The contractor shall describe how to process security incidents.” Can the Government please confirm if the PWS reference number is a typo and is supposed to be C.3.3.1.8?On page 78 in Amendment 0001, Paragraph L.14.1.1.2. states "PWS Paragraph C.3.3.1.9 - Information Security. The contractor shall describe how to process security incidents." PWS Paragraph L.14.1.1.2. does reference the correct PWS Paragraph of C 3.3.1.9. No changes will be made to this paragraph. PWS Paragraph C.3.3.1.9. deals specifically with security incidents. This section is relavent to C.3.3.1.8 as an Information security function.THE COLOR GREEN REPRESENTS QUESTIONS THAT RESULTED IN CHANGES BEING MADE IN AMENDMENT 0001 TO THE SOLICITATION.
2“PWS Paragraph C.3.3.2.1 – Access Control and Physical Security. The contractor shall describe the process to maintain and create documentation for the SCI Facilities under Intelligence Community Directive (ICD) 705.” Can the Government please confirm if the PWS reference number is a typo and is supposed to be C.3.3.2?On page 78 in Amendment 00001, Paragraph L.14.1.1.3. states "PWS Paragraph C.3.3.2.1 – Access Control and Physical Security. The contractor shall describe the process to maintain and create documentation for the SCI Facilities under Intelligence Community Directive (ICD) 705." Paragraph L.14.1.1.3. does reference the correct PWS Paragraph of C 3.3.2.1. No changes will be made to this paragraph. PWS Paragraph C.3.3.2.1. talks directly to maintaining the SCI documentation.
3Per Section L.14.1.1.3, Can the Government please confirm if the Technical Factor Access Control and Physical Security is only supposed to address the paragraph labeled C.3.3.2.1 and not the entire Section C.3.3.2?PWS Paragraph C.3.3.2.1 is the only paragraph that needs to be addressed under Paragraph L.14.1.1.3.
4Can the Government please clarify the anticipated task order award date as August 31, 2016 has passed? The Target Task Order Award Date should be 8/31/18 in lieu of 8/31/16. This change will be reflected in Paragraph A.5 on page 3 of Amendment 0001.

6Can the Government please indicate how many FTEs are currently preforming the work?No
7The Period of Performance states that the Period of Performance is 31 August 2018 - 29 June 2023; However, page 52 states that the Period of Performance is 1 Sep 2018 - 31 May 2023. In addition, page 52 states that the "Base Period (9 months): is stated to be 1 Oct 2018 thru 31 May 2019", however this period is only 8 months. Will the government please clarify which is the correct Period of Performance and provide the corrected dates for each period?Paragraphs C.2.5. on page 12 and F.1. on page 37 have been updated and the changes are reflected in Amendment 0001.
8Resume: Will the government consider limiting the number of pages for each resume to a maximum page length of 2 pages? No
"The contractor shall perform services during a crisis declared by the NCA per contractual requirements. All services and deliverables on this contract shall continue unless otherwise directed by the KO. The contractor shall supply a list of personnel including name, address and phone number for all personnel who are on the contract. Work will be performed at an operational 902d MI Group facility." This means that all personnel on the contract will continue to perform duties and provide deliverables so there is no need to identify key emergency essential personnel.
10Paragraph C.3.2.1 states "Annual throughput for these functions is approximately 300 files in and 300 out for a total of approximately 600 records. " Paragraph C.2.4 states, "Annual throughput for these functions is approximately 400 files in and 400 out for a total of approximately 800 records." Is the current government directed staffing mix designed for an annual throughput of 600 or 800 records?Paragraph C.3.2.1 on page 16 of Amendment 0001 has been updated to reflect 400 files in and 400 files out for a total of 800 records. Paragraph C.2.4 on page 12 is correct. No change will be made to that paragraph.
11States: "The Contractor shall submit the Monthly Status Report by 1200 hours on the first Friday of every month. "In contrast, DD-Form 1423 - CDRL A007 States that MSR shall be submitted NLT close of business on the fifteenth calendar day following the first of the month.” Please provide clarification on the date MSRs are due to the government?Monthly Status Reports are due by 1200 hours on the first Friday of every month. Attach 0009 - CDRL A007 has been updated to reflect this change and will be included in Amendment 0001.
12States: "Requires High School Diploma or GED with 8 years of experience managing Intrusion Detection Systems, 4 years’ experience utilizing LENEL access control software with certification, and their related components.” Will the government accept other certifications and experience similar in scope, function and form to LENEL access control system? No.
13States: Contract completion date: 29 September 2016. Please provide clarification on the contract completion date.See response to Question 4 above.
14Reference C.2.7 Hours of Operations. Contractor shall conduct business during the core hours of 0900-1500. This would mean that contractor personnel would only be able to work 6 hours a day which does not correspond to Attachment 001 GFPM for 1920 annually. Please clarify?Full Time Equivalents (FTEs) may work earlier and may work later but the hours of 0900-1500 must be covered during each persons shift.
15Periods of Performance dates. The dates for periods of performance are different. Please clarify.See response to Question 7 above.
16Section B of SF 1449 does not provide a LINE NO for 30-day Phase in Period. Will the Offeror not be required to provide a price on the SF 1449 Section B for 30-day Phase in and it will only be considered and part of evaluation of Attachment 0001 GFPM?Section B has been updated to include a 30 day Phase-In Period. CLIN 5000 has been add to Section B on Page 10 under Amendment 0001.
17Period of Performance states Base Year of 11 months vs 9 months. Please clarify the Base Period is 9 months.See response to Question 4 above.
18Will the Government please provide the awarded contract number of the current contract with Indigenous Intelligence LLC.Contract W911W4-16-C-0013.
19Can the Government please clarify the Period of Performance start and end dates as there is a conflict between Phase-In/Base/OY dates on page 26 and page 52.See response to Question 4 above.
20Would the Government please confirm the Evaluation Factors as being just two (2): Technical Approach and Cost? There is a reference to three (3) evaluation factors on page 98.There are only two evaluation factors and Paragraph M.1.1.3 on page 81 of Amendment 0001 has been updated.
21Is the Government intending to mandate the delivery of the overtime hours specified in the GFPM?No. The term Overtime hours and been revised to Surge Hours and these hours will be will be exercised as needed. The following pages 5-10 in Section B, Paragraph E.1 on page 36, Paragraph F.2 on pages 37 and 38, Paragraph L.14.2.1.1.2 on Page 78, and Paragraph M.4.2.1 on page 84 have been updated in Amendment 0001 to reflect this change.
22Will the Government clarify its intent regarding payments in the event LOE is not met? Page 55 indicates that “NO payment” will be made if LOE is not met. Does that refer only to the final invoice for that CLIN?Paragraph G.3 on page 39 of the Amendment 0001 has been updated to state "NO payment for the hours not worked."
23Given the PWS specific requirements for personnel experience, duties, and clearance levels necessary to perform the anticipated support services, can the Government confirm that the effort requires services NOT covered by the Service Contract Act (SCA)? If SCA does not apply, we request all references and clauses be removed from the solicitation. If it is the Government’s position that SCA does apply, please provide the required Wage Determinations. There are no SCA covered positions contained within this solicitation. The "X" has been removed from Clause 52.222-42 on Page 48 of Amendment 0001. No other SCA clauses are applicable within Clause 52.212-5 and are not checked.
24How will the Government determine the Firm Fixed Price portion of the resulting Firm Fixed Price Level of Effort contract given the requirement to propose Fully Burdened Labor Rates for each labor category that blend the prime and subcontractor loaded rates? The proposed Fully Burden Labor Rate (FBLR) will be used to calculate the fixed price.
25Can the Government clarify which labor categories will be designated as privileged users of Government Information Systems (IS) and identify the information assurance responsibilities of each so that Offerors can determine what certifications are required to comply with DoD 8570-01-M?The only labor category that will be designated as privileged users of Government Information Systems is the Access Control/Physical Security Manager and there are no information assurance responsibilites.
26We understand that we need to show that the Access Control and Physical Security Manager (key personnel position) has a LENEL certificate and that we must provide this certificate as proof to the government. Can you clarify what level this certificate should be?The LENEL Certificate should be LCP or higher. Paragraph L.15.1.3. on page 79 of Amendment 0001 has been updated.
2730-day phase-in period is not one of the line items included for pricing on the SF 1449. Can the government please correct this?See response to Question 16 above.
28It states in the solicitation that the contractor must provide all personnel, equipment, supplies, facilities, etc. on page 25. However, page 38 states that the government will provide all necessary workspace. We assume there was an error with some of the language (e.g. facilities and equipment will be provided by the government) on page 25 but please confirm.Paragraph C.1.1 on page 11 of Amendment 00001 has been revised to reflect the following: "This contract will require the contractor to provide all personnel, supervision, other items and non-personal services necessary to perform security administrative support services as defined in this Performance Work Statement (PWS) and the government will provide equipment, supplies, facilities, transportation, tools, and materials." No changes will be made to the following paragraphs: C.4.2.16.2. through C.4.2.16.5.
29While on page 39 it states that our employees shall be granted a TS, the requirements table on page 47 requires that all personnel on this contract have TS/SCI. We assume that all of our employees on this contract will need to hold TS/SCIs but wanted to confirm.Correct all employess must have and maintain TS/SCI eligibility. Paragraph C.4.2.17.2. on Page 25 of Amendment 0001 has been revised for clarity.
30The total duration of the contract is listed as 57 months but that does not include the 1 month phase-in period (30-day phase-in, 9 month base and 4 12-month option periods). Please clarify. The total duration of this contract is 58 months to include the 30 day phase-in and FAR 52.217-9 (c ) on page 50 has been updated to reflect this change and will be included in Amendment 0001.
31Is there a corresponding GS equivalent grade for the positions per FAR 52.222-42?See response from Question 23 above.
32How is the government incorporating the overtime hours since there are no separate CLINs to invoice against? Is it the government’s intent to co-mingle those with the straight-time hours? This could be somewhat problematic for IRAPT payment.See response to Question 21 above.
33If the government is considering these as professional positions, given they do meet the FLSA test criteria, is there any basis for including overtime hours? This information is provided at the DOL FSLA web site. These positions are considered professional positions and are not covered by a wage determination. The term Overtime hours and been revised to Surge Hours and these hours will be will be exercised as needed.
34The level of detail and nature of the cost submission conflicts with the FAR definition of a commercial acquisition. Given that this has been determined a commercial, firm fixed price acquisition, and the awarded contract should not change based on the contractor’s cost experience, we believe the competitive nature of the acquisition will permit the contracting officer to determine a fair and reasonable price. Per the guidance at FAR 15.402, there should be no need for the government to request the cost build-up data for either the prime, or the subcontractor.Paragraph L.14.2.2 on page 78 and all its subsections have been removed. Paragraph L.14.2.3. on page 78 and all its subsections have been removed. These changes are reflected in Amendment 0001.
35Are the positions supporting this contract SCA wage? No. See response to Question 33 above.
36L.15.1.3.” Lenel Certificate must be provided for the Key Personnel identified in PWS paragraph c.3.1.2.” Would the government accept PMP certification or a college degree in lieu of this certification? Can the government change the requirement to state Lenel Certification or the equivalent? No. A PMP certification or college degree does not carry the requisite system/application specific experience.
37M.4. “The Technical Factor is significantly more important than the Cost/Price Factor.” The government has only allotted 5 pages to the technical response- the most important evaluation component. Would the government consider allowing for more than five pages? No.
38For all labor categories, the requirement indicates the individual must have an Unrestricted US Passport. Many individuals do not hold a current passport. Is a passport a requirement for all positions?Yes.
39Would the Government consider relaxing the requirement to provide supporting detail for Direct Labor Rates, Indirect Rates and Fee for the Prime and subcontractors?See response to Question 34 above.
40Period of Performance is stated as one (1) Base Year of 11 months while the Base Period is described as starting 30 September 2018 through 29 June 2019 or 9 months. Which is correct?See response to Question 7 above.
41Is there a separate CLIN for costs associated with Phase-In?See response to Question 16 above.
42Would the Government describe the requirements for completing the unit and ceiling prices by labor category? Please rephrase the question. It is unclear as to what you are looking for.
43Is the requirement to input a fully priced one-month level of effort by labor category?I am assuming you are referring to the Phase-In CLIN. The cost associated with this CLIN should be based on the contractor's costs associated with performing Paragraphs C.2.18.1 and C.2.18.2 on pages 14 and 15 of Amendment 0001 and any other costs associated with phase-in.
44Are the associated overtime hours from the Government pricing attachment (GFPM) to be included in the Section B Price for each labor category?See response to Question 21 above.
45Are the total prices input in Section B to equal the pricing from Attach_0001_-_902_SSR_GFPM_Rev_1?Yes. Section B on pages 5 through 10 of Amendment 0001 have been updated to reflect this change.
46L.14.2.1.1 states offeror shall complete Attachment 0002 GFPM. GFPM document included in the solicitation is labeled as Attach_0001. Which is correct?Paragraph L.14.2.1.1. on page 78, M.2.1. (M.II.2.) on page 81, and M.4.2.3. on page 84 in Amendment 0001 have been corrected to reflect this change.
47Is the contractor to assume a productive man-year to be 1920 hours for the solicitation?Yes
48In the workbook there are references in Col. B to PWS paragraphs that don't appear to match up with the actual PWS numbering. For example, all of para. 5 is the table of CDRL deliverables. These might have been left over from a legacy effort, perhaps? Also, since there is a requirement for transition-in/out, but not a separate CLIN, should we assume we're using the same already being billed under the performance period (which would make sense given you don't want to pay 2x for the same thing? The paragraph references on page 33 and 34 of Amendment 0001 for the following Labor Categories have been updated as follows: Access Control Physical Security manager is incorrect. It currently reads PWS C.3.1 and it has been revised to C.3.3.2. Personnel Security Manager is incorrect. It currently reads PWS C.3.1 and it was revised to C.3.3.1. Physical Security Specialist is incorrect. It currently reads PWS C3.3.2.2 and it was revised to C3.3.2.1. This changes is also reflected in Amendment 0001 to the GFPM.
49Hours Estimated for 9-month base period: The Government provides 1440 for the total number of labor hours for the 9-month base period (4 weeks * 40 hours * 9 months). However, there are three months within the base period that have 5 work weeks. Will the Government considered amending the costing sheet to reflect 1560 hours?Attach 0001 has been updated to reflect 1560 hours and this change will be reflected in Amendment 0001.
50Government issued pricing table: The government’s pricing table has two employees listed for the Information Security Specialists positions. However, the CLIN structure breaks out the Information Security Specialist positions into two CLINs. Will the Government please modify the pricing table to allow vendors the opportunity to provide fully burdened rates for both positions and effectively crosswalk over to the CLIN structure?Section B CLIN Structure has been revised and pages 5 through 10 of Amendment 0001 have updated reflect this change.
51Volume I Technical Evaluation: Will the Government evaluate all components of Volume I or only the three specific questions provided in the Solicitation? For example, would a corporate capabilities overview that demonstrates a track record of accomplishing the requested work be evaluated if it were included in Volume I?The Government will only evaluate the information required by Paragraph L.14.1. No additional information will be taken into consideraton.
52Submission of 2 copies: On block 28 of the SF 1449 there is a reference of submitting two copies. However, the proposal is submitted through ARMDEC. How does the Government desire us to submit two copies?Block 28 has been updated to reflect 1 copy. Only 1 copy is required to be submitted through ARMDEC. This change will be reflected in Amendment 0001.
53Phase-In and Base Year: In section C.2.5, the Government states that the PoP shall be a 30 day phase in, one (1) base year of 11 months….. The base period then provided is from 20 Sept 2018 – 29 June 2019, which is 9 months. Further, in section F.1 Period of Performance, the Government references a 30-Day phase in and a 9-month Base Period of 1 Oct 2018 – 31 May 2019, which is only 8 months. Can the Government: clarify the Base Year Duration and is the hours associated with the 30 days phase in included in the Base Year PoP or Separate?See response to Question 7 above.
54If the 30 days phase is included in the Base Year PoP, will the governement provide an updated costing sheet as the current costing sheet requires the phase in period to be separated from the base year PoP ("Totals" tab , row5 column K)See response to Question 16 above.
55C.1.1 states that this contract will require the contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non - personal services necessary to perform security administrative support services as defined in this Performance Work Statement (PWS).” This is contradictory to the three sections that follow:

C.2.8 Place of performance - Government facility located at Ft. Meade, MD. Contractor generally does not provide equipment, supplies, facilities, tools, materials, etc. within government facility and the above paragraph should be removed.

C.4.2.2 Physical Security – safeguarding government equipment, information and property …

C.4.2.16.1 Facilities: Specifically states that the Government will provide necessary workspace, computers, etc.

Question: Sections C.2.8, C.4.2.2, and C.4.16 appear to contradict what is stated in section C.1.1. Would The government please clarify the contractor obligations to the PWS, so we have a clear understanding of what is to be provided.See the response for Question 28 above.
56In PWS Section C.4.2.6 Proprietary Information: Contractors are required to sign a Non-Disclosure Agreement (NDA) that shall be kept on file by the COR.
Question: An NDA was not provided by the government with the solicitation documents. Is it the government intention that the personnel will execute and NDA on the first day of reporting to work on the contract? Please clarify.Yes. It is the Government's intention that all personnel will execute a NDA on the first day of reporting to work on the contract that results from this solicitation. Paragraph C.4.2.6 on Page 21 of Amendment 0001 has been revised and Attachment 0014 on page 73 of Amendment 0001 has been added.
57RFP Section M.1.1.1 – Lists only two evaluation factors:

a. Technical Factor (Vol 1)

b. Cost Price Factor (Vol 2)

We understand that according to Section L.15.1 - the resumes and letters of commitment will not be evaluated as part of the Best Value Tradeoff, but failure to submit compliant documents may lead to rejection of a proposal IAW M.2 (Rejection of Offerors).

Volume 3 (Administrative) is where resumes and LOCs are to be provided, along with copies of certificates, offeror fill-ins, period of acceptance, statement of acknowledgement, Assumptions, OCI statement, and facility clearance. Is it the governments intention not to evaluate the contents of Volume 3? If not, would the government please provide the evaluation criteria for the remaining sections of Volume 3.Volume III will not be evaluated but contractors must comply with the documents required in Volume III in order to be in compliance with the solicitation. Failure to provide the required documentation could result in rejection of offer.
58C.3.3.2.5. Security Systems Operation and Maintenance Support: The Contractor shall operate and maintain equipment specific to access control facilities including alarm systems, access devices to include installation, maintenance of any related security systems. The contractor shall perform the following as appropriate: installing, maintaining, repairing, and monitoring access control devices, both electronic and mechanical, systems that support these devices and office equipment; and maintaining and operating Structured Query Language (SQL) database to support the access control system and other incidental SSO security-specific office systems.
Question: Would the government please identify the security systems that the vendor will be responsible for maintaining, repairing and operating as it relates to PRS #16 (Section C.8.1).Equipment is subject to change but currently is is a proprietary alarm system using DMP, Bosch, and SIS components. Access control is the LENEL system referenced in the solicitation. Paragraph C.3.3.2.5 on page 18 of Amendment 0001 has been updated. No change will be made to PRS#16 on page 31.
59Please clarify which information systems and equipment the contractor will access versus those the contractor will maintain. Please provide historical information on the Certification and Accreditation / RMF status, as well as, the historical level of uptime of the systems the contractor is required to maintain.(C.3.3.2.5, page 32; PRS #16, page 45)The contractor will access NIPR, SIPR, JWICS, ans SAP networks. Contractor will maintain the alarm and access control systems. All systems are certified and accredited by the Government. Uptime is 100%.
60Are you certain you want to proceed with a FFP-LOE? Have you considered a FFP and include a Section H clause that states, "Any position vacancies that extend past ten (10) working days will not be invoiced and the accumulated cost will be decremented from the monthly invoiced FFP."
The Government reviewed all contract types and determined that FFP LOE is the appropriate contract for this action. We appreciate your feedback but no change will be made in the contract type for Solicitation

W911W4-18-R-0030.

61I don't think this applies anymore does it? I'm unsure what you're actually asking for since the surge option pricing is included in the GFPM. I wouldn't expect the surge option rates to differ whatsoever from the straight time labor rates. Also, you've set the surge CLIN up so you'll have to exercise the entire amount even if you're only trying to use a small number of hours for a single labor category. Shouldn't you convert this to the total of hours (unit) (i.e., 223 total for the base) since under the LOE you're only required to deliver effort? It will give you more flexibility in ordering, too. L.14.2.1.1.2. Surge Option - In the applicable tabs/cells of the GFPM, the offeror shall insert its proposed fixed price surge option FBLR for each applicable labor category. A single labor rate shall be proposed for each labor category. The proposed (FBLR) shall be a blend of the prime and subcontractor loaded labor rates (if applicable). The offeror shall provide the basis for the proposed surge option FBLR in a separate Offeror Format Pricing Model (OFPM) Excel Workbook and as part of its cost/price narrative. All over-time hours are estimates and are for proposal purposes only.Paragraph L.14.2.1.1.2 has been updated in Amendment 0002 to remove the following information on page 78: "The offeror shall provide the basis for the proposed surge option FBLR in a separate Offeror Format Pricing Model (OFPM) Excel Workbook and as part of its cost/price narrative. All over-time hours are estimates and are for proposal purposes only."Updated 10 Jul 18
62C.8.3 - Requirements Table - Access Control/Physical Security Manager LENEL Certification. Recent release of questions and Answers (Q&As) stated that LENEL LCP certification is required for Access Control Physical Security Manager's position. We have conducted extensive searches on widely recognized national and global Job Boards in the country (Monster, Dice, Career builder, Zip Recruiter, LinkedIn) as well as staffing firms for a TS/SCI cleared candidates with a LENEL LCP certification. This search expanded to over 10 million resume databases and 3 staffing firms specialized in government market. We have found many candidates without security clearance and LENEL certifications or Security clearances and LENEL experiences without LCP certification. Due to this challenge, we request government consider allowing selected vendor to propose candidates with equivalent LENEL experiences with TS cleared candidate with commitment to get the candidates certified within 6 months of contract award, as authorized by the DODI 8570.1.M for IAT certification requirement. Request changes to LENEL certification requirement to 6 months of contract award to increase competition and still meet the government requirements.
Amend 0003 has been issued to revise the LENEL requirement under Paragraph L.15.1.3. as follows: "LENEL Registration: A document showing that the candidate is registered and scheduled to complete the LENEL Course (LENEL Certified Professional (LCP) or higher) by 31 Aug 18 for the Key Personnel listed at PWS Paragraph C.3.1.2."
Updated 13 Jul 18
63For Volume 1 - Technical, does the 5 page count exclude a cover page and table of contents?Yes. The five pages excludes a cover page and table of contents.
64Regarding the 902d MI Security Support Services RFP, we have encountered significant challenges identifying a qualified candidate who holds a LENEL Certified Professional (LCP) level certificate. For the proposal, would the government accept a candidate who is registered and scheduled to complete the LCP course by the time the contract is awarded? Since we are not able to find a candidate who holds this LCP certificate, our firm would like to pay for a qualified candidate to complete the course. The candidate would otherwise meet the other requirements on the date of the proposal submission.See response to Question 62 above.
65Through Amendment 2, with the removal of both L.14.2.2 and L.14.2.3, there were no updates to M.4.2.2. With the removal of the requirements for data supporting the base labor rates, will the Government be making any adjustments to how they determine reasonableness? An offeror without an understanding of market wages in the Ft. Meade / National Capital Region who otherwise understands the SSO requirements could submit unreasonable rates that under FAR 15.404-1(b)(2)(i) would be reasonable on a competitive commercial contract, but unexecutable post award. No change will be made to Paragraph M.4.2.2. Offerors are responsible for ensuring they can perform at the prices they proposed. The Government reserves the right to request additional data if we are unable to determine reasonableness.
66The LENEL certification AND TS clearance combination are not a readily available skill set in the labor market. We feel this is an unfair discriminator for the incumbent. As a result the Government would only receive a higher cost lower quality bid due to non-existent labor market competition!See response to Question 62 above.
67I'm assuming this posting supersedes the other two (per the screenshot below) and the content herein should be the basis for offeror responses, through formal amendment 0002. You may want to add language and clarify the PSC change and note that the release of the other information on the previous two announcements is consolidated under this version, (i.e., SYNOPSIS). If this assumption is incorrect, please adviseNo PSC change has been made to this solicitation. Amendment 0003 is being issued today. Amendment 0003 contains all the changes that were made in Amendment 0001 and 0002. Offeror should submit their final proposal using Amendment 0003 and all the attachments that have already been posted to FBO.
68In attachment 1, the instructions state that, "In Columns J. a person legally authorized to bind the offeror shall enter their name for certification. This person is certifying that the offeror will provide personnel at the proposed price that meet the minimum qualifications in accordance with the solicitation throughout the entire performance period of this effort. In Column K. the same person shall enter the date of certification."Please confirm that this requirement is only applicable to the key personnel who are required to be registered for the LENEL certification and not for the other personnel who do not have a requirement to hold other certifications as stated in the minimum requirements. Also, please confirm that we are required to provide the name of the proposed person in Column J (Offeror Certification) and the date we expect the person to complete the certification.Certification is required for all positions to include the key personnel.
