QUESTIONS AND ANSWERS

Youghiogheny River Lake

Solicitation Questions

Q1: Is there an incumbent for the subject contract? If yes, what is the incumbent contract number and value?

A1: Incumbent for the subject contract is Chores Unlimited, Inc. of Bedford Heights, OH under Contract W911WN17D3002. Value of Base Plus All Options is $1,279,367.00.

Q2: What was the price of the last winning bid.

A2: Value of the Base Plus All Options for W911WN17D3002 was $1,279,367.00 Q3: Was the previous award for $1,279,367.00 the entire contract over 5 years or was this just for one year?

A3: Previous award of $1,279,367.00 under contract W911WN17D3002 was for the Base Plus All Options.

Q4: Is the contractor required to submit pricing for Grounds Maintenance Group 1 and Building Maintenance Group 2 , or can they be bid independently?

A4: Offerors are invited to submit quotes for one or both groupings; the quote for each grouping must contain quote prices for every line item within that grouping (i.e. multiple awards will not be made within a grouping). Each grouping will be viewed separately. Only one award will be made for each grouping. If a Offerors submits for both grouping and is considered the lowest technically acceptable then an only one award will be issued for both groupings.

Q5: Can you confirm the square footage of the resource managers office? The attachment states 25,735 square feet, however the building does not appear to be that large.

A5: Actual Size is approximately 2,250 Square Feet between both floors.

Q6: Can you clarify what buildings need to be pressure washed? The item sheet states spillway and Somerfield north only, however the attachments indicate all buildings need pressure washed once per month.

A6: Outflow #1,2,3 Mill Run Conference room, Spillway and Somerfield North Vault public restroom all are to be pressure washed monthly. Spillway Pit and Somerfield North Vault are separated out because water is not available onsite and will need to be supplied.

Q7: The mowing contract states 19 mowings per season. This is an estimated amount per the item sheet. There are approximately 30 weeks between April and October. How will the contractor be paid if there are additional mowings required above the 19 estimated times? This question also applies to additional trash can cleaning, grills, fire ring cleanings, solid waste removal, raw sewage and sludge removal under the Building Maintenance Group 2.

A7: The 19 mowings are an estimate from the last option year in the Contract. The Contract is setup to be performance based. Your business would need to price and perform the Contract to the expectation in the Performance Work Statement and Attachments with a firm fixed price.

Q8: Who decides to exercise the options beyond year 1? The contractor or the Army Corp?

A8: The Army Corps of Engineers (Government) makes the unilateral decision to exercise options beyond Year 1, provided the timeframe for option exercise has not expired. If the option exercise timeframe has expired, the decision to exercise must be bilateral.

Q9: Are the subcontractors (i.e. sewage and solid waste disposal) responsible to adhere to the federal payroll guidelines that were outlined during the pre-bid meeting? If so, is the general contractor responsible for enforcing the subcontractors to adhere to the federal wage requirement, or is it the responsibility of the subcontractors to ensure they are following the wage requirements?

A9: Both the Prime Contractor and Subcontractor(s) are responsible for adhering to federal payroll regulations established by the Department of Labor Wage and Hour Division. The Prime Contractor is responsible for ensuring that subcontractors are following these regulations.

Q10: Is it possible to arrange a site visit to review the inside of the resources managers office, the maintenance office tower and the maintenance building office? These buildings were not part of the onsite site visit.

A10: Yes. Contact Vince Klinkner at 814-312-8011 to schedule the visit.

Q11: Do we have to include PA sales tax with the entire bid or is this contract exempt from state sales tax?

A11: This contract is not exempt from PA Sales Tax.

Q12: From speaking with the solid waste service and sewage removal service currently being utilized for this area, they were unsure how to calculate the hours needed for the bid sheet. For these items can we calculate a per unit rate or removal rate rather than an hourly rate?

A12: Hours would not need to be calculated for the solid waste and sewage removal.

Q13: Is it possible to extend the bid submission date by one week to December 9th?

A13: The RFQ Deadline will be extended to December 7th.

Q14: Is the excel bid sheet the only item that is required for the bid submission?

A14: The vendor-signed SF1449 with pricing for W911WN23Q3000 must also be submitted, along with acknowledgement of all associated Amendments. Please review submittal instructions within the solicitation on approximately page 90.
