Text version

The government would like to correct the wording of section 1 of the solicitation to read “One (1) each Full Authority Digital Engine Control (FADEC) System Controller for engine test stand operations meeting the following specifications:”

The AATD engine test facility does not test engine performance or conduct acceptance testing. Rather it uses a running, loaded engine to perform other types of engine tests such as the development and testing of various exhaust configurations, full spectrum engine performance assessments, etc.

The facility currently utilizes T701D and 250-C-30 series of engines.

Engine load absorption is performed through Kahn™ water brake dynamometers. Each class engine uses its own Kahn™ water brake, sized to support the specific HP and speed rating. The Kahn™ water brake used with the M250 is a model 102-130-010.

This solicitation is intended to procure a standalone, modular control system that will fit the confines of our existing facility without impacting and/or otherwise degrading current capabilities. It is anticipated that a single system will be capable of controlling the M250 C30R3/3M, C40, and C47 engine(s).

The Government will supply an operational M250 engine with all ancillary equipment necessary for it to start and run. This includes its own M250 FADEC and FADEC to engine harness.

The offeror will need to provide the bulkhead to FADEC harness that is approximately 10 feet in length and a bulkhead to control station harness that is approximately 50 feet in length.

Section 1 item “c” stipulates that the control system be 19-inch rack mountable. The government will supply a standard 19” rack that has access to all sides. This rack will support a control box up to 19 inches wide, 11 inches tall, and 18 inches deep.

The government is not asking for data acquisition to be included in this procurement.

The government would like to correct the wording of section 1, item “d”, “Engine over-speed conditions, at or above the engine manufactures specifications”. In actuality, the system needs to allow the operator to adjust engine parameters outside of normal flight conditions while remaining within the engine operating specifications.

With the exception of item “f”, the FADEC control system needs to allow for all functions as described in section 1 of the solicitation.

Item “f” of section 1 has been eliminated as it incorrectly specified that the FADEC control system must be able to control the Kahn™ engine water brake. This function is actually controlled by the Kahn™ digital controller and not the FADEC controller.

The facility is currently configured to run only non-FADEC engines and uses hydraulic servo throttle controls. It is the intention to modernize this function to Electro-Mechanical Throttle Control Servos so it is anticipated that the offeror will include this in their proposal.

Section 2 of the solicitation specifies that the new system shall incorporate Electro-Mechanical Throttle Control Servos. The new servos shall connect to the standard OEM N1 & N2 fuel control linkage.

Engine fuel flow shall be maintained by an existing system, and is not part of the FADEC controller.
