ATTACHMENT 1:

“SPECIFICATIONS FOR HEATED SAMPLE TRANSFER LINES”

1.0 SCOPE.

1.1 Background. The Edgewood Chemical Biological Center (ECBC) uses thermal desorption instruments to perform near-real-time analysis of air samples for the detection of chemical agents in ECBC agent operations. The specified items are used in assuring the health and safety of agent workers and as such are critical to ECBC and the Army. The sensitive analytical equipment is used to conduct air monitoring operations in an effort to protect human health and the environment during chemical demilitarization operations. ECBC laboratory and field operation involve the potential for exposure to live chemical agents. The thermal desorption instruments are used to continuously monitor the air in order to reduce the risk of exposure.

1.2 Objective. The objective of this contract is to obtain heated sample transfer lines suitable for use with systems responsible for detecting low levels of target compounds. The heated sample transfer lines are used to move the air samples from the collection area to where the thermal desorption equipment are located. The sample lines are heated to keep compounds in the air samples from condensing in the sample transfer line. Multiple manufactures of heated sample transfer lines exist and their products are available commercially. Without these parts the thermal desorption instruments would not be able to collect and process air samples, which would put people at potential risk of exposure to dangerous airborne compounds.

2.0 REQUIREMENTS.

The Contractor shall provide timely delivery of Government requested material to the address provided below unless otherwise specified by the Government. The government is procuring heated sample transfer lines, as outlined in the table below.

a. The Contractor shall follow the following notations for the heated sample transfer lines:

a. Inside material not made of Tygon® or rubber tubing, in accordance with (IAW) DA PAM 385-61, section 3-8.

b. Outside diameter of the heated sample transfer line shall not exceed 1”

c. 150’ in length

d. 72-96 inch power cord

e. 120V, with maximum amperage draw less than 20 amps

f. ¼ inch Swagelok gas interface. Vendors may plug/cap each end at their discretion to prevent foreign materials from entering during transport

g. Low noise construction

h. Sample line serial numbers shall be laser etched into both ends of each sample line

i. Detect low levels of at least 12 military unique compounds such as Bis(2-chloroethyl)sulfide (HD); Dichloro-(2-chlorovinyl) arsine (L); Bis(2-chloroethyl)amine (HN1); Tris(2-chloroethyl) amine (HN3); O-Ethyl-S-(2-diisoproylaminoethyl)methyl phosphonothiolate (VX); Ethyl N,N dimethyl phosphoramidocyanidate (GA Tabun); Isopropyl methylphosphonofluoridate (GB Sarin); Pinacolyl methylphosphonofluoridate (GD Soman); Cyclohexyl methyl phosphonofluoridate (GF Cyclosarin); Carbonic Dichloride (CG Phosgene); Trichloronitromethane (PS-Cloropicrin); Cyanogen chloride (CK-Cyanogen chloride); Trichloromethane (CF-Chloroform).

j. Lines shall self-regulate for temperature. Interior temperature needs to be high enough to prevent condensation of water vapor, maintain the sample in a vapor state and ensure transmission of chemicals at greater than 75% efficiency. Chemicals of interest include the chemical warfare agents GA, GB, GD, GF, VX, HD, L, HN-1 and HN-3, the toxic industrial compounds Phosgene, Chloropicrin and Cyanogen Chloride, and the organic compound Chloroform.

k. Sampling will occur at ambient pressures with flows ranging from 100 to 800 milliliters per minute.

l. Outer covering must be water tight and hold up to at least 5 years of use in outdoor environments ranging from 0 to 120 degrees F.

m. Maximum weight no more than 50 pounds.

n. Inner material must be able to withstand solvent cleaning/flushing with reagent grade Acetone and Isopropanol without degradation.

o. HSL must be a commercial off the shelf item from the vendor

b. The Government can only accept heated sample transfer lines that have been Government tested with actual chemical agents to have percent recoveries greater than 75%.

c. The items listed above shall be delivered within 90 calendar days of order date.

3.0 DELIVERY/LOGISTICS.

3.2 The hours of operation at the ECBC facility are between the hours of 0800 and 1800 on Monday through Friday. Delivery of materials shall be within these contract hours. Inspection and Acceptance of the items will be conducted at destination by authorized ECBC government personnel.

4.0 SAFETY SECURITY CONCERNS. None

5.0 SECURITY CONSIDERATIONS. None (The contractor shall not be required to: have access to classified material; to generate classified material; or to store classified material at the contractor’s or government facility or whether access to the RDECOM Local Area Network is required.)

7.0 PERIOD OF PERFORMANCE.

The total contract ordering period is sixty (60) months from the effective date of award and the period of performance is sixty (60) months from the effective date of award. The total ordering period is broken into five (5) individual 12-month ordering periods.
