QUESTIONS AND ANSWERS
The following questions were received and responses are provided:
Q1. The scope of work for this job includes the modification of existing HMI screens. Please identify the HMI currently installed at the 6 dams.
A1. The HMI currently installed at the 6 dams is Intellution iFIX
Q2. At Charleroi, it is not clear if the new fiber is to be run in new conduit inside of the Access Tower, or if the vertical run is all open, similar to the many cables currently running from the bottom of the tower to the footbridge. It is clear that new 1" conduit is to be installed from the core drilled hole at the footbridge/access tower along the length of the footbridge. This should be clarified.
A2. The fiber optic cable vertical run in the access tower does not need to be installed in conduit. The fiber optic cable can be installed in the same manner as the existing cables in the access tower. Please reference Note 11 on E- 7002b.
Q3. At the end of the Charleroi footbridge is an existing Jbox (shown on Dwg. E-7002b). Does the new 1" conduit terminate at this Jbox, and existing conduit used from there to Jbox #1 and Pier #1, or does the new 1" conduit continue through the interface Jbox to existing Jbox #1? This should be clarified.
A3. A new 1”C shall be installed from the access tower to the J-Box #1 on Pier #1. Therefore, new 1” conduit shall be installed from the existing interface JBox to the existing J-Box #1 on Pier #1.
Q4. Note 8 on E-7002b indicates that fiber work cannot commence at Charleroi until the electrical rehab is complete. That is a 2 year project, and I believe this is a 1 year project. If that is the case, this note must be changed. There is enough information on the drawings to allow the fiber contractor to demo the existing side seal heater cables, etc., in advance of the electrical rehab contractor performing that. Something needs to be coordinated so that it is clear who will be doing this demo work, and if there is enough contract time for the fiber contractor to complete work at Charleroi.
A4. See note 14 on E-7002b. The contractor should bid as if he has to do the demolition as described.
The Contract for Dam Rewire at Charleroi is 300 calendar days. It is anticipated that the work at Charleroi for the Dam Rewire will be completed by August 2010. There should be sufficient time remaining under the Remote Gate Controls Upgrade contract to complete the work after completion of the electrical work. Coordination of the work will be addressed by the Administrative Contracting Officer (ACO) in the field.
Q5. At Maxwell, there is concern about the routing of the 2 new 24-pair fiber cables from the bottom of the MCC to the top of the Middle Wall Tower. The existing ground appears to be 500 MCM, not 250 MCM as indicated. It will be a very tight fit to squeeze 2-24 pr fiber cables in that conduit. (Note #11 on Dwg. E- 7002c). Also, the existing conduit in the bottom of the MCC that contains the ground appears to only be 1", and not large enough to fit the 2-24 pr fiber cables. It may be necessary to jump over to the adjacent 4" conduit that currently houses some existing power cables.
A5. The drawings do not indicate what conduit shall be used to route the fiber optic cables from the gallery up thru the MCC. See note 3 on E-7005c. Any size conduit from the gallery to the MCC can be utilized for ease of installation.
Q6. Are we to erect 2 project signs at each Lock and Dam sight according to the specifications? Item 0002 only requires 3 signs.
A6. No. The intent is to have one sign for two projects and move the sign when the work moves from one project to the other. Specification SECTION 01 50 10 has been revised to clarify this.
Q7. In reviewing the specifications and the solicitation for this project I don’t see any requirement for monthly photos or a separate quote item to cover this. Please confirm if Photos are required?
A7. Photographs are not required for this contract.
Q8. Please clarify what kind of software is required.
A8. See answer to question #1.
Q9. Only the communications between the PLC’s in a specific Dam will be fiber optic, right?
A9. Fiber optic network architecture drawings have been developed for Charleroi (E-7002b), Maxwell (E-7002c), and Point Marion (E-7002d) dams. Communications at each dam between the PLCs and the local HMI shall be via the fiber optic cables, as shown on the contract drawings.
Q10. We have concerns over the drawings, operating manuals, and maintenance manual requirements.
Following the specified requirements will require a drafting department staff with many hours involved to produce the preliminary installation drawings. Every drawing in the job scope will need to be drawn to show the new installation details. Your job scope drawings are about 60 drawings. The as built drawings will be about the same work load. This requirement will be very expensive. Will you verify I am interpreting the statement correctly?
A10. The electronic files for the drawings will be provided by the Government as specified in Section 01 78 02.00 15, paragraph 1.2.2. Preparing As-Builts should only involve incorporating any changes made during construction.
Q11. My interpretation of the specified requirements for Operation and Maintenance Manuals all vendors’ manuals received for all equipment will need to be typed into Microsoft Word and printed out in a binder form. This would require a large staff and many hours. The money needed just to fulfill this requirement would be more than the installation of equipment. The vendor’s manuals can be ordered with as many copies as necessary but will not meet your requirements unless rewritten as stated here. Will you explain in a different way what is required? My interpretation doesn’t seem correct. The cost of the documentation may be a larger value than the total installation and programming if my interpretation is correct.
A11. The specified requirements are intended for manuals that are specifically prepared for this contract.
Manufacturer’s standard Operation and Maintenance manuals may be incorporated for individual items of equipment or groups of related equipment. Specification SECTION 01 78 23 has been revised to clarify this.
