ReferenceQuestionAnswer and Resolution
Section LPage 114, Table L-2 and Section L.3.3.2.1.2 on Page 120Table L-2 indicates "Maximum of three experiences" and the verbiage in Section L.3.3.2.1.2 indicates "The prime contractor shall submit no more than three (3) contract references and no more than one (1) contract reference from up to two (2) major subcontractors. This could be interpreted to be a maximum of five contract references in total based on three from the prime contractor and one each from up to two major subcontractors. Is the contract reference requirement a total of five or a total of three?Army Contracting Command and the JPM-IS have reviewed this recommendation and decided to revise the final solicitation.
Section LPage 115, Section 2.5Section 2.5 states "Cover letters, cover page, proposal introductions, table of contents, table of acronyms, and cross reference matrices do not count against page limitations." Suggest a page-limit be established for "proposal introductions" so that each offeror has the same amount of pages available for these introductions, especially since these introductions are evaluated as part of each volume.Army Contracting Command and the JPM-IS have reviewed this recommendation and decided to revise the final solicitation.
