The pricing tabs for each of the CLINs of the Excel_Cost_Proposal_Template.xlsx do not account for ODC. How is ODC to be proposed?

H P. 54/H.1.1.2.1/Excel_Cost_Proposal_Template.xlsx
Solicitation H.1.1.2.1 states “travel and ODC shall be non-fee bearing each proposal submitted.” However, the pricing Tabs for CLIN 0001 and CLIN 0002 of the
Excel_Cost_Proposal_Template.xlsx do provide for fee applied to Travel. Is fee on travel specific to Task Order 0001? Or is fee on travel not intended for the pricing Tabs for CLIN
0001 and CLIN 0002 of the Excel_Cost_Proposal_Template.xlsx?
Excel Cost Proposal Template has been modified and has been posted in it's revised version to FBO.
L P. 121/L.3.4.1.2
Solicitation L.3.4.1.2 states: “Award Fee Pool Percentage, Labor: 0% - 10%”. Also, there is
0% base fee for CPAF CLIN. Would an offeror be disqualified if >10% Award Fee Pool
Percentage is proposed?
Yes. 10% is the maximum Award Fee Pool
Percentage allowable on CLINs 0001, 1001, 2001, 3001 and 4001.
L P. 121/L.3.4.1.2/Excel_Cost_Proposal_Template.xlsx
Solicitation L.3.4.1.2 states: …"using all estimated costs under a CPAF CLIN as a basis, excluding any travel, materials, equipment.." Task Order 0001?

Award Fee Plan Award Fee Plan P. 6/2.2.7
AF Plan Section 2.2.7 states: "The award fee score for that category will be determined by the number of the criteria the contractor is determined to have satisfied. For example, if the contractor is determined to have satisfied all of the four criteria within Quality, the contractor would have achieved 100% of the Award-Fee Pool within Quality. If the contractor is determined to have satisfied three of the four criteria within Quality, the contractor would have achieved 75% of the Award-fee Pool within Quality. The adjectivial ratings are "Outstanding / Excellent / Good / Satisfactory / Unsatisfactory". For award fee earned dollar determination for any award fee category, is the criteria rating "Satisfactory" just as valuable as "Outstanding", "Excellent" or "Good"?
No, per Table 1 (on pg 9) in the Award Fee
Plan, the adjectival rating of "Satisfactory" is not just as valuable as "Outstanding", "Excellent" or "Good." Use of the word
"satisfied" in 2.2.7 shall not be confused or interpreted as having any bearing on the adjectival ratings in Table 1 of the Award
Fee Plan.

Excel Cost
Proposal
Template Excel_Cost_Proposal_Template.xlsx
The Cost Proposal Template currently includes one line per labor category, necessitating additional offline calculations to generate appropriate blended rates and burdens when a combination of prime and subcontractor staff are contributing hours to the same labor category. In light of this issue, and the questions relating to fee calculations, would it be acceptable to modify the template to maintain the overall layout and formatting, and comply with all RFP requirements, but permit a more accurate reflection of our pricing basis?
Blended rates may be proposed in the Excel
Cost Proposal. The Word/PDF Cost
Narrative shall support how the Offeror arrived at those rates. Tabs may be added to automate calculations of blended rates if practical.
Section L Page 125, Section L 3.5.4.3.1
Table L-3 of the Small Business Participation Plan Factor states that the goal for Small
Disadvantaged Business is 4%. However, Section L 3.5.4.3.1 states that a detailed explanation is needed if the offeror's plan fails to meet a 5% objective for Small
Disadvantaged Business. Please clarify which % goal is correct for Small Disadvantaged
Business participation.
Section L.3.5.3 Table L-3 has been revised.
Section L.3.5.3.1.4 has also been revised. In both sections of the solicitation, Small
Disadvantaged Business goals have been revised from "4%" to "5%."
Section L page 119, Section L 3.2.3
Can the QASP be excluded from the Factor II Management page limit? A QASP addressing all the requirements listed in Section L.3.2.3 could consume several pages and appears to be either accepted or rejected per Section L.3.2.3.1. Suggest this be included as an attachment to the Management Volume.
The proposed QASP shall be provided to the
Government, as part of the Management
Volume and will be subject to the overall page limitation of 30 pages per Table L-1 located in L.2.1.2
Attachment 4, Cost Proposal
Template Tab for CLIN 0001 and 1001 Breakout
Why are the three key personnel (Tech Lead, SW Engineer V, and CBRN SME) placed under the "program management" subtotal, while the program manager labor category is grouped under engineering direct labor? The 3 key positions seem better suited for engineering diect labor and the program manager should be under program management.
Key Personnel Direct Labor Categories and
Enginnering Direct Labor Categories have been prescribed per both the Excel Cost
Proposal Template and the Solicitation.
These labor categories will remain unchanged.

Attachment 4, Cost Proposal
Template Option year required CLIN hour totals for key personnel
Required totals for key personnel across option year 1 (all CLINS), sums to 6356 hours. This total exceeds three "person years" of approximately 6,000 hours. Are offerors required to propose additional key personnel or can the difference be supplemented by additional hours from non-key people in the same labor categories?
Offerors are required to propose the exact number of hours noted in the Excel Cost
Proposal Template.
Exhibit A Data Item A004
CDRL A004 Software Development Plan references IEEE 12207.0 and IEEE 12207.1. These two publications were retired in 2008/2011 respectively. IEEE 12207.0 was replaced with
IEEE 12207-2008 and IEEE 12207.1 was replaced with IEEE 15289:2011 (since updated in
2015). In addition for this CDRL, recommend the government drop the requirement to comply with a DID approved January 2000 and require SDP contents reflect current industry best practices through compliance with requirements specified for a Development
Plan in IEEE 15289:2015.
CDRL A004, Block 16 (BLK 4) has been revised to include the most up to date version.
L&M L.3.2.1 page 117 // M.5.3.1 page 134
Para L.3.2.1 states the offeror shall address its process for managing a program with multiple task orders. Para M.5.3.1 states government will evaluate the Offeror's Base
Contract Management Plan. Is it the Governments intent that the process requested in
Para L3.2.1 consititutes the "Base Contract Management Plan" to be evaluated per para
M.5.3.1?
Yes. L.3.2.1 and subparagraphs (including
L.3.2.1.1 through L.3.2.1.2) consititute the
Base Contract Management plan as evaluated in M.5.3.1.
L&M L.3.2.3 page 117 // M.5.3.2 page 134
Para L.3.2.3 requires a QASP be submitted as part of the management volume; Para M.5.3 contains no evaluation criteria for the QASP. Will QASP be evaluated by Government and if yes what criteria will be used?
The QASP will not be evaluated and will not be part of the basis for award. However, the QASP constitutes a material requirement of the Management Volume
(Volume II). Failure to submit a QASP that complies with all of the requirements of
L.3.2.3. may be considered to be a failure to provide the information requested by the solicitation and may render an offeror’s proposal incomplete and ineligible for further consideration for award in accordance with L.1.1.
General All
Please provide anticipated period of performance. This is important to allow offeror's to tie approved forward pricing rates properly in the cost plus buildup required
For proposal purposes offerors shall assume start date of April 2017.
Pricing Attachment 4
In Attachment 4, on the CLIN breakout tabs, there is a check built in directing the offeror to bid more hours if totals don't match RFP hours. However, the section it is checking against assumes the prime will be bidding all hours. Suggest moving those references down below the subcontract cost section to capture proposed subk hours as well.
