QUESTIONS AND ANSWERS
Potato Garden Phase IIA Water Transmission Line
Section 219 Project Findlay Township, Pennsylvania
Questions and Answers
Q1. Please provide the specification section that includes hauling spoils to a licensed landfill.
A1. Section 02 42 00 Disposal of Materials has been added by Amendment 0002.
Q2. Will a bid item be included on a cubic yard basis to haul off spoils and dispose at a licensed landfill? Be advised that the landfills we have contacted cannot quote a price for disposal until they are provided with adequate soil testing to rule out potentially contaminated soil. Will the corps and or owner/engineer complete the soil testing in a timely manner to provide bidders with necessary information to submit a complete bid?
A2 Bid Item 0001AA Disposal of Excavated at a Commercially Available, Properly Permitted Solid Waste Disposal Facility has been added by Amendment 0002.
Contaminated soils are not anticipated in any areas of the proposed work. Contractors are advised to bid this item with the understanding that no contaminated soils are present. The Contractor will perform tests required for certification. In the unlikely event contaminated soils are encountered, a Change Order would need to be developed addressing the nature and extent of the problem. This is clarified in new section 02 42 00.
Q3. Can spoils be disposed of at an approved DEP waste area as opposed to a licensed landfill?
A3. Excess excavated material must be disposed at a commercially available, properly permitted solid waste disposal facility.
Q4. Will Hydraulic plate compactors be acceptable for compaction methods?
A4 , Yes, but, as specified in Section 31 23 33, paragraph 3.02 K 6, hydra-hammers will not be acceptable.
Q5. Will crushed aggregate other than limestone be acceptable for bedding and or backfill?
A5. Yes. Processed sand and gravel are acceptable, as specified in Section 31 11 13, paragraph 3.01 A.
Q6. Please clarify specification section 31 22 33 - 12 paragraphs 8 and 9. It is stated that "compaction testing of non-aggregate materials may be required by the engineer".
A6. Field compaction testing for cohesive material will be required by the Contracting Officer in all areas.
The compaction requirements are listed at 95% for backfill material and 100% of the maximum dry-mass weight density for the 2A aggregate. Excavated materials not suitable for backfill, in the sole judgment of the Contracting Officer, will be disposed and 2A coarse aggregate will be utilized and paid for at the Unit Price Bid for this item.
In all areas where the Contractor has failed to adhere to approved compaction procedures, soil testing shall be performed in strict accordance with Section 31 23 33-12, Paragraphs 5, 8 and 9. All testing shall be at the sole cost and expense of the Contractor.
Q7. Specification section 31 11 00 - 3 paragraph 3.06 debris disposal part A contradicts 31 22 33 - 7 paragraph
3.01 preparation part B preparation of surfaces section 4 and 5. Please clarify.
A7. No merchantable timber exists within the limits of this project. Paragraphs B – 4 and 5 are not applicable and should be deleted.
Q8. Specification section 31 22 33 - 6, part 2 - products, section G - underground warning tape contradicts section 33 11 13 - 5, part 2 - products, section 2.05 detectable marking tape. Please clarify.
A8. Section 31 23 33-6, Part 2 – Products, 2.01, Paragraph G – Should be revised to read as follows:
Underground Detectable Warning Tape printed to read CAUTION – WATERLINE
BELOW shall be 6” wide, 5 mil. tape, blue color, Bunting Catalog No. DUT-13 or Approved Equal and shall be used for PVC Pipe only. Underground Marking Tape for Ductile Iron Pipe printed to read CAUTION – WATERLINE BELOW shall be 3” wide, 4 mil tape., as manufactured by Bunting, Inc. or Approved Equal.
Section 33 11 13– 5, Part 2 – Products, 2.05, should be revised to read as follows:
2.05 Marking Tape
A. Detectable Marking Tape, printed CAUTION – WATERLINE BELOW shall be 6” wide, 5 mil tape, blue color, Bunting Catalog No. DUT-13 or Approved Equal, and shall be used for PVC Pipe only.
B. Early Warning Tape, printed CAUTON – WATERLINE BELOW shall be as manufactured by Bunting, Inc. or Approved Equal, and shall be used for Ductile Iron Pipe.
Q9. The bond on the bid sheet needs to be redone. Need a separate bond for each alternate.
A9. The bond item has been deleted from the base contract by Amendment 0002. A new bond item has been added for each of the alternatives. The bond item for each alternative should include the const of bonds for the base contract and respective alternative.
Q10. If excavated material is to go to a licensed landfill, we need our spec. on disposal put into the specs.?
A10. Section 02 42 00 Disposal of Materials has been added by Amendment 0002.*
Q11. Who put up the security required on the PennDOT HOP?
A11. The Contractor will be responsible for the security.
Q12. The compaction requirement of the trench material is unbidable because it says at the direction of the Engineer. We need to put what requirements are for testing in the spec.
A12. See response to Q6 on e-mail of August 26, 2009. Please note that Item 5 on 31 23 33-12 specifies compaction requirements and Items 8 and 9 specify the frequency of testing.
Q13. Need to look at the payment spec. for pavement replacement vs. what is on the plans.
A13. Addendum required to Specifications 32 12 00-2, Part 2 – Products, Section 201., A-3, has been revised to read “Base Course: Superpave 25 mm, Etc.” Please note that payment paragraph in Section 01 22 00.00 10 and the Drawings are correct.
Q14. Is this project tax exempt for state sales tax?
A14. Yes. Tax exempt status will cover pipe and fittings only. A paragraph covering this exemption and a copy of the blank exemption certificate have been added to Section 01 30 00.10.
Q15. Who supplies the water for testing?
A15. Owner will provide water for initial test. If additional tests are required, water used is at the expense of the Contractor.
