SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 09-Sep-2022 12:00 PM to 14-Sep-2022 01:00 PM.
The solicitation issue date has changed from 29-Aug-2022 to 16-Aug-2022.
The following have been added by full text:
QUESTIONS AND ANSWERS
Q1: after reviewing the reference drawings the current cylinders installed look to have a 19.00” bore dimension. The specification for this solicitation states the new cylinders are to be 14.00” bore on page 40 of 54 section 2.1.2 Hydraulic Cylinders. Can you please confirm or clarify if we are to bid a 19.00” bore or 14.00” bore design for the cylinders?
A1: The 14 inch bore as noted in the specifications is correct.
Q2: Cylinder specification paragraph 2.1.2 indicates that the cylinders are to have 14-inch bores. Reference drawing O-LEM-22/5.1 indicates that the cylinders are to have 19.015” bores. (Please see below section view from the drawing.) Since the size (force, cost) of a hydraulic cylinder is roughly proportional to the square of its bore diameter, a 19.015” cylinder is roughly twice the size/cost of a 14” bore cylinder of similar length. Given this, we cannot develop a competitive bid without further guidance to reconcile this apparent discrepancy. Can the USACE please advise/confirm the bore diameter requirement?
A2: The 14 inch bore as noted in the specifications is correct.
Q3: Since barrel tubes of appropriate material and sufficient diameter (especially if the bore is 19.015”) are not always easily sourced, we respectfully request a one-week bid due date extension to provide sufficient time to confirm starting material availability and cost once the cylinder bore diameter is confirmed.
A3: The Government has extended to the Solicitation due date to 14 September 2022 at 1:P.M.
W911WN22Q0005
Q4: The still unresolved shocks to the global supply chain (pandemic, Ukraine war) have affected deliveries of raw materials for large diameter hydraulic cylinders. Once we know the exact bore diameter requirement, we will check availability of starting materials. Our experience, however, with similarly sized cylinders this year causes us concern that the 270-day performance period will be difficult to meet. We can, of course, run additional shifts and weekends in an attempt to meet the government’s delivery requirement, but these measures will only work after we receive the starting materials. (The barrel tube is the greatest concern here.) This year, barrels for 18” bore hydraulic cylinders have taken over six months to source – despite expedite fees and other extraordinary measures. Given the time necessary to document the existing cylinders, design and document new cylinders for the Corps’ review/approval, and build/test the new cylinders (even with overtime labor) – we may have a hard time satisfying the currently specified 270-day performance period if the starting materials are as slow to receive as they have been in recent months. We therefore respectfully request an adjustment to the performance period from 270-days to at least 360-days to reflect the unusually long lead-times that now apply to certain steel products. In lieu of a basic performance period extension, other solicitation language that requires diligent contractor progress, but otherwise addresses the current extended lead-times of starting materials, might also work.
A4: Period of performance of 270 days is required to be met for this Government Requirement.
Q5: The specification calls out a 14” bore cylinder, whereas the drawing identifies a 19” bore cylinder. Is the 19” bore being replaced with a 14” bore size? Please advise.
A5: The 14 inch bore as noted in the specifications is correct.
Q6: If you can furnish a drawing of the cylinder unit only (not integrated with surroundings) that would be most helpful.
A6: The provided reference drawings are the only drawings we have of the existing cylinders. As identified in paragraph 1.3 of the SOW, the awarded contractor must verify exact measurements with a site visit at Emsworth Lock and Dam within 30 days after official notice of Contract Award. This will assist the contract with developing fabrication and shop assembly drawings for government review as identified in paragraph 1.6 and on the submittal register.
