Pressure Test and Slurry Test Data

2009 and 2011 Pressure Testing Summary: Water pressure testing was performed in rock zones approximately 10 to 15-foot long intervals. The testing was conducted by the Houlsby approach to Lugeon test method. The Lugeon unit is a measure of permeability common in grouting. By definition:

• 1 lugeon unit = 1 liter of water taken per meter of test length, per minute, at 10 bars pressure (142 psi more exactly and 150 psi approximately) [or]

• 1 lugeon unit = 0. 0107620 cubic feet of water taken per foot of test length per minute at 142 psi (150 psi is commonly used as the reference pressure)

In terms of velocity-based permeability units (L/t), 1 lugeon unit is roughly 1.3E-05 cm/s.

As a qualitative indication of the significance of the Lugeon value (per Houlsby):

• 1 lugeon unit is the type of permeability where grouting is hardly necessary.

• 10 lugeons warrants grouting for most seepage reduction jobs.

• 100 lugeons is the type of permeability observed in heavily jointed sites with relatively open joints or in sparsely cracked foundations where joints are very wide open.

Water pressure testing was performed by up-staging at the completion of drilling all rock in the boring and using a double packer to isolate the stages. Testing of each interval was conducted at five test pressures (A-B-C-B-A), where C = maximum pressure, A = 1/3[C] and B = 2/3[C].

Each test pressure was applied for 10 minutes. In 2009, the maximum test pressure was approximately 2 to 3 psi per foot of rock above the test interval, but no greater than about 200 psi (concerns have been raised over these high pressures). In 2011, a maximum pressure for each test was based on the depth of the test zone. The maximum pressure will be less than or equal to one pound per square inch (psi) per foot above the piezometric surface and less than or equal to

0.57 psi per foot below the piezometric surface. Total water loss and pressure were recorded for each test. Select zones were retested in 5 foot intervals. Special precautions for pressure testing within grouted zones and near the outlet tunnel were followed in performing pressure testing in these sensitive areas.

Pressure testing was performed on borings 08-EBD-71 through 08-EBD-74 and E-27 through E- 31.

2012 Pressure Testing Summary: During the exploration, each hole was tested using down-stage wireline test. The holes were tested in 10 ft stages using a single packer at the top of the run to seal off the tested zone. A computer connected to the electronic flowmeter and pressure transducer monitor the gauge pressure, calculated effective pressure, flowrate, and calculated Lugeon value. Water was injected until the flow and pressure stabilized. After all the pressure testing on a hole was completed, some zones were re-tested in 5 ft stages using a double packer.

This was usually done in zones where high Lugeons were recorded in an attempt to isolate the high permeable area. Borings E-39 through E-47, E-50 through E-52, E-58 and E-59 are located along the axis of the dam. Borings E-53 through E-56 are located on the spillway section dogleg.

Lugeon Evaluation: A review of the pressure tests provided in the 2012 Geotechnical Data Report was performed. Down the hole borehole images were compared with the recorded Lugeon values for each hole (E-39 to E-59) to determine if the Lugeon values appear to be accurate or possibly the result of a leaky packer. Only pressure tested zones with Lugeons greater than 100 or deemed suspect were reviewed as it is more likely to get a false high rather than a false low value. Calculated Lugeon values were evaluated to be 'unlikely', 'questionable', or 'probable'. 'Probable' Lugeons had images with multiple/large open fractures or broken zones. 'Questionable' Lugeons usually had a few fractures that could cause a high Lugeon value but maybe not as high as was reported. 'Unlikely' Lugeons were those that had no apparent flow path and were likely a result of a leaky packer.

2012 Slurry Testing: After holes were pressure tested, slurry testing was conducted on borings E- 39 through E-47 and E-50 through E-59. Target slurry properties were maintained on all slurry batches as follows:

Marsh funnel 40-43 sec.

pH 9.5-11 Density 64.5-70 pcf Filter loss 15-20 cc Slurry was pumped into the holes at a maximum pumping rate of approximately 32 gpm in order to maintain a slurry level at the top of the hole. However, slurry was not always able to reach the top of the hole, therefore, three slightly different methods were used for slurry testing. The methods included 1) inflate the packer at the bottom of the pvc and pump slurry at the maximum gauge pressure (not to exceed the maximum effective pressure of the test stage equal to the theoretical static pressure of a column of slurry from the top of the hole), record measurements at steady flow and pressure, 2) tremie bentonite slurry to the top of the hole and record measurements at steady flow, 3) lower packer to the bottom of the hole to pump the slurry, measure the slurry level, and record measurements at steady flow and pressure. All three methods were constant head tests which reached a steady-state flow and pressure relationship.

Apparent Lugeon value calculated from the slurry testing used the following equation:

1800.6(Flow rate in GPM)(40)

(Length of stage in feet)(effective pressure in psi)(28)
