Section A - Solicitation/Contract Form

EXECUTIVE SUMMARY

A.1. The Chemical Materials Activity (CMA) requires a contract to provide operational readiness, closure and transition support, real property support, Department of Army Base Realignment and Closure (BRAC) support, environmental planning, operational readiness support and technical support for Pueblo Chemical Depot (PCD)/ Blue Grass Chemical Activity (BGCA), igloo closure compliance support, environmental support at Tooele Army Depot – South [TEAD-S] and real property support. This effort may also be used to support the Assembled Chemical Weapons Assessment (ACWA) program, Joint Material Command (JMC), and other organizations within the ARMY.

A.2. This is a Request for Proposal (RFP). The Government intends to award a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) for the requirements listed within this solicitation.

A.3. All questions regarding this DRAFT solicitation shall be submitted in writing to the email address listed below by 12:00 p.m. (Noon), daylight standard time (DST) on 01 May 2019. Questions should be submitted using the attached Excel spreadsheet labeled “Solicitation Questions Template.” The answers to all questions will be posted at one time, after the Government team has had a chance to adequately address them. NOTE: A “Questions and Answers” Excel Spreadsheet from the posted Special Notice, W911SR-19-R-CMA1 is also attached for reference.

A.5. The Government intends to evaluate proposals and award a contract without discussions with offerors, pursuant to FAR Clause 52.215-1, Instructions to Offerors – Competitive Acquisition. The Procuring Contracting Officer may ultimately decide to hold discussions with offerors in the competitive range if it is deemed to be in the best interest of the Government.

A.6. It is anticipated that the contract resulting from this solicitation will have a sixty (60) month ordering period.

The period of performance will be specified in each Task Order. No task orders will be issued under this contract, nor any new work added to any previously issued task order, after the end of the ordering period. No task orders will extend past six months after the end of the ordering period.

A.7. Period of Performance. The period of performance will be specified in each Task Order. No task orders will be issued under this contract, nor any new work added to any previously issued task order, after the end of the ordering period. Performance may begin at any time during the ordering period. Any extension to performance periods in individual Task Orders will be made by the Contracting Officer in writing in accordance with appropriate authority (e.g., changes clause etc.). The Contractor shall not perform beyond the current period of performance for which the Contractor has authority, nor will the Government be liable for costs incurred by the Contractor for performing in a period without authorization. B.1. Contract Limitations

B.1.1. The guaranteed minimum of this contract is $2,500.00.

B.1.2. The guaranteed minimum of this contract will be satisfied via the first task order at $2,500.00.

B.1.3. As referred to in paragraph (b) of FAR Clause 52.216-22, “Indefinite Quantity” of this contract, the contract minimum quantity is a total of $2,500.00. The maximum quantity is the total “not to exceed” amount of TBD for the cumulative sum of all orders to be issued under this IDIQ contracting vehicle. This maximum amount set forth herein is the total available for all orders issued under this IDIQ contract. The maximum amount may only be exceeded with prior written approval of the Procuring Contracting Officer.

PERFORMANCE WORK STATEMENT

PROCUREMENT ACTION: U.S. Army Chemical Material Activity.

TITLE: Comprehensive Transition Planning for Chemical Materials Activity (CMA) Sites and Headquarters (HQ)

1.0 SCOPE. The scope of this effort is to provide operational readiness, closure and transition support, real property support, Department of Army Base Realignment and Closure (BRAC) support, environmental planning, operational readiness support and technical support for Pueblo Chemical Depot (PCD)/ Blue Grass Chemical Activity (BGCA), igloo closure compliance support, environmental support at Tooele Army Depot – South [TEAD- S] and real property support to the Joint Material Command (JMC). In addition, the Contractor shall furnish personnel and services to perform technical, mechanical and environmental-related support set forth in this Task Order (TO). This contract includes support of facilities and infrastructure; strategic, compliance, and planning programs; environmental management support; stockpile and storage support, information management support and support of the Environmental Assessment process for PCD and BGCA installation efforts.

1.1 Background. The CMA Transition Management Office (TMO) is responsible for integrating the overall transition approach for the chemical storage activities, depots, and chemical demilitarization facilities. The focus of the TMO is to provide direction for each of the seven P’s – people, plant, place, public, property, paper, and performance. Currently, each of the Ps has an associated objective and each site transition manager is tracking progress towards those objectives. Also, each CMA site has prepared a Transition Planning Guide and all site activities are focusing all activities towards a single closure in relation to the planning guide. The end goal is to ensure CMA resources are properly utilized while adjusting closure schedules and costs. CMA continues to marshal the resources and guidance needed to ensure both sites complete their closure mission in a timely, safe and cost effective manner.

1.2 Objectives. The two objectives of this contract are to 1) update and support maintenance of site closure action plans and project execution schedules 2) support ongoing operations at PCD and, 3) support CMA HQ with environmental and human capital activities.

The CMA sites (PCD and BGCA) are exploring opportunities to execute closure activities after formal completion of operations as well as dealing with periodic changes to closure strategies. These plan modifications need to be captured and schedules shall require modification based on actual operational data. Strategies developed from this task will support the CMA HQ (TEAD-S), JMC, and PCD/BGCA Commanders in making timely decisions in preparation for ultimate closure.

As a result of lessons learned from completed CMA site closures, it has been determined that PCD requires management and technical expertise, beyond that found within the existing federal work force, to support the installation’s mission. This scope of services will include technical services and program support to a number of installation divisions and departments. The Government team will oversee the required services which will include program management, operations, and technical support involving facilities and infrastructure, strategic planning, planning and implementation support, inspection and compliance program support, environmental management support, and stockpile storage and planning support.

An additional objective of this effort is to achieve all transition objectives in a safe yet cost effective manner.

3.0 GENERAL REQUIREMENTS

3.1 In accordance with this PWS, the Contractor, as an independent Contractor and not as an agent of the Government, shall provide the necessary resources (except for those identified as Government furnished property or assistance).

3.2 The Contractor shall provide technical planning and coordination of time-phase operational readiness and closure planning activities for CMA PCD/BGCA/TEAD-S/JMC sites which are in transition. The Contractor shall be familiar with Army site operations to address the best way to interface simultaneous tasks at any given installation, chemical activity, and chemical demilitarization plant.

Similarly, transition from a storage only mission to full operation demilitarization mission to final closure will require a coordinated and integrated process. The Contractor shall provide programmatic support, IAW paragraph

1.2 to PCD and BGCA.

3.3 Transition Management (HQ) Elements, Pueblo Chemical Depot Support, Treaty Support, and Chemical Stockpile Emergency Preparedness Program (CSEPP) Support are all tasks of this contract. The Contractor shall prepare and submit a Progress and Status Report in accordance with this contract. (CDRL A001)

3.3.1 Mission Risk Planning

3.3.1.1 The Contractor shall prepare and submit a risk analysis of operational ramp up through closure, schedule, and risk analysis at PCD and BGCA. The Contractor shall research and document the integrated ramp up activities and validate those events included in the operational readiness plan. This risk analysis shall identify every aspect of readiness to include but not be limited to: property management, chemical operations, laundry operations, laboratory transition and new laboratory systemization and start up, environmental compliance, and waste management. For proposal purposes, the Contractor shall assume two analysis and eight updates per year. (CDRL A002)

3.3.1.2 The Contractor shall provide PCD and BGCA with data collection, property accountability (real and personal) action, and General Fund Enterprise Business System (GFEBS) data input support. For proposal purposes, the Contractor shall assume reviewing and revising 10 DA Form 1354s (TRANSFER AND ACCEPTANCE OF DoD REAL PROPERTY) and total preparation of 5 additional DA Form 1354s, and real property reconciliation of 100 structures for this effort. This support shall consist of real property, and hands-on Help Desk and Training to better enable and ensure the successful implementation of the GFEBS system. (CDRL A003)

3.3.2 Human Capital and Training Support

3.3.2.1 The Contractor shall support the government with analysis of workforce characteristics to include retirement eligibility and skill sets by individual employees as specified by CMA HQ, PCD and BGCA. Components shall include directorate, retirement plan, age, years of service, and individual career future plans. These studies will support CMA requirements to identify potential staffing risks and impacts to operations and closure activities.

Contractor shall also provide database updates, as required, to help CMA employees plan for future employment.

3.3.2.2 The Contractor shall work with CMA HQ, PCD, and BGCA in preparing and obtaining training related material associated with civilian benefits. The contractor shall support CMA with One Stop Centers and Workforce Investment Act and working with each site local Department of Labor offices. The contractor shall develop products to assist employees with their “Transition to Life after CMA.” For proposal purposes, the Contractor shall assume supporting four independent government job fairs (2 days per fair). 3.3.2.3The Contractor shall provide training to government employees which may include site specific Resource Conservation Recovery Act (RCRA) and Hazardous Waste Operations and Emergency Response (HAZWOPER) training.

3.3.3 Closure Support

3.3.3.1 The Contractor shall review, and make recommendations for the development and implementation of PCD and BGCA contamination, and storage history reports. These reports shall support those activities in the final closure of igloos IAW CMA guidelines. (CDRL A009) The Contractor shall also develop and/or provide reviews and recommendations, as appropriate, to associated supporting documents, including the Unventilated Monitoring Test plan and the Equipment Decontamination Plan. For both sites, the Contractor will assume minor corrections to existing developed plans. For this effort, the Contractor shall assume one plan update for each site per year. (CDRL A006)

3.3.3.2 The Contractor shall provide input to the preparation of General Population Limit (GPL) monitoring support documentation, either verbally or informally, in support of CMA property transfer of igloos, warehouses, support buildings, and other property potentially contaminated by chemical agent. The GPL monitoring requirements shall be incorporated into regulatory and permit related documents agreed to between the regulators and the Government.

The Contractor shall perform quality assurance/quality control (QA/QC) on the implementation and performance of the GPL air monitoring requirements. The Contractor shall prepare Certification Data Packages for each potentially contaminated structure and/or personal property, as appropriate. GPL testing information shall be included in the final certification for RCRA closure and/or transfer. A Professional Engineer (PE), certified in the states of Colorado and Kentucky must assist in the conduct of all work and in the development of all Certification Data Packages. For proposal purposes, the Contractor shall assume preparing 250 draft reports for this effort. (CDRL A007)

3.3.3.3 The Contractor shall provide input to the closure planning to include BRAC closure requirements. The Contractor shall maintain an overall closure planning document that includes all requirements necessary fulfill closure requirements. For proposal purposes, the Contractor shall assume four plan updates is required for this effort. (CDRL A008)

3.3.3.4 The Contractor shall provide input to the PCD and BGCA closure planning efforts in support of preparation of their RCRA closure plans and in support of RCRA closure of the hazardous waste management units (HWMUs). The Contractor will work with site personnel in defining sampling requirements and incorporating GPL results to minimize RCRA permit requirements. The Contractor shall assist with RCRA Permit modifications in association with property transfer and RCRA Closure. Assistance, as appropriate, will be provided in support of state agency negotiations, public hearings, and responses to comments. The Contractor shall supply a PE, certified in the states of Colorado and Kentucky, for the purposes of RCRA closure certification. For proposal purposes, the Contractor shall assume one permit modification for each site is required for this effort.

3.3.3.5 The Contractor shall support CMA in clearance requirements for transfer of GSA real and personal property, currently outside of CMA’s control. The Contractor will assist CMA in gathering system contractor documents necessary for property transfer. (CDRL A003)

3.3.4 Laboratory Support

3.3.4.1 The Contractor will support the PCD lab in the development and modifications of standard operating procedures (SOPs) and analytical methods. The contractor shall support 10 SOPs and development of two analytical methods for laboratory operations during operation through closure.

3.3.4.2 The Contractor shall provide assistance with the review and quality control of data generated from analysis in order to determine whether the data are reliable and accurate. Assistance includes data review and validation, as appropriate, including data review and input into the Quality Control Data Reporting Software (QCDRS) and Access databases, uploads data to QCDRS, and generation of necessary reports at established intervals.

3.4 Support to Pueblo Chemical Depot

3.4.1 Department of Public Works (DPW) Technical and Maintenance Support

3.4.1.1 The Contractor shall provide a maintenance manager to perform planning, organizing, and tracking base maintenance requirements and activities. The maintenance manager is required to perform purchase order tracking, GFEBS input, quality assurance, database creation and update, compiling the list of supplies to be ordered, logistical coordination, and GIS mapping.

3.4.1.2 The Contractor shall provide support to repair and maintain equipment, including generators, vehicles and heavy equipment. Generator maintenance includes preventative maintenance and repair of the Depot’s thirty generators, including those used in the operation of the explosive destructive system (EDS). A heavy equipment mechanic shall be provided to maintain the base’s heavy equipment including loaders, forklifts, tractors, multi axle trucks and trailers. A commercial driver’s license (CDL) is required.

3.4.1.3 The Contractor shall provide personnel to operate the drinking water system; drinking water operator certification is required and other certifications may be added as directed by the Government. The Contractor shall support plant operations to include preventative and emergency maintenance work; water testing and system monitoring and all work associated with water plant operation to maintain environmental compliance for EPA’s Safe Drinking Water Act; support flushing and monitoring plan development and implementation. Maintenance to include but not limited to well inspection and rehabilitation, valve and pump maintenance and replacement, and pipe repair. Monthly maintenance and emergency repair outside of base operating hours will be required.

3.4.1.4 The Contractor shall provide facilities and property maintenance support to service buildings, grounds, equipment. The Contractor shall provide personnel that have a variety of construction and equipment operation skills: including experience with heavy equipment, plumbing, and carpentry and minor interior repairs. Vegetation management (Tree Cutting and Noxious Weed Control) may also be required. Maintenance personnel will need to assist in snow removal efforts, in addition to their main duties. The Contractor will be required to provide two trucks for maintenance personnel. Personnel will require background checks to allow for unescorted access into the chemical limited area.

3.4.2 Environmental Compliance Support

3.4.2.1 The Contractor shall maintain and update the RCRA Operating Record. The Contractor will scan and add new documents to the RCRA Operating Record; for proposal purposes, the contractor shall assume 200 documents.

The Contractor shall review the operating record and correct incorrect titles, duplicate entries, etc. The Contractor shall organize environmental records to report to state of Colorado of the contract, and provide input to the Government in preparation of environmental compliance reports for the State. 3.4.2.2 The Contractor shall provide support to the Environmental Management Office (EMO) in preparation of memos, letters and official correspondence for the department; ordering supplies; coordination of staff schedules, and training. The Contractor shall support the PCD environmental manager in preparing briefings (12); support the government in preparation for public hearings and monthly Restoration Advisory Board meetings; and support for community outreach activities.(CDRL A010).

3.4.2.3 The Contractor shall identify and categorize PCD major programmatic environmental items. Input to be provided may include, but is not limited to, the following: environmental baseline surveys; air permitting; Building 510 area groundwater monitoring and reporting; program planning and management (including environmental compliance and permitting support, and related regulatory support); waste management and recycling; RCRA and National Environmental Policy Act (NEPA) support. (CDRL A011)

3.4.3 Planning Support

3.4.3.1 The Contractor shall support the Planning Operations and Training Department (POTD) and maintain training records and database; provide assistance to individuals, supervisors and directors for status of training;

providing administrative and technical assistance to Training Office personnel; assisting employees with accessing training websites; help organize and setup trainings; and provide assistance to inspectors during official audits.

3.4.3.2 The Contractor shall provide program management support to PCD, to update and keep current plans associated with program analyses, cost/benefit, and other management analyses, ISAs, and Memorandums of Agreement, organizational assessments, and implementation plans. The Contractor shall assist in developing complex briefings and presentations for senior management and higher HQ. The Contractor shall support POTD with planning including but is not limited to drafting, annually updating and revising the Installation Continuity of Operations Planning, Biological Preparedness Planning, Chemical Accident/Incident Response and Assistance Planning, Synchronization Planning and related on-going efforts tied directly to the Installation Emergency Management Program. Active national agency checks (NACs) may be required for this task.

3.4.4 Information Management Office (IMO) Support

3.4.4.1 The Contractor shall provide help desk support for IMO activities. Help desk support will require personnel to help solve base personnel’s technological problems and aid IMO with technological support; maintain leased copiers/printers post-wide; initiate service calls when needed; and serve as Level 1 Helpdesk, creating trouble tickets for issues not resolved at the first level. CompTIA+ and Windows 10 certifications shall be required. The contractor shall track equipment maintenance and repairs. Active NACs may be required for this task.

3.4.4.2 The Contractor shall provide support for IMO. Support includes monitoring employee status; inventory records management; quality assurance activities on help desk tickets; minutes of daily meetings; preparation of forms, documents, graphics records and inventory information; organization and maintenance of office supplies, equipment, and documents. The Contractor shall develop, maintain and track inventory and training. (CDRL A012)

3.4.5 Programmatic Support

3.4.5.1 The Contractor shall provide support to the Resource Management Office (RMO) including Automated Time Attendance and Production System (ATAAPS) entry, quality assurance and audit (requires ATAAPs timekeeper designation), not to include certification and approval. The Contractor shall prepare slides for the Commander's briefing of the contract, update databases and spreadsheets, run reports from GFEBS, and filing.

3.4.5.2 The Contractor shall provide support to the PCD Publications Management and Document Control coordinator and Human Resources Office (HRO) in coordinating the Document Control transition plan for closure. Contractor shall assist the government in for planning, organizing and directing the scanning of closure document operations and accomplishment of deadlines IAW PCD Document Policy and AR 25-10.

3.4.5.3 The Contractor shall provide support to the Health and Safety Offices (H&SO). Support of the H&SO shall include creation and maintenance of incident tracking databases and spreadsheet, health and safety reporting, and training tracking. (CDRL A015)

3.4.5.4 The Contractor shall provide support to the Public Affairs Office (PAO). PAO support to include preparation of newsletter; help with Town Hall meetings, Community Advisory Committee meetings; historical file archive; and organization of special events. PAO support to include support to the Commander in community outreach efforts and preparation of outreach plans and materials.

3.4.6 Property and Logistics Support (GFEBS and DPAS)

3.4.6.1 The Contractor shall provide onsite GFEBS support to DPW. Support should include provision of daily GFEBS database input; inventory folders/records and input of assets based on site survey of real property changes. The contractor shall assist in the maintenance of historical record file system and support site in responding to audits and higher headquarter taskers. The Contractor shall assist the Real Property Accountable Officer on monthly audit testing data pulls and contribute to the oversight and management of PCD Real Property inventory and legal Real-Estate instruments.

3.4.6.2 The Contractor shall provide personal property support to the Logistics Department Property Book Officer in the planning, organizing, and researching of the ACWA property accountability and budgeting programs. Support to include preparing, routing, issuing, distributing and filing all correspondence utilizing required records management systems, in accordance with Army Regulations; the entry and upkeep on data in DPAS; receiving and posting equipment and property; use of SLAMIS and FEDLOG; and tracking and database support.

3.4.7 Security, Surety and Inspection Support

3.4.7.1 The Contractor shall provide support to PCD’s Compliance (Surety) Offices in preparation for, and conduct of, and follow-up from Chemical Surety Management Reviews (SMRs) and Chemical Surety Inspections (CSIs). The Contractor shall maintain, operate and troubleshoot the Compliance tracking databases.

The Contractor shall provide subject matter experts in support of inspection preparation, conduct, and follow-on activities. Work shall be performed in accordance with Army Regulation 50-6.

3.4.7.2 The Contractor shall provide support to Security and Law Enforcement Division (SLED), providing advice to the installation on personnel security policies and procedures and personnel security matters. The Contractor shall provide technical and administrative guidance on personnel security issues referenced in DoD 5200.2-R Personnel Security and reports. Active NACs clearances may be required for this task.

3.4.8 Treaty Support

3.4.8.1 The Contractor shall provide document control and support to the Treaty Department. Document control support includes: initiating, analyzing, compiling, drafting, coordinating, reviewing, and updating integrated depot-wide regulatory documents, and plans, meeting/briefing slides and periodic requirements of the contract.

Additional support required includes assisting the Government in updating database and document records, regulatory and mandatory PCD documentation requirements, keeping of the Master Calendar, and preparation and hosting of Treaty exercises and inspections. Support will include: evaluation and compilation of data, correspondence, presentations, graphics and other visuals and preparation of facilities for Treaty events.

3.4.9 CSEPP Support

3.4.9.1 The Contractor shall support of CSEPP and Chemical Accident/Incident Response and Assistance (CAIRA) exercises. The Contractor shall also provide a CSEPP Public Affairs Specialist and trusted agent at PCD, providing subject-matter expertise and support who will coordinate with CSEPP personnel at Army, FEMA, state and local levels to ensure the PCD perspective is reflected and accurate in products and communication tools, and to promote consistent site-wide messages; attend relevant meetings and events, such as IPTs.

3.4.10 Department of Public Works Engineering Support

3.4.10.1 The Contractor shall provide sufficient labor to support PCD for review of operations/ infrastructure, to improve efficiency and effectiveness of operations/infrastructure, and to transfer/excess lands and facilities to applicable end users at the earliest opportunity in concert with chemical demilitarization and base closure schedules.

3.4.10.2 The Contractor shall provide intermittent engineering planning and technical support. This engineering support includes, but is not limited to: regulatory assessment plans, spill plans, drainage and storm water assessments; drinking water plans and studies; situational assessment and planning; conceptual engineering schematics; and expertise regarding field implementation. The Contractor shall maintain functional area expertise, including structural, civil, electrical, and environmental, as required to support the Government over the large, complex demilitarization and installation mission programs. The Contractor shall provide building condition surveys, cost/benefit and other management analyses, organizational assessments, and implementation plans as required. Plan for 5 engineering studies per year. (CDRL A013)

3.4.11 Environmental Database Support

3.4.11.1 The Contractor shall provide additional environmental support as described in 3.4.2.3.

3.4.11.2 The Contractor shall provide database management support including data verification support;

coordination with CMA, and upkeep of PCD’s environmental database.

3.4.11.3 The Contractor shall provide database licensing, support, and data scrubbing for the Hazardous Waste Tracking database.

3.4.12 Hazardous Waste Disposal Support

3.4.12.1 The Contractor shall provide support to PCD and the EMO for classification, scheduling, pickup, transport and disposal of hazardous waste associate with leaking munitions. PCD Government personnel will be responsible for manifest signatures. Plan for two disposal per year.

3.4.13. Strategic Planning Support

3.4.13.1 The Contractor shall provide audit readiness and accounting support to the RMO. The Contractor shall input financial data into the Government GFEBS database system, prepare funding reports, responding to official DA audits, and preparing necessary responses to audits for submittal to official and unofficial audit tests. The Contractor shall support consolidation of program budgets, completion of budgetary documents, and ensure budget output or correspondence meets regulatory and procedural requirements. Active NACs are required for this task.

3.4.13.2 The Contractor shall conduct compliance audits, inventories, assessments, and studies to determine the status of mission compliance with applicable regulations, orders, policy, and guidance, and to provide Strategic Planning support for PCD. The Contractor shall provide sufficient time and labor to continue to develop and update the 5-year PCD Strategic Plan and other required management documentation for related Strategic Planning activities. The plan should incorporate transition, demilitarization and closure activities. The Contractor shall prepare, review, installation documentation for Strategic Planning decisions. For proposal costing purposes, the contractor shall assume 1 Compliance audit /month. (CDRL A014)

3.4.14 Heating Ventilation and Air Conditioning (HVAC) Support

3.4.14.1 The Contractor shall provide maintenance and repair of the base’s HVAC systems. This requires development of operation and maintenance logs, routine maintenance on heating and cooling equipment, and maintenance and repair of the legacy boiler systems. Emergency maintenance and HVAC unit and parts replacement are also required.

3.4.15 Fire Protection Systems Support

3.4.15.1 The Contractor shall maintain and repair fire protection systems and integral components between the alarm, discharge system, and/or sensors and the source of supplying utility, power generator, and/or gaseous/chemical storage. This includes all system components such as pumps, valves, controls, meters, pipes, cylinders, circuits, etc. The following systems and equipment are to be serviced: fire detection and alarm systems;

wet pipe automatic sprinkler systems; dry pipe automatic sprinkler systems; fire pumps; halon systems; dry and wet chemical systems; water spray systems; and standpipe systems. The Contractor shall prepare, review, installation documentation for Fire Protection Planning decisions.

3.4.16 SCADA Support

3.4.16.1 The Contractor shall provide support for maintenance, repairs and optimization of the supervisory control and data acquisition (SCADA) systems that control the drinking water supply system including but not limited to SCADA systems, tank level sensors and control equipment, submersible and booster pumps, radio frequency (RF) communications systems and 3-phase electrical starter systems. The Contractor shall provide emergency response for SCADA interface systems to provide scheduled software and programming updates. The Contractor shall also respond to emergency failures of field sensors and interface systems. The Contractor shall prepare, review, installation documentation for SCDA Planning decisions.

3.4.17 High Voltage Protection Systems Electrician Support

3.4.17.1 The Contractor shall provide support for maintenance and repairs of the electrical infrastructure. This requires the support of a high voltage electrician crew to make repairs to high voltage lines, repair and replace transformers and aging equipment, make repairs after storms and perform routine maintenance. Maintenance may include: emergency electrical line repair; removal and replacement of utility poles; gang switch and fused switch repair and / or removal and replacement; transformer removal and replacement; recloser servicing and testing;

dissolved gas analysis for transformer oils; removal and replacement of underground electrical runs; location and repair of underground faults in buried electrical conductor; servicing and repair of automatic transfer switches; and servicing and / or replacement of capacitor banks. The Contractor shall prepare, review, installation documentation for High Voltage Protection Planning decisions.

3.4.18 Uninterrupted Power Supply (UPS) System Support

3.4.18.1 The Contractor shall support PCD’s annual maintenance and troubleshooting for the UPS system to ensure the intruder detection system (IDS) is backed up and does not fail. The Contractor shall prepare, review, installation documentation for UPS Planning decisions.

3.4.19 Emergency Responder Medical Director

3.4.19.1 The Contractor shall provide a medical director or PCD’s Emergency Responders to provide trip sheet reviews, continuing education and controlled substance obligations as required.

3.4.20 Rapid Response Support

3.4.20.1 The Contractor shall provide support for PCD to respond to problems, changes and unexpected events at the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP). This may include but is not limited to environmental support (NEPA, air permitting, sampling); engineering support (drinking water system support, engineering SOPs, engineering schematics); public affairs and community involvement support; and planning support.

3.4.21 JMC Real Property Support

3.4.21.1 In support of JMC Headquarters (Rock Island IL) Installations, Blue Grass Depot, and Pine Bluff Arsenal, the Contractor will review existing physical asset inventory data (GFEBS real property line items, including outstanding items currently not entered into GFEBS and/or Real Property Officer Record Files), and validate the GFEBS real property line item information with the DD Form 1354 and other source documents for completeness and accuracy and propose corrections and assist with GFEBS corrections necessary for GFEBS data accuracy.

3.4.21.2 The Contractor shall be responsible for reviewing/assessing the number of DD Form 1354s lacking information and estimate the labor hours to complete the DD Form 1354s. The Contractor will be responsible for data gathering to complete all DD Form 1354s that lack information for proper source documentation, assist with preparing necessary supporting documentation and GFEBS data accuracy.

3.4.21.3 The Contractor shall conduct physical inventory assessment of assets to verify correctness of asset details, e.g., Category Code, year built, date placed in service, construction type, unit of measure, quantity/capacity, condition code, current occupancy, utilization status, location information, historic status, ownership code, and Sustainment, Restoration, Modernization (SRM) codes.

3.4.21.4 The Contractor shall assist the installation with preparing/updating SOPs/Flowcharts documents that accurately depict the procedures, flow and responsible elements for property management processes; e.g., acquisition, receiving, labeling, records, utilization, maintenance, disposal, etc.

3.4.22 RCMD Solid Waste Management Units (SWMUs) and TEAD-S Resource Conservation and Recovery Act (RCRA) Certification

3.4.22.1 The Contractor shall support the RCMD program, acting as a liaison between all stakeholders and the program manager. The Contractor shall support RCMD with permit submittal, negotiations’, and State of Utah comments, and final submittal of SMU permit requirements. The Contractor shall perform ten (10) environmental audits per year, and maintain a database of audit findings.

4.0 TESTING REQUIREMENTS. None.

5.0 ITEMS/DATA TO BE DELIVERED.

5.1 Items to be Delivered. Any items purchased under this task to support field operations, shall be delivered to the Government via DD Form 250 at the conclusion of this contract plus any option years awarded.

5.2 Data to be Delivered. The Contractor shall deliver the monthly progress report and any other CDRLs identified from the contract. All other data shall be delivered in accordance with the attached Contract Data Requirements List, DD Form(s) 1423.

5.3 Data Management. The Contractor shall prepare, publish, and distribute data, manage changes, additions, or deletions of data items, and maintain the status of all data deliverables as required by this Contract. All data collected and applications developed are the property of the installation and the federal Government.

6.0 GOVERNMENT FURNISHED PROPERTY.

6.1 Government Furnished Property: None

6.2 Government Furnished Assistance/Information: None.

6.2.1 Documents listed in paragraph 2.0 Applicable Documents, and not readily available, will be provided to the Contractor.

7.0 SAFETY AND HEALTH INFORMATION.

7.1 This contract does not require the Contractor to work with hazardous materials. However, Contractor employees working at destruction site locations shall comply with the respiratory protection program in effect at the location relative to wearing an escape respirator in the event of a chemical warfare agent alarm IAW DA

PAM 385-61.

8.0 SECURITY REQUIREMENTS.

8.1 AT Level I training. All contractor and subcontractor employees requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date, effective date of incorporation of this requirement into the contract, or new employees commence performance, whichever is applicable, and annually thereafter. The Contractor shall submit certificates of completion for each affected contractor and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 30 calendar days after completion of training by all employees. The COR will retain records of training for one year. AT level I awareness training is available at the following website:

8.2 AT Awareness Training for Contractor Personnel Traveling Overseas. As directed by AR 525-13, the requiring activity will provide all contractor and subcontractor employees area of responsibility (AOR) specific AT awareness training prior to traveling OCONUS. Contractor and subcontractor employees will comply with the requirements of the DoD electronic Foreign Clearance Guide. Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact.

8.3 iWATCH Training. The Contractor shall provide all Contractor and subcontractor employees (with an area of performance within an Army controlled installation, facility, or area) training on the local iWATCH program (training standards provided by the requiring activity ATO). This training will inform employees to report suspicious activity to the local Army security services, law enforcement, and/or the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award. The COR will retain records of training for one year.

8.4 Army Training Certification Tracking System (ATCTS) registration for contractor employees who require access to government information systems. All contractor employees with access to a government information system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DoD Information Assurance Awareness prior to access to the IS and then annually thereafter.

8.5 For contracts that require a formal OPSEC program. The contractor shall develop an OPSEC Standing Operating Procedure (SOP)/Plan in accordance with AR 530-1 within 90 calendar days of contract award, to be reviewed and approved by the responsible government OPSEC officer. This SOP/Plan will include a process to identify critical information, where it is located, who is responsible for it, how to protect it, and why it needs to be protected. The contractor shall implement OPSEC measures as ordered by the requiring activity commander. In addition, the contractor shall have a certified Level II OPSEC coordinator appointed in writing per AR 530-1. The Contractor shall comply with any requiring activity and local installation OPSEC plans and procedures.

8.6 For information assurance (IA)/information technology (IT) training. All contractor employees and associated subcontractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 which must be completed upon contract awards.

8.7 For information assurance (IA)/information technology (IT) certification. Per DoD 8570.01-M, DFARS

252.239.7001 and AR 25-2, the contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.

8.8 For contracts that require handling or access to classified information. Contractor shall comply with FAR 52.204-2, Security Requirements. This clause involves access to information classified "Confidential," "Secret," or "Top Secret" and requires contractors to comply with: (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M) and, (2) any revisions to DoD 5220.22- M, notice of which has been furnished to the contractor.

8.9 Access and general protection/security policy and procedures. All Contractor and subcontractor employees with an area of performance within an Army controlled installation, facility, or area shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services,…
