specific insurance requirements. This may be provided via an excess liability policy or via an umbrella liability policy. Such coverage will be rated to a value at least Four Million Dollars ($4,000,000) per occurrence.

Questions/Inquiries. All questions pertaining to this requirement shall be submitted in writing no later than April 30, 2021 at 10:00 A.M. Eastern Time. The offeror shall put the solicitation number located in Block 1 of the SF 1442 followed by QUESTIONS in the subject line of the email. All questions received after the above date and time

Evaluation Factors and Methodology Submission Requirements and Evaluation Minimum Requirements

1 OVERVIEW

The intent of this solicitation is to select one contractor for the construction for the Poe Lock Gate 1 Blasting and Coating, Sault Ste. Marie, MI. The basis of award is the Best Value Tradeoff Process. The Contracting Officer will award a firm fixed price contract to the responsible offeror whom the Source Selection Authority (SSA) determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, all factors considered. The Government reserves the right to accept other than the lowest priced offer or to reject all offers.

Offerors are to submit their proposal in accordance with Section 00 21 16 of the solicitation and as shown below.

2 EVALUATION PROCESS

2.1 A Source Selection Evaluation Board (SSEB) comprised of representatives of the Corps of Engineers, will evaluate the proposals. Offerors are advised that the evaluation and rating of the technical proposals will be conducted in strict confidence. Technical and past performance proposals will be reviewed and rated without knowledge of the price offered. The number and identities of offerors are not revealed to anyone not involved in the evaluation and award process or to other offerors. Proposals will be evaluated based on the factors described herein, and the basis of award is a Best Value Trade-Off. All proposals shall be evaluated by the Source Selection Team (SST).

2.2 The evaluation process essentially consists of four parts: proposal compliance review and responsibility review, technical evaluation, price evaluation, and cost/technical trade-off analysis.

2.3 Proposal Compliance Review: This is an initial review to ensure that all required forms and certifications are complete and that the offeror is financially capable of sustaining performance under the contract and is able to obtain the required level of performance and payment bonds from an acceptable surety.

2.4 Evaluation: The SSEB will evaluate and rate the Volume I proposals against the RFP requirements. Factor I –

Capabilities & Technical Approach Summary and Factor II – Management Approach will be rated using Table 1 below. Factor III – Past Performance will be rated using Table-2 and 3 below. The rating will be based on overall confidence in performance, with the final confidence assessment rating based on the extent of recent, relevant past experience and the quality of the offeror’s performance. Factor IV – Small Business Participation Plan will be rated using Table 4 below.

2.5 Price Evaluation: The SSEB and Contracting Officer/Source Selection Authority (SSA) will evaluate price proposals independent of the technical evaluation. The SSEB will not have access to price information until completion of the technical evaluation.

2.6 Price/Technical Trade-off Analysis: After all above evaluations are complete, the Contracting Officer/SSA will compare the relative advantages and disadvantages of technical proposals and compare prices. The SSA will then consider all factors to select the proposal offering the best value to the Government.

3 PROPOSAL INFORMATION AND RELATED EVALUATION FACTORS:

3.1 Proposals will be evaluated in accordance with the factors and subfactors below. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

4 RATING: This is a Best Value Tradeoff solicitation. During the evaluation, the relative order of importance of the evaluation factors are as follows:

The Technical, Past Performance and the Small Business Participation Factors, when combined, are considered approximately equal to price. Technical Proposal (Factor I, Factor II, Subfactors I and II) is significantly more important than Past Performance and Past Performance is more important than Small Business Participation.

Factor I and Factor II – Subfactors I and II of the Technical Proposal will be evaluated for each factor and subfactor using the Combined Technical/Risk Rating Method. The subfactors are listed in the order of importance. To receive consideration for the award, a rating of no less than “Acceptable” Technical Capability must be achieved for each of the factors and subfactors, based on the Combined Technical/Risk Rating Method.

Factor III - Past Performance will be evaluated using the Past Performance Relevancy Rating and the Performance Confidence Assessments Rating but the Factor will only receive a Confidence rating. To receive consideration for the award a rating no less than “Neutral Confidence” must be achieved on Factor II Past Performance.

Factor IV – Small Business Participation Plan will be evaluated as acceptable/unacceptable. To receive consideration for the award, the contractor must receive an acceptable rating for this factor.

5 TECHNICAL EVALUATION CRITERIA

The Technical Proposal evaluation will consist of the evaluation of the subfactors that are outlined below.

5.1 FACTOR I: Capabilities & Technical Approach Summary

Submission Requirement:

The offeror shall submit a copy of the offeror’s or major subcontractor’s SSPC QP 1 certificate.

If the contractor is submitting a subcontractor’s documentation to demonstrate ability to achieve the requisite standards to meet this SSPC QP 1 Certificate, a Subcontractor Letter of Commitment (Attachment 1) is required to be included with the submission for the information is to be used for the evaluation.*

The offeror shall submit a narrative not to exceed fifteen (15) pages that details the company’s capabilities and technical approach to projects that involve weld repairs, blasting and coating on steel structures similar in size and scope to those in this solicitation. The narrative will detail the companies approach to ensure 100% of the design specifications are accomplished to standard. Documentation showing that the offeror, or its subcontracting partners, possesses the ability to achieve the requisite performance standards shall be demonstrated in their narrative describing similar work, certificates, and licenses. The Offeror’s narrative shall focus on the offeror’s or major subcontractor’s experience with:

1. Performing weld repairs in conformance with AWS D1.1 and D1.5.

2. Complete “white metal” surface preparation as defined by Society for Protective Coating

(SSPC) SP 5.

3. Complete application of vinyl-based coating systems.

4. Constructing and working in a heated enclosure system that maintains an interior environment that is adequate for painting in accordance with SSPC standards.

5. Working in sub-zero temperatures.

6. Developing and implementing key work plans. At a minimum the narrative shall discuss these work plans: Work Activity Plan (01 35 13, para 1.6.3.1), Removal Plan (02 41

00.01 para 1.2.1), Containment Plan (09 97 02, para 1.3.3.2), Fender Installation Plan (35

Evaluation Criteria:

In addition to the overarching evaluation approach, the Government will evaluate the Capabilities & Technical Approach to assess the offeror’s qualifications understanding of the project scope, fabrication, installation and final testing of the project.

Documentation showing that the offeror, or it’s subcontractor, possesses the required SSPC and welding certifications shall be demonstrated in their narrative describing similar work, certificates, and licenses.

A narrative that demonstrates previous accomplishments blasting and applying vinyl coating of a steel structure in a subzero environment will be considered a strength

*Note: The information provided for this factor is binding to the contract. Any deviation from subcontractor submitted in this proposal shall be reported immediately in writing to the Contracting Officer and either the deviation approved, or an alternate plan agreed upon and approved in writing by the Contracting Officer before the work can continue.

5.2 FACTOR II: Management Approach

5.2.1 Factor II, Subfactor I: Management Plan/Organization

The offeror shall submit a narrative not to exceed fifteen (15) pages describing their management plan, including the organizational chart for the project that describes how labor, resources, subcontractors, and materials suppliers will be coordinated and used to ensure successful completion of the project. Specifically describe resources needed to meet the requirement for 24 hour a day/7 day a week operation. Name who in the organization will be responsible for this management and coordination. Discuss which resources are available but will not be present at the site.

Provide an organizational chart for this project showing home office support, on-site management and the responsible chain of authority. The organizational chart must clearly delineate on-site from off-site personnel.

The organizational chart shall clearly identify Superintendents, SSHOs, CQC Managers and Certified Coating Inspectors for each shift.

The narrative shall address qualifications of Project Manager, Superintendents, SSHOs, CQC Managers and Certified Coating Inspectors to illustrate compliance with the applicable specification sections 01 35 26 and 01 45 04.10 06 as well as the specification sections they reference. The narrative shall clearly demonstrate the member’s credentials (degree, year, technical licenses/certifications, and specialization) and shall clearly show the years of experience performing the duties/functions as proposed for this project. Highlight how the members experience correlates with major features of work included in the plans and specifications of this solicitation.

Note: The Government expects that each key team member (Project Manager, Superintendents, SSHOs, CQC Managers) in your organizational chart will be the individual performing work under the contract and will be directly involved in onsite work during the project. Any substitution from key team members submitted in this proposal before or after award shall be reported immediately in writing to the Contracting Officer and the substitution approved in writing by the Contracting Officer before the work can continue.

The qualifications of replacement key team members will be required to have equal qualifications as those submitted in this proposal.

The Government will evaluate whether the Management Plan and organizational chart indicate the offeror’s ability to successfully manage this project and meet the requirements of the solicitation. The government will also evaluate whether the narrative clearly demonstrates the credentials and experience of each person, including all areas specified in accordance with the criterion included in the solicitation.

Proposals for which team members meet all minimum requirements and include team members that possess experience beyond minimum requirements will be considered a strength. Management Plans/organizational charts that do not indicate a clear approach or do not clearly address all of the submission requirements above will be rated as Unacceptable.

5.2.2 Factor II, Subfactor II: Preliminary Schedule

Submit a proposed preliminary schedule consisting of a “summary level” schedule for construction.

Schedule shall consist of a Gantt chart on a single American National Standard Institute (ANSI) D sheet.

Font size shall be a minimum of 8 and legible. The proposed schedule will, after contract award, be replaced with a final schedule as required by Section 01 32 01.00 10, Project Schedule. However, the activities listed as binding below are required to stay as proposed. The schedules shall be task oriented, indicating the number of calendar days, after Notice to Proceed, by which milestones are to be achieved.

Offeror shall use a critical path method of his choice and clearly identify the critical path activities;

however, schedules shall be graphically represented. The proposed project schedule shall reflect the proposed contract duration. The proposed schedule shall include, at a minimum, the following construction activities.

It is the Offeror’s responsibility to identify the sequencing of the above listed construction activities. The construction schedule shall be of sufficient detail to identify by trade the work that is to be completed along with the duration of the above listed activities.

Constraints: Offeror must demonstrate the capability and flexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify any constraints on the schedules presented (e.g., labor or material availability, weather, etc.). Clearly indicate the anticipated overall critical path activities on the schedule. Offeror shall also provide a narrative outlining any scheduling assumptions, risks, logistical challenges, or any other information that the Offeror deems to be critical to understanding the proposed schedule.

Proposed Schedule: The Government will evaluate the proposed schedule for reasonableness. The length of the schedule should match the proposed contract duration. The Government believes that there is no valid need to shorten the schedule less than the full proposed contract duration.

The Government will evaluate the schedule to assess the strength of understanding of the project scope, restrictions which must be considered in the schedule and reasonable start and stop relationships between activities.

The Government will evaluate the strength of understanding of events associated with the offeror's capability to schedule the complete project within the proposed contract duration and the realism of the schedule.

A schedule that minimizes the number of critical path activities while maintaining realism of the schedule will be considered a strength of the proposal.

6 PAST PERFORMANCE CRITERIA

Factor III, Past Performance

Submission Requirement: The contractor is to provide past performance for a minimum of three (3) and a maximum of five (5) projects that was performed by the prime contractor and are similar in scope and magnitude. In addition, if a subcontractor(s) is proposed for Factor I, the contractor should provide for each subcontractor, past performance for a minimum of one (1) project performed by that subcontractor.

For the past performance information, the contractor is encouraged to use the Form(s) contained in Attachment 2- Project Performed for Past Performance for both the prime and subcontractor and must have a subcontractor consent form completed for each subcontractor. The past performance information must demonstrate recent and relevant experience and needs to include a completed Past Performance Questionnaires (PPQ), Attachment 3. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Emery S. Moser, via email at emery.s.moser@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

The Client or POC is defined as the entity that took ownership of the project after construction was complete. If the Offeror is unable to obtain a completed PPQ from the Client, before the proposal receipt date, the Offeror shall complete and submit with the proposal the first page of the Past Performance Questionnaire which contains contract and client information for the submitted project.

All pages of each PPQ must be initialed and dated on the bottom right-hand corner by the Client/POC. If a PPQ is provided and is not complete and cannot be confirmed by the time of evaluation, then the PPQ for that project will not be considered.

If a Contractor Performance Assessment Reporting System (CPARS) record/evaluation or an official Performance Evaluation from a non-Federal agency is available for any of the projects submitted, those records may be submitted in lieu of the completed Past Performance Questionnaire. If a CPARS record and PPQ-0 exists for a project and the ratings conflict; the CPARS record shall govern.

In addition to the past performance information, the contractor can provide any performance recognition documents received within the last six years, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

Offerors may also include information discussing problems encountered and corrective actions taken on any identified contracts.

In addition, the Government will review information from other sources for evaluating past performance.

Other sources include, but are not limited to, past performance information retrieved through CPARS, using all CAGE/UEID (DUNS) numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), and any other known public/Government sources.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

Evaluation Criteria:

The Government will evaluate the Offeror’s record of past performance to ascertain the probability of successfully performing the required efforts of the Solicitation projects to be procured. The Past Performance evaluation will consist of a “relevancy” rating and a “confidence” rating. Although there are other aspects to the past performance evaluation relevancy, the confidence rating will be at the factor level only.

One aspect of the evaluation of past performance relevancy is the recency of the past performance. Recent is defined as more than 50% of the physical construction has been completed and occurred within the last five (5) years from the solicitation issuance date. Based on this criteria, an Offeror’s past performance submissions will be determined either “recent” or “not recent.”

In addition to recency, relevancy is defined by scope and magnitude of the Offeror’s present/past performance information. Projects that are considered similar in scope and magnitude include:

1. Valued at least $1,500,000.

2. Application of vinyl-based coating systems.

3. “White metal” surface preparation as defined by Society for Protective Coating (SSPC) SP 5

4. Work in a heated enclosure system that maintains an interior environment that is adequate for painting in accordance with SSPC standards.

Projects that also include inland navigation projects would be considered more relevant.

Projects that were performed in subzero weather would be considered more relevant.

Past performance projects will be evaluated for relevancy based on whether they show the key construction areas. Each project will be given a Relevancy Rating as defined in Table 3 - Past Performance Relevancy Rating

The Government will determine a Past Performance Confidence Assessment Rating based on the offeror’s overall record of recency, relevancy, and quality of performance as defined in Table 2- Performance Confidence Assessments, below.

In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror will not be evaluated favorably or unfavorably on the factor of past contract performance and will be given a “Neutral Confidence” rating.

7 FACTOR IV -SMALL BUSINESS PARTICIPATION

Submission Requirement: All offerors (both large and small businesses) will be evaluated on the extent of participation of small business concerns in performance of this contract opportunity. To meet the “Acceptable / Unacceptable” criteria, an offeror’s proposal must meet the minimum Total Small Business participation goal of 10% (through collective small business participation from any type of small business or sub-category small business). The subcategory small business goals are NOT mandatory. However, the Government will evaluate the proposal to determine which offeror(s) propose the best value in terms of meeting all the Small Business Participation goals herein.
