About this file
This document is a Request for Information (RFI) issued by the Joint Project Manager for Chemical Biological Radiological Nuclear Protection (JPM CBRN Protection) to identify potential sources of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS)-free, High Efficiency Synthetic Particulate Air (HESPA) media for use in the Joint Service General Purpose Mask (JSGPM) M61, GP, and C2A1 canisters.
The key objectives of this RFI are to understand the current availability, developmental solutions, and production status of PFAS-free particulate filtration media that can meet or exceed the Government's performance specifications for particulate protection, chemical warfare agent (CWA) challenge, and flame resistance. The RFI also seeks to gather information on the feasibility of integrating any identified PFAS-free media into the existing JSGPM canisters. While the Government is not issuing a formal solicitation at this time, respondents are advised that funding support may be available to assist with development costs for refining PFAS-free media and its incorporation into current or equivalent filters.

Request for Information (RFI) Joint Service General Purpose Mask (JSGPM)
Alternative Particulate Filtration Media
W911SR-24-RFI-JSGPM
Q1. Is the USG’s ultimate objective to leverage RFI feedback to:
a. identify a PFAS-free filter media to be sourced in future production of current filters; or
b. identify/develop new filters that employ PFAS-free filter media?
A1:
a. Yes, the Government’s objectives as detailed in the RFI, are to identify PFAS-free media.
b. No, this is not the objective of the RFI.
Q2. Are the performance objectives listed in the RFI based on media performance when incorporated in the M61, GP, and C2A1 or are they protection requirements for any filter type?
A2. Objective of this RFI is on filter performance when incorporated in the M61, GP, and C2A1 Canisters.
Q3. Does the USG have expectations for certification PFAS-free filters to any specific standards?
A3. Emphasis of this RFI is on PFAS-free filter media.
Q4. Would the USG consider funding support to assist industry with development costs to refine PFAS-free filter media and its incorporation into current or equivalent filters to meet the stated performance objectives?
A4. This RFI is solely for information and planning purposes and does not constitute a Request for Proposal. There are no defined requirements at this time.
Q5. The particulate protection description says that "aerosol filtration shall not be greater than 0.010%..." Is that meant to be the aerosol penetration or MPPS? I think the wording is confusing our team a little bit. We are accustomed to filtration being specified as greater than a value (99.99% etc) with greater than a specification being better performance, and the penetration being specified as less than a value (0.01% etc) with less than a specification being better performance.
A5. Aerosol penetration.
Q6. Are the stated requirements around the filtration media alone or the media installed in the canister? (A) Particulate Protection (flow rates & humidity), (B) CWA challenge tests and (C) flame tests (ASTMF1358)
For example, we expect the flame resistance to be different for media spread out as a sheet or membrane as opposed to pleated and packed into a cartridge.
A6. The purpose of this RFI is to solicit information on the current availability, developmental solutions, production status of alternative PFAS-free, particulate filtration medias that have the potential to meet and/or exceed current Government performance specifications, and integration into Joint Service General Purpose Mask M61/GP, and C2A1 canisters.
Q7. We currently work with some teams at APG CCDC CBC. Would they be allowed to participate or sub if an RFP is released? That isn't directly relevant to the RFI but I wanted to understand if those existing relationships would be allowed to be leveraged especially for testing/validation steps in a potential program.
A7. We cannot speculate for a potential requirement that may or may not materialize. This RFI is solely for information and planning purposes and does not constitute a Request for Proposal. There are no defined requirements at this time.
