About this file
This document contains questions and answers related to a solicitation for sediment remediation work in the Azcon/Duluth Seaway Port Authority slip. The solicitation seeks a contractor to install a silt curtain, dredge the slip with a mechanical plant and treat sediment in scows with 5% Portland cement for offloading and disposal. The contractor will then place two layers of cap material, with Layer A consisting of dredged material and an armor stone layer placed above. Ongoing government surveys will be conducted after installation of construction features. The work must be completed by October 30, 2020 assuming a notice to proceed by August 14, 2020. The document provides responses to questions on right of entry areas, sign-in sheets, design files, volume calculations, monitoring requirements and debris clearing.

USACE has a Right of Entry for the access areas shown on Sheet RR101, but the landowners still have property rights. The intent of the 20 foot ROE is to allow the Contractor to tie off work barges since spudding isn't allowed. The access areas are not intended for storage of equipment. Contractor shall reference the Coordination with Others paragraph 1.6.11 in the Section 01 35 13, and contact Steve Schoff, MPCA Project Manager, (651) 757-2701.

7 6/25/2020 @ 0944 Turbidity curtain monitoring is required only during working hours in the slip. VBP 6/26/2020 @ 1545
Solicitation form 1442 says complete within 84 days of NTP, however 52.211-10Alt1 states October 30 as completion date assuming NTP by Aug 14. Which is the correct performance period?
Section 35 20 23 paragraph 1.13.2 Turbidity Curtain Monitoring requires monitoring at “minimum” intervals of 4 hours. Assuming 4 hours is intended as the maximum interval, is monitoring required during non-working hours such as nights, weekends, and holidays?
Sheet RR101 please confirm that the access areas will be cleared of debris/material before project use.
