About this file
The document is a Questions and Answers file from an Industry Day Site Visit for a U.S. Army contract to design and build an environmental enclosure at Aberdeen Proving Ground in Maryland. The enclosure will be constructed inside an existing surety chamber for testing full ensemble protection of an articulating mannequin against chemical warfare agents (HD, GD, and Methyl Salicylate). Key technical specifications include desired external dimensions of 22 feet long by 10 feet wide by 9 feet tall, stainless steel internal surfaces, temperature control from 0-50°C, and an exhaust system capable of 5000 cfm. The project is planned as an enduring capability for the next 20-30 years, with the government seeking Government Purpose Rights for design documentation.
The Industry Day is scheduled for 17 September 2025, with participant registration required by 10 September 2025. Specific site details include available power (208Y/120V 3 phase and 480Y/277 3 phase), a control room 80 feet from the chamber center, and an outside concrete pad 65 feet from the chamber center. The enclosure must support a moving mannequin with a steel support frame estimated to weigh 200-400 kg, be elevated 6 inches from the existing structure, and capable of supporting four adults plus ancillary equipment. Contractors are encouraged to propose recommended maintenance levels and frequencies, and will be allowed to take precise measurements upon contract award.

Notes on questions and discussion that arose from the Industry Day Site Visit.
1) Weight and dimensions of the ancillary equipment?
a. Ancillary Equipment that will need to be supported includes a moving mannikin with a steel support frame, which is estimated to weigh 200-400 kg. The mannikin and support frame dimensions are TBD.
2) What is the required negative differential pressure on the chamber?
a. -0.5 inches water
3) What utilities are available to the chamber?
a. Power and water are available
b. Natural gas is not available
c. Please ask specifically if other utilities are in question
4) Is CBRN filtration required on the exhaust
a. It is desired, but not a firm requirement
5) Will this be a Defense Rated Contract
a. No
6) What are the airflow capabilities of the exhaust system within the chamber?
a. 5000 cfm
7) Can condensation be drained into chamber drain?
a. No, condensation must be captured and managed outside of the chamber drain.
8) Can the outside concrete pad be bolted into?
a. Yes
9) What agents will be used in testing?
a. HD, GD, and Methyl Salicylate
10) Will the Government be adding a lifespan for the enclosure into the SOW?
a. This is planned to be an enduring capability for the next 20-30 years. The test fixture is not planned to be stood up and taken down repeatedly.
11) Are there seismic requirements?
a. No
1) What is the heat load of internal equipment (mannikin)?
a. TBD
2) What level of design and drawings are needed?
a. As-built designs are desired to the level of detail required to perform routine required maintenance.
3) What level of maintenance will be required as part of the contract?
a. The contractor is encouraged to identify the recommended level and frequency of maintenance (preventative, routine).
4) What is the distance from the control room to the inside of the chamber?
a. Control Room to Chamber Center 80ft Range. To the furthest part of chamber+20ft. This does not include any vertical distances the may need to be added. The contractor will be allowed to take more accurate/specific measurements upon contract award.
5) What is the distance from the outside concrete pad to the inner chamber?
a. Furthest part of pad to chamber center is 65ft. The contractor will be allowed to take more accurate/specific measurements upon contract award.
6) What power is available?
a. 208Y/120V 3 phase and 480Y/277 3 phase are available.
7) What level of data rights is the Government seeking? Government Purpose Rights?
a. Government Purpose Rights
8) What are the heights of the lines/stanchions at the gate of the entrance to the chamber?
a. Outside Steam Pipe Height: 14ft, 6 in. The contractor will be allowed to take more accurate/specific measurements upon contract award.
