About this file
This is a Questions and Answers document for a federal janitorial services contract opportunity.
The document addresses clarifications on cleaning frequency, cost responsibilities, and staffing levels. N-104 PEWARS requires cleaning 5 days per week, while the other two buildings need cleaning 2-3 times weekly, with trash removal required 5 days per week across all facilities. The government declined to provide the Independent Government Estimate or current budget range. The current contractor operates with 3 regular employees plus subcontractor support for specialized floor services. Invoices are submitted to the Contracting Officer's Representative (COR) rather than through WAWF/PIEE systems. The government provided no estimate for monthly trash bag consumption. Conflicting contract language regarding fluorescent bulb responsibility was removed. Offerors may submit supplemental past performance documentation beyond FAR Clause 52.212-1 proposal requirements.
Multiple Performance Work Statement provisions were removed or revised as excessive for the administrative-focused facility, including wasp/hornet nest removal requirements, graffiti removal, risk management sections, safety health bulletin board requirements, and pest control specifications. Supervisory requirements, meeting frequency, motor vehicle licensing requirements, and exterior walkway maintenance were referenced to a revised PWS for clarification rather than outright removal. Questions regarding professional pest control services and contractor-provided dumpster responsibility were addressed by referencing relevant PWS sections. Proposals should be submitted to Andrew Barlament and Miriaha Sigmon at their specified USACE email addresses, with PWS changes highlighted in yellow in the amended solicitation.

Q: The Price Schedule lists the unit as “Months,” and the PWS refers to recurring custodial services. We would like to know how often the buildings should be cleaned ( 5 days per week, 3 days per week, or another schedule).
A: N-104 PEWARS will need cleaned 5 days a week, but the other 2 buildings will probably only need cleaned 2-3 times a week to be kept clean, but trash will need removed 5 days a week in all.
Q: Can the Government provide the Independent Government Estimate (IGE) or the current budget range for the base year of this requirement?
A: No.
Q: Since the contract will not use WAWF in PIEE for payment, are there any registration requirements with the USACE Finance Center system before invoices can be submitted?
A: Invoices are submitted to the COR, who will then submit them for payment.
Q: We would like to know how many workers the current contractor uses to complete the work, if possible.
A: Currently 3 regular employees with subcontractor support for annual waxing and shampooing of floors.
Q: The PWS states the contractor must remove wasp, hornet, and yellow jacket nests as an incidental service. Is this limited to nests on the outside of buildings, or does it include pest control across the entire facility?
A: This was removed.
Q: Is the Contractor responsible for graƯiti removal on exterior building surfaces as well as interior restrooms?
Q: We would like to know the average number of bags used each month, if that information is readily available. It would help us price correctly.
A: No estimate available.
Q: One part of the contract says we buy the fluorescent bulbs, but another says the Government provides them. We would like to know if the contractor or the Government handles the cost.
Q: RE Solicitation, clause 52.212-1, are there any proposal requirements outside of those listed within the FAR Clause?
A: No.
Q: RE Amendment 0001, please confirm that oƯerors are permitted to provide an additional attachment containing past performance information for evaluation purposes?
A: Yes.
Q: RE PWS, Sect. C.1-9(d) Risk Management, this requirement seems excessive for a janitorial contract that serves mostly administrative spaces. Is it the government’s intent to keep this requirement as part of the awarded contract?
Q: RE PWS, Sect. C.1-9(e) This requirement seems excessive for a janitorial contract that serves mostly administrative spaces. Is it the government’s intent to keep this requirement as part of the awarded contract?
Q: RE PWS, Sect. C.1-9(g) This requirement seems excessive for a janitorial contract requirement as part of the awarded contract? We do agree that inspections of this type do need to occur. Would the government accept, alternatively, monthly quality inspections and quarterly safety inspections?
Q: RE PWS Sect. C-1.9(q), As observed during the site visit for this requirement, there does not appear to be adequate location or space for an SOH Bulletin Board.
As noted n this paragraph, we would propose a binder if that is acceptable to the government.
Q: RE PWS Sect. C-1.9(r), This requirement seems excessive for a janitorial contract
Q: RE PWS Sect. C-1.14 Please clarify, by “personally supervise,” does the government require there to be a supervisor on site while work is being conducted?
If so, does this require the supervisor to be non-productive, or may the supervisor be a productive employee? Given the level of eƯort needed for this contract.
A: See revised PWS.
Q: RE PWS Sect. C-1.17 This requirement seems excessive for a janitorial contract requirement as part of the awarded contract? Would the government accept a weekly meeting at the beginning of the week with daily telephone check-ins as an alternative?
Q: RE PWS Sect. C-1.32(a.3) This requirement seems to be excessive for a janitorial contract servicing mostly administrative spaces which does not need or require the use of a motor vehicle. Is it the government’s intent to keep this requirement as part of the awarded contract?
Q: RE PWS Sect. C-3.4(d) Depending on the type of insect, magnitude of infestation, and location of potential sources or nests, this work requirement could extend well beyond what is covered by Worker’s Compensation Insurance for an employee performing janitorial services. Please clarify the government’s intent and expectation for the level of service for this requirement to be performed by janitorial personnel. Does the government intend for this contract to provide professional pest control services? If so, will the government consider a separate negotiated CLIN for these services?
Q: RE PWS Sect. C-3.8(p), No listing, drawing, or location of, “Exterior Walkways,” was provided in the PWS. Would the government please provide information as to the location and quantity of the exterior walkways?
Q: RE PWS Sect. C-8.2(h), Is it the government’s intent that the contractor will provide our own dumpster for the removal of waste collected by janitorial services from the facility?
A: See PWS section C-3.4(a).
Q: RE PWS Sect. C-8.2(k), This requirement seems excessive for a janitorial contract
Q: Please confirm that the oƯerors are to submit their completed proposals to:
Andrew Barlament at andrew.barlament@usace.army.mil and Miriaha Sigmon at miriaha.d.sigmon@usace.army.mil
A: Correct.
Q: Can the government please provide any updates in red or a highlighted font within the amended solicitation to clearly demonstrate the exact changes made?
A: Changes to the PWS are highlighted in yellow.
