Q1) The FADEC controls the fuel flow via stepper motor driven metering valve by the FADEC software and the Electronic Control FADEC hardware. When the system is placed in Manual mode, the Power Level Angle (PLA) input from the pilot's stick becomes a direct control on Fuel Flow to the engine. Controlling fuel flow independently of the FADEC software (as noted in the last line of the question/answers) will be difficult for the Army and will likely lead to engine shutdown unless changes are made beyond those listed in the solicitation. XXXXXX suggests letting the FADEC and the new system control the engine at all times.
Answer - The government is not asking to be able to control fuel flow independent of the FADEC. The government does not know how to respond to the statement/question concerning "...input from the pilot's stick" as there are no such devices on an engine test stand. Currently, fuel flow is monitored using an existing system. The government intended to only point out that that system does not need to be replaced, but can be at the offerors discretion.
Q2) There is no separate N1 and N2 controls as listed in the specification (we do see the levers in the supplied operator pictures). Only a single PLA exists on the engine models listed. The Electro-Mechanical Throttle Servos can be supplied as requested and they will be controlled by the Touch Screen interface. Note, however that the entire FADEC could be run via a touch screen, if the Army so desires. For the M250 engine models listed, only a single power lever is required. There are no "OEM N1 & N2 fuel control linkage" on these engine models.
Answer - The government agrees that the entire FADEC can be run via a touch screen. The government disagrees that there are no separate N1 and N2 controls. N1 is the compressor turbine speed and N2 is the power turbine speed. Each are controlled independently. It is understood that the FADEC controls both. The intent of the government’s original statement was to request that the new system shall incorporate Electro-Mechanical Throttle Control Servos for both systems.
Q3) XXXXX assumes that the Army has considered the differences in the FADEC designs between the 3 engine models and has determined that they are all suitable. No FADEC software or hardware changes are part of the solicitation request. All Army anticipated testing will stays within the FADEC control limiters.
Answer - The government agrees that No FADEC software or hardware changes (to the FADEC) are part of the solicitation request. Additionally, the government reiterates that as stated in the solicitation, it is the desire of the government that the proposed system be capable of operating and controlling the M250 C30R3/3M, C40, and C47 engine(s). If this is not an integral part of your system, please identify that in your response.
