How much detail is required in the proposal about what the optimal speed ratio for my proposed platform should be if it isn’t 50%?

As part of the proposal, offerors should state what they currently believe is the optimal speed reduction ratio and why they believe that. A more detailed analysis on this optimal reduction ratio should be performed during the proposed effort.
