3.1. Preparation

3.1.1. Material removal

Excavate existing material 13” in areas of full depth paving to accommodate new base course (8”), binder course (3.5”) and wearing course (1.5”)

Dispose material in accordance with Federal, State, and Local regulations. Provide documentation that material was properly disposed of.

Mill pavement in parking lot area 1 1/2”, to accommodate new 1 1/2” asphalt pavement

3.1.2. Bituminous Tack Coat

All areas that are to receive the bituminous surface treatment, and the interface between pavement layers, shall be sprayed with a bituminous tack coat. Immediately before applying the bituminous tack coat, remove all loose material from the surface to be treated by means of a power broom or blower. The surface shall be dry and clean at the time of treatment. The tack coat shall be applied uniformly at a residual rate of between 0.04-0.08 gallons per square yard of pavement surface.

3.2. Construction

3.2.1. Bituminous Pavement

The bituminous pavement shall be applied in a manner so that uniform distribution is obtained over all the areas treated. Compaction and rolling equipment shall follow as closely behind the paving machine as possible. Areas inaccessible to rollers shall be compacted by mechanical vibratory tampers. Compaction shall continue until no marks or tracks are left from the compaction or rolling equipment. The bituminous surface course shall be constructed in one compacted lift equal to a minimum 1.5 inches in thickness. Areas of full depth construction shall receive 5” of compacted bituminous binder course, followed by 1.5” of wear course, in separate compacted lifts. Unless otherwise directed, the bituminous pavement shall not be placed when temperature of the surface of the existing pavement is below 40 degrees F.

3.2.2. Geotextile

Place woven geotextile on the subbase in areas of full depth paving. Prepare the surface and remove any object that may puncture the geotextile. Roll out the geotextile over the prepared surface. Place fabric in a loose and unstretched condition, but without folds or wrinkles. Do not drag the geotextile on the ground during placement and handling. Overlap fabric roll-ends and edges a minimum of 6 inches with adjacent material. Place cover material by back dumping then spread the cover material ahead of all equipment. Do not make abrupt turns with tracked equipment that would result in pulling, folding, or tensioning of the fabric. Steel pins may be used to secure the fabric before placement of the cover material to prevent lifting of the fabric by wind.

3.2.3. Aggregate Base

Place a minimum of 8 inches of base material in areas of full depth construction. Add additional material depth as required to level roadway between pavement interfaces. Compact each lift of the base course. Compact mixture with hand-operated power tampers. Compact base to a condition of non-movement under the compaction equipment. Non-movement under compaction equipment is defined as creating a stable condition of the compacted material. A stable condition occurs when there is no rutting, displacement, or shear wave under compaction equipment. Maintain base in a surface damp condition, but not wet (no excess moisture) at the time of compaction.

3.2.4. Bituminous Surface Treatment

The roadway shall receive an overlay of bituminous surface treatment as indicated on the sketches. Prior to the overlay, the existing asphalt shall be cleaned from dirt and debris and be coated with a bituminous tack coat as described above. No water shall be present prior to placement of overlay. Bituminous surface treatment shall be placed in accordance with the applicable requirements of PENNDOT PUB 408. The bituminous overlay shall be applied in a manner so that uniform distribution is obtained over all the areas treated. Compaction and rolling equipment shall follow as closely behind the paving machine as possible.

Areas inaccessible to rollers shall be compacted by mechanical vibratory tampers. Compaction shall continue until no marks or tracks are left from the compaction or rolling equipment. The bituminous surface treatment shall be constructed in one compacted lift equal to a minimum of 1 1/2 inches in thickness. Unless otherwise directed, the bituminous surface treatment overlay shall not be placed when temperature of the surface of the existing pavement is below 40 degrees F.

3.2.4.1. Thickness Control

As the bituminous layers is placed, the Contractor shall monitor the thickness to verify conformance with the design thicknesses. The thickness of the asphalt concrete wearing course shall be measured at intervals of no less than 25 linear feet along the centerline of the roadway or parking lot. The total measured thickness of the overlay shall be within +/- 1/4-inch of their total combined design thickness. The overlay areas that do not comply with the minimum thickness shall be removed and replaced by the Contractor. Such areas shall be corrected by removing the bituminous surface treatment to its full thickness and placing and compacting additional new overlay to the proper design thicknesses. No additional payment will be made for areas that receive additional thickness of bituminous surface treatment.

3.2.4.2. Existing Paving Interface

As the bituminous layers is placed, the Contractor shall monitor the thickness to verify conformance with the design thicknesses. The thickness of the asphalt concrete wearing course shall be measured at intervals of no less than 25 linear feet along the centerline. At interfaces with existing Portland cement concrete pavement, including thresholds of maintenance building doors, a smooth, level transition shall be made with no abrupt elevation changes.
