Contracting Discussion Emsworth Locks & Dams Miter Gate Hydraulic System Upgrade

Introduction

Good morning, my name is Aaron Barr, I’m the Contract Specialist for this solicitation. I want to welcome everyone to this pre-bid site visit for the Emsworth Locks & Dams Miter Gate Hydraulic System Upgrade project.

The Contracting Officer is Jane Roney.

The Administrative Contracting Officer will be David Conrad.

Reason for this Pre-Bid Conference

The reason for this pre-bid site visit is to improve your understanding of the Government’s requirement for this project.

We will consider any constructive comments or recommendations that you make.

My discussion will be posted to the SAM.gov website.

You are cautioned that any remarks made at this site visit shall not qualify the terms of the solicitation unless the solicitation is amended in writing.

The one thing we will not do at this visit is to make any comment or opinion regarding your particular bid or approach that you may take for this requirement – this is up to you.

Solicitation Discussion

1. The Solicitation Number is W911WN22B8002 which was issued on 13 May 2022 as an Invitation for Sealed Bid on Standard Form (SF) 1442.

2. BID OPENING, is currently scheduled for 11:00 a.m. ET, 15 June 2022. All Bids including Acknowledgement of Amendments (ALL) must be in the Government possession by the due date and time. All Bids must be submitted ELECTRONICALLY VIA PROCUREMENT INTEGRATED

ENTERPRICE ENVIRONMENT (PIEE), NO BIDS WILL BE ACCEPTED BY ANY OTHER

METHOD. (see ADDENDUM TO SECTION 00 21 00, para 00 21 00 – 16 BID SUBMISSION) The Bid Opening will be by teleconference. (see ADDENDUM TO SECTION 00 21 00, para 00 21 00 – 17, BID OPENINGS)

3. NAICS Code 237990 - Other Heavy and Civil Engineering Construction – Small Business Size Standard $39,500,000.00.

4. Estimated Magnitude of Construction is Between $5,000,000 and $10,000,000.

5. Restricted Procurement: Full and Open Competition.

6. System for Award Management (SAM) – must have an ACTIVE registration, AND IT MUST BE ACTIVE PRIOR to Bid submission. If awarded this contract, your SAM Status including your Representations and Certifications (Reps & Certs) must remain CURRENT throughout the contract period. If you are not already registered in SAM or your registration requires renewal, be sure to do it right after the site visit because it can take a few days to process. Registration is FREE. Website:

7. This is a Firm-Fixed Price Contract.

8. Term of the contract will be 450 calendar days calendar days after Notice to Proceed (NTP). The time stated for completion shall include final cleanup at the project site. It is the Government's intent to award the Contract with one Contract Line Item Number (CLIN) 0001. The pricing will be broken down on the BID SCHEDULE which contains Line Items number 0001 through 0011

9. Documents to submit with your Sealed Bid Package include,

a. Submission of a Bid Bond. Bid guarantee is REQUIRED (para 00 21 00 - 05, BID BOND REQUIREMENTS). In addition, the hard copy of this bid bond and a valid Power of Attorney shall be submitted to the address identified in Block 7 of the SF 1442.

The current version of the Standard Form 24 must be used. The internet site to assure that you have the current version is https://www.gsa.gov/reference/forms#SF.

b. Entire Solicitation (or the Solicitation Pages) with applicable Pages completed.

10. Award will be made as a whole to one bidder that is both responsive/responsibility submitting the lowest priced Bid. The bidder must be determined by the Contracting Officer (KO) to be RESPONSIBLE per FAR 9.104. Very shortly after bid opening the apparent low bidder will be sent an email asking for specific information to help the KO make the responsibility determination. See Page 11, Para. 00 21 00 – 13 Pre-Award Survey.

11. Small Business Subcontracting Plan – Reference FAR 52.219-9 Small Business Subcontracting Plan.

If you are a large business, you will be required to submit a small business subcontracting plan for approval by the KO prior to award.

12. Provisions and Clauses – Provisions are conditions used in solicitations and apply before contract award. Clauses are conditions in both solicitations and contracts and apply before and after contract award. The VAST majority of provisions and clauses in this solicitation are included by reference only;

that means, we’ve only given you the Number, the Title and the Date. It is up to you to go online to the websites provided and look up each one whether FAR and DFARS.

13. Questions are due by Friday, 27 May 2022. All questions must be submitted ELECTRONICALLY using PROJNET. (see ADDENDUM TO SECTION 00 21 00, para 00 21 00 – 02 SUBMISSION OF QUESTIONS AND COMMENTS). To submit and review Bid Inquiry Items, Bidders will need to be a current registered user or self-register into system. Instructions are provided in this Section. NO E-MAIL SUBMISSION OF QUESTIONS WILL BE APPICATED. The ability to enter technical inquiries and questions relating to Bid procedures or Bonds will be disabled on 27 May 2022. No Government responses will be entered into the ProjNet system after 8 June 2022.

14. Liquidated Damages are applicable to this contract, see clause 52.211-12. Liquidated Damages on this project is $603.00 for each calendar day of delay until the work is completed or accepted.

15. Wage Determination, PA20220002 dated 02/25/2022 is applicable to this project. If the Wage Determination is updated prior to receipt of bids, an amendment will be issued and posted to PIEE via beta.SAM.gov.
