About this file

This file is a detailed Questions and Answers document from an Industry Day Site Visit related to an environmental enclosure procurement by the U.S. Army Contracting Command at Aberdeen Proving Ground. The project involves designing and building an enclosure inside an existing surety chamber for testing full ensemble protection of an articulating mannequin against chemical warfare agents, with specific technical requirements including stainless steel internal surfaces, external dimensions of 22 feet long by 10 feet wide by 9 feet tall, and doors on each 22-foot side. Key details include a fixed-price (FFP) contract anticipated for award in November 2025 with a 12-month period of performance, temperature control from 0 to 50°C, and specific environmental control specifications such as maintaining +/- 2 degrees Celsius and +/- 5% relative humidity.

The document provides extensive technical clarifications, including acceptable construction materials like butyl caulk for seals, washdown-rated electrical components, and confirmation that the contractor is responsible for installation. Notable requirements include an elevated floor capable of supporting four adults plus equipment, compatibility with bleach or caustic solutions, and the ability to assemble the enclosure either in place or through a 13-foot by 10-foot door. The government will host an Industry Day Site Visit on 17 September 2025, with registration required by 10 September 2025, and emphasizes that contractors must confirm exact measurements and design specifications during the contract award process.

No.Question / General Feedback
1Does APG have an approved chem agent surety barrier protocol that we will be required to adhere to? If so, can a copy be provided with the RFP?We are engaging out safety office on this question.
2The tightness of the temperature, RH and wind speed requirements will directly affect the cost of the system. Note: a standard +/- 2% RH tolerance can significantly increase cost. +/- 2% RH is easier to hit at elevated temperatures but can significantly increase cost at lower temperatures where small fluctuations in the amont of moisture in the air can have a dramatic effect on the RH.The desire is to achieve +/- 2 degrees Celsius and +/- 5% RH, however we are open to discussion on the impacts on cost at other tolerances if they are presented in a proposal.
3Please note, that there will be some portion of the flow path that is positively pressured if a recirculating flow path design is developed. This air stream will be positively pressure relative to the surety chamber and have agent in it, will this be acceptable?Yes, we understand that one side of the recirculating fan would have a positive differential pressure to the other side of the recirculating fan.
4If the environmental control equipment is placed in the recirculation flow path, this equipment will be contaminated with the agent, does this equipment need to be accessible or removable in order to be surface wiped down? No, this would not need to be accessible for surface wipe down if it is not something that does not require maintenance. Configuring the chamber for maximum access for maintenance activities is desireable.
5Is the 1 year PoP a hard requirement and is there flexibility? If so, what is the driver for the schedule? The 1 year PoP may drive cost. The could be flexibility of 6 months.
6Would using butyl caulk for the seals on the chamber (e.g., large connections, seams between stainless steel sections) be acceptable?Yes
7Would all non-hazards related testing (i.e.,T, RH, wind speed, mixing, pressure/containment, condensation) conducted at vendor site prior to install at APG be acceptable to demonstrate requirements are met?No, we would need to perform verificaiton after installation.
8Does APG have any Union associated trade staff that must be used to support installation or would the contractor be required to provide non-Union personnel? The contractor will be responsible for installation of their equipment. If modifications need to be made to existing space to support installation, we will provide the necessary trade staff.
9Can the Government provide details on type of contract (FFP versus cost)?FFP
10Can the Government provide details on the procurement approach including evaluation factors and criteria for award? Will be sent out with RFP in near future.
11Have there been any requirements and/or design changes contemplated for execution by the Project Team as a result of the meetings and walkdown? If so, can these be shared? No
12Is the project still anticipated to be awarded in November of 2025 with a 12 month period of performance?Yes
13Is a defense rated contract anticipated?No
14Can you please provide the exact dimensions of the 13’ x 10’ nominal door within +/- ½ inch?We will provide more exact dimensions, but note that it is the contractor's responsibility to confirm the measurements to ensure the ability to install the enclosure.
15Do you want explosion-proof lighting, power receptables and design utilized throughout the enclosure, NEMA 4 or just washdown rated?Washdown rated
16Do you have a preference on the type of door sealing mechanisms and manufacturers? There is no preferred mechanism or manufacturer; however it is required to use a mechanism that can be operated by personnel in personal protective equipment (PPE), and is capable of withstanding many entries without maintenance.
What is the distance from the control room to the inside of the chamber?Control Room to Chamber Center 80ft Range. To the furthest part of chamber+20ft. This does not include any vertical distances the may need to be added.
What is the distance from the outside concrete pad to the inner chamber?Furthest part of pad to chamber center 65ft

What are the heights of the lines/stanchions at the gate of the entrance to the chamber? Outside Steam Pipe Height: 14ft, 6 in. Note that the contractor will be allowed to take exact measurements upon contract award to ensure the ability to install the enclosure.
