About this file

This document is a Request for Information (RFI) Responses for a federal construction project to install a kitchenette in Building 2472, issued by the Directorate of Public Works on August 14, 2026. The project is identified as FY26_2472_11B 10114 6P_Kitchenette, managed by Candice Reyes of DPW's Engineering and Services Division (ESD), Construction Branch.

The RFI responses address four primary categories of contractor concerns. For hazardous materials, lead, and asbestos, the Environmental Division clarifies that contractors must immediately halt work if hazardous materials are suspected, conduct their own testing and abatement, and submit completed surveys and abatement plans to DPW-ED for approval. Monthly chemical inventory reports and SDS sheets must be maintained, with templates available for herbicides and pesticides. Regarding wastewater and plumbing requirements, the Contracting Officer's Representative (COR) confirms that grease traps are not required for this project as it falls under private residences exclusions per City of El Paso regulations. For basement plumbing connections, contractors must refer to As-Built Drawings (FB-PK MECH, Sequence Numbers 144-148). On solid waste and recycling compliance, the contractor is responsible for providing its own desk-side recycling containers in accordance with local, state, and federal regulations. For mechanical and electrical specifications, Building 2472 is confirmed as non-historic, allowing the range hood wall penetration without restrictions. The electrical panel installation requires a temporary power outage that must be coordinated with DPW through the COR with a minimum fourteen-calendar-day advance notice, scheduled after normal working hours or on weekends and government holidays unless directed otherwise.

FY26_2472_11B 10114 6P_Kitchenette – RFI Responses

Candice Reyes – DPW ESD – Construction Branch

1. HAZARDOUS MATERIALS, LEAD, & ASBESTOS (ACM/LBP)

Q1.1: Section III (Lead and Asbestos) references attached surveys ("Asbestos Lead Survey_Bldg- 2472_20080617"and "Ltd Asbestos Survey_Bldg-2472_20090406"). Will the Government confirm if any abatement or specialized handling is required for the specific areas of wall tile, ceiling tile removal, or floor core drilling identified in the 1st floor scope?

Environmental Division (ED) Subject Matter Expert (SME) Donald Sevigny Response: Once the project is in construction and if hazardous materials are suspected, the Contractor shall immediately stop work around the suspect materials and inform the COR, government representative, and DPW-ED.

The Contractor is responsible for testing and abatement of all hazardous materials encountered and shall provide the completed hazardous material surveys and abatement plans to DPW-ED for review and approval. Once approved by DPW-ED, the Contractor shall maintain coordination with the government to ensure the abatement plan is executed successfully, for additional guidance, and any specialized handling of materials.

Q1.2: The Hazardous Materials SME comment requires a monthly chemical inventory report and list of methods/materials to be submitted to DPW-ED. Will the Government provide the standard inventory form/template prior to award, or should the contractor utilize a standard SDS/chemical log format?

Environmental Division (ED) SME Samuel Del Toro Response: For herbicides and pesticides, a template can be provided. If chemicals are stored on site, then a record of the SDS sheets will need to be kept on file. Mr. Del Toro can provide additional information as required.

2. WASTEWATER & PLUMBING REQUIREMENTS

Q2.1: The Wastewater SME notes that grease interceptors/traps must be constructed to comply with City of El Paso requirements and SOW sections 2.6.5.1 & 2.6.5.2. Could the Government clarify if grease traps are required for all newly installed kitchen sink/waste disposal locations across all levels (1st, 2nd, and 3rd floors) or solely for the new 1st-floor kitchenette?

COR Response: Based on the City of El Paso’s definitions for Central Preparation Facility, Disposal Facility, and Food Service Establishments, Rules and Regulations No. 15 do not apply to this Kitchenette project as this project falls under the excluded ‘private residences’ where food is prepared for individual consumption. Grease traps are not required for this project.

Q2.2: For the new plumbing work below the floor to the basement (1st-floor kitchenette), are there existing stub-outs available in the basement, or will core drilling and main line tie-ins be required?

COR RESPONSE: The Contractor shall refer to the As-Built Drawings that were provided as part of the solicitation package, Drawing: FB-PK MECH, Sequence Number 144 – 148.

3. SOLID WASTE & RECYCLING COMPLIANCE

Q3.1: The Solid Waste SME comment notes that in section 2.6.3.6, "no desk container for recycling provided". Is the contractor required to supply recycling containers as part of the project deliverable, and if so, what are the technical specifications and quantities required?

Environmental Division (ED) SME Ms. Cynthia Hernandez Response: Contractor will be responsible for providing their own desk side container, these are not provided to NON-ARMY TENANT organizations.

Specifications depend on the amount of waste the contractor generates throughout the duration of the project, the contractor is responsible for ensuring compliance to all local, state and federal regulations.

4. MECHANICAL & ELECTRICAL SPECIFICATIONS

Q4.1: The 1st-floor SOW includes a "new range hood through wall exhaust duct and vent". Does this wall penetration affect any historic facade restrictions or exterior envelope requirements, given the building's historic review status?

COR RESPONSE: No, building 2472 is not a historic property and does not fall within the historic building/district view shed.

Q4.2: Will the installation of the new electrical panel on the 1st floor require a temporary power outage for 2472, and are there specific allowable operational windows or off-hours when outages must be scheduled?

COR RESPONSE: Yes, a temporary power outage is required to allow for the installation of the new electrical panel. Refer to Statement of Work, section 2.3.1, which reads:

2.3.1 Utilities Cutovers and Interruptions. All anticipated utility outages shall be coordinated with DPW through the COR. A minimum advance notice of fourteen

(14) calendar days shall be provided by the Contractor. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise. Conform to procedures required in paragraph Work Outside Regular Hours.
