About this file

This is a Request for Information (RFI) document for federal solicitation W911SG26BA003, addressing contractor questions regarding the installation of a sidewalk along Dyer Road at White Sands Missile Range (WSMR) in New Mexico.

The RFI clarifies nine key project requirements: (1) concrete reinforcement is not required for the general-use sidewalk; (2) an existing elevation plan is not required, as the project intends to maintain existing flow paths and roadway feature elevations; (3) removal and replacement of damaged signage is incidental to the sidewalk installation, including new posts and hardware, with sign faces to be removed, stored, and reinstalled; (4) field-density and moisture content testing shall occur every 125 linear feet; (5) the Traffic Control Plan must be submitted to the Contracting Officer Representative (COR) for approval; (6) specific blackout dates are referenced in Statement of Work Section 2.5; (7) contractors may use the designated staging area for concrete washout but must remove and dispose of all concrete waste before project completion; (8) rip rap is not required despite being referenced in the drawing legend; and (9) subgrade preparation requires 95% minimum compaction using either existing clean material or imported bed course material (cinders, sand, gravel, crushed stone, or granular aggregate meeting specific sieve specifications) or base course per NMDOT Section 303.

SOLICITATION W911SG26BA003

INSTALL SIDEWALK ALONG DYER WSMR NM

RFI

1. We don’t see any details as far as the wire for the sidewalk, are we installing one?

Reinforcement is not required for these general use sidewalks.

2. Are we required to provide an existing elevation plan prior to commencing work?

The intention of this project is to not change existing flow paths or existing roadway feature elevations. Therefore, an existing elevation plan is not required.

3. During the site visit we noticed some signs in bad shape, are you considering new ones at your expense but installation under our quote?

Removal and replacement of existing signage as necessary for construction is considered incidental to the installation of the new sidewalk to include new posts and hardware. Sign faces shall be removed, stored, and reinstalled.

4. How many densities are you going to require per section?

Testing frequencies shall require one field-density and moisture content test every 125-lf.

5. Who is the Traffic Control Plan submitted to for approval, the COR or WSMR-DES?

Submit to COR.

6. Other than weekends, are there any "blackout dates" when work cannot be done?

Refer to the Statement of Work Section 2.5.

7. Where can we set up a concrete mixer washout area? Inside the designated staging area?

Contractor may use designated staging area for concrete washout, however, contractor must remove and dispose of all concrete waste prior to completion of project.

8. Rip Rap is called out in the drawing’s legend, but it appears this is a generic reference. Is any Rip Rap called for in the Scope of Work?

No rip rap is required for completion of the project.

9. The project specifications require that the subgrade beneath the sidewalk, curb, and gutter be compacted to a minimum of 95% but neither the drawings nor the SOW specifically call out a requirement for imported engineered fill or road base. Can we get clarification on the subgrade material?

Contractor may use existing material as bed course material given the material is clean and free of trash, debris, or organic matter. Contractor may also import bed course material that shall consist of cinders, sand, gravel, crushed stone, or other granular aggregate, with 100% passing a ½ inch sieve and not more than 12% passing the No. 200 sieve, or base course as per NMDOT Section 303.
