About this file

This is a Categorical Exclusion (CX) environmental review document issued by U.S. Army Garrison-Fort Bliss's Directorate of Public Works, Environmental Division on August 25, 2025 (NEPA Log #25-0718). The review covers a Regular Work Order (FE 10216 5J) for replacing six Carrier rooftop units (RTUs A9, A10, A11, A12, A14, and A15) serving the Post Exchange (PX) building 1611 to provide efficient cooling with new units operating on the latest refrigerant type. The review is valid through September 23, 2026, and work must be completed within 365 days of the review date.

All environmental review programs provided concurrence with various conditions and requirements. Key compliance obligations include: EPA certification for all technicians servicing refrigerant-containing HVAC equipment per 40 CFR 82.161; use of EPA SNAP-approved refrigerant with zero ODS rating; coordination with Fort Bliss Water Services Company (FBWS) and American States Utility Services, Inc. (ASUS) for any water system modifications; compliance with Clean Water Act, Safe Drinking Water Act, and Texas drinking water regulations; proper disposal of any project-related wastewater per 40 CFR 403 and El Paso Water rules; containment of stormwater contaminants; proper disposal of solid waste at permitted facilities with no burning or burying; coordination with DPW-ED for any hazardous or regulated waste; provision of new HVAC unit specifications to Air Program reviewer Victor Garcia; and submission of waste manifests using Fort Bliss EPA Identification Numbers. The action qualifies for a Categorical Exclusion under NEPA and does not require a Record of Environmental Consideration. The review was approved by NEPA Program Manager Constance Parra on September 23, 2025.

Potential impacts on the quality of the environment have been considered and are documented within the attached environmental checklist. It has been concluded that this action is not segmented, and no extraordinary circumstances exist that would preclude the use of the applicable categorical exclusion identified in paragraph below.

This document does not relieve the proponent from compliance with other applicable federal, state and local environmental laws and regulations.

On the basis of this evaluation the following is appropriate:

In accordance with National Environmental Policy Act of 1969 (NEPA) (42 United States [U.S.] Code Section 4321 et seq., and Department of Defense National Environmental Policy Act Implementing Procedures, 30 June 2025 and Army Regulation 200-1, the proposed action qualifies for a CATEGORICAL EXCLUSION (CX) that does not require a Record of Environmental Consideration (REC).
