Q: We are looking at solicitation W911XK-15-T-0029 for Tug Demolen, Crane Barge Veler and Scow BC-6576. The cost to transport ( $260.64 per round trip nautical mile) up here to us in Escanaba makes it very hard to be competitive on this project. The penalty would be in the area of $230,000. Can we tow the Tug and Barges up here to Escanaba with our own Tugs? If so, what impact would that have on the transport cost?
A: The Government has determined that the delivery of the plant to the drydock site of the successful offeror by our crews is prudent and in the best interest of the Government.
Q: TP-34: Is there a drawing for this work? Is there more information forthcoming on this work? This work is not clearly defined and lacks information. Again, can supports be made of ½” thick steel? Which is same thickness of requested dunnage rolled steel.
A: There is no drawing for this work. We have provided a photo of a sketch we made showing the support construction in a side view. There are no dimensions listed on this sketch, but the construction of the support is detailed correctly in specification TP-34 stating:
“The supports dimensions must be: 3-ft in height, a base of 1-ft, with a ½ circle hole cut out of the base adjacent to the wall, to wash between the supports when needed, the hypotenuse of the 3x1 triangle must have a right angle (90degrees) on its edge from top (3-ft) to bottom (deck) for added support to each support.”
The supports shall be ½” thick steel. We have also provided two photos of supports in which we want to model the new Scow BC-6576 support construction after.
Q: TP-29: Confirm grade of blast required is SSPC-SP-10 and paint system TP-4, with grit broadcasted in final coat? Or does this paint system require Amercoat 138G Non-skid?
A: Amercoat 138G Non-skid marine coating paint application is acceptable to this TP-29 specification.
Q: TP-16: Dwg. 424-H320-B001, Rev. C. Shows (4) 30”x72” hatches and (1) 30”x42” hatchs. TP-16 asks for replacement of (4) hatches total. Is the quantity of hatches to replace correct?
A: The quantity is correct in the specification. (3) hatches have the dimensions 30-in x 72-in, and (1) hatch has a dimension of 30-in x 42-in, for a total of (4) hatches.
