About this file
This Request for Information (RFI) document details clarification requests for a Japanese Internet Wi-Fi Services contract (W911SG-25-R-A012) at Fort Bliss and McGregor Range. The RFI includes 18 questions and responses covering technical specifications such as Ethernet drop locations, equipment requirements, and internet service parameters. Key details include six (6) Ethernet drops at FAC 1009, five (5) Ethernet drops across various tactical sites, and a consistent internet service requirement of 150 Mbps download and 50 Mbps upload speeds.
The government seeks a contractor to provide wireless internet services for Japanese Forces training, with specific requirements including all contractor-furnished equipment, no existing infrastructure reuse, and no specific SSID or authentication protocol mandates. The contract will cover multiple buildings across Chu-Sam Park, Buildings 9599, 9409, and 9482, with satellite internet service for remote McGregor Range locations. The solicitation due date has been extended to 5 August 2025, and the contract is a non-personal services arrangement focusing on providing consistent wireless internet connectivity for Japanese military training activities.

REQUEST FOR INFORMATION – REPORT (RFI)
Contract Title: Japanese Internet Wi-Fi
Contract No: W911SG-25-R-A012
RFI Subject: Clarification Request for Japanese Internet Wi-Fi Services Proposal
1. Room Numbers for Ethernet Drops at FAC 1009: The PWS states that six (6) Ethernet drops are required at FAC 1009, with room numbers to be specified at installation. Can you please provide the specific room numbers or floor plans to assist with accurate cabling estimates?
Answer: Attached is a floor plan (Not to scale) of Bldg 1009, and this will give you an idea of where they will be needed. At this time, we are waiting on confirmation of a couple of rooms, however they will be verified and provided on the first date of the contract.
2. Exact Locations for McGregor Range Ethernet Drops: The PWS mentions five (5) Ethernet drops across various tactical sites. Can you confirm the exact locations and building identifiers for:
FAC 9409, FAC 9482, FAC 9599, Chu-SAM Park (2 trailers)?
Answer: Attached is an overhead view of the buildings, and this will give you an idea of where they will be needed. At this time, we are waiting on confirmation of a couple of rooms, however they will be verified and provided on the first date of the contract.
3. Access Point Density Requirements: Are there any minimum signal strength or coverage requirements (e.g., dBm thresholds) per room or per square footage to guide access point placement?
Answer: No
4. Existing Infrastructure: Are there any existing network racks, cabling, or power infrastructure at FAC 1008, FAC 1009 or McGregor Range sites (e.g., UPS, PoE switches) that can be reused, or should all equipment be contractor-furnished?
Answer: No, ALL equipment will be contractor furnished.
5. Wi-Fi SSID and Authentication Requirements: Will the government provide SSID naming conventions, VLAN assignments, or authentication protocols (e.g., WPA2-Enterprise, RADIUS), or should the contractor propose a standard configuration?
Answer: There are no specific requirements, the contractor should propose a standard configuration for all areas, Ft. Bliss and McGregor Range and they should be the same.
6. Preferred Equipment Mounting Locations: Are there designated telecom closets or IDF/MDF at FAC 1008 ,1009, and McGregor Range sites or should we plan to install new enclosures?
Answer: I would recommend the contractor use the same areas that are currently being used.
This will cut down on the time for installation.
7. Floor Plans or Building Layouts: Can the Government provide floor plans or building layouts for FAC 1008, FAC 1009, and McGregor Range facilities to assist with access point placement, cabling estimates, and signal coverage planning?
Answer: See questions 1 and 2
8. Environmental Conditions: Are there any environmental constraints (e.g., temperature, dust, humidity) at McGregor Range or outdoor tactical sites that would require ruggedized or weatherproof equipment? Will all APs be indoors? Will each (13) site require its own satellite internet service? Is there any design on the setup that can be shared to provide clarification for the McGregor sites?
Answer: Currently each site at McGregor Range has its own outdoor antenna that receives a signal from the contractor’s tower. The current contractor holds the information on their design, and we are not able to provide that information. All APs will be indoors so there is no need for ruggedized or weatherproof equipment.
9. Network Monitoring and SLA Reporting: Is there a required format or platform for submitting performance test results and SLA compliance reports (e.g., monthly bandwidth usage, uptime, latency)?
Answer: No
10. IP Addressing and DHCP: Will the Government provide IP addressing schemes, DHCP servers, or VLAN configurations, or should the contractor provide and manage these?
Answer: There is no requirement for any of those.
11. Security Requirements: Are there any specific cybersecurity requirements (e.g., NIST 800-171, DoD STIG compliance) for the Wi-Fi network, firewalls, or satellite uplinks?
Answer: None
12. Coordination with Other Contractors: Will the contractor be required to coordinate with other vendors or IT personnel on-site (e.g., for integration with existing systems or during installation)?
Answer: No requirements to coordinate with other vendors.
13. Acceptance Testing Criteria: What are the specific criteria for Government acceptance of installed services (e.g., signal strength thresholds, speed test benchmarks, coverage maps)?
Answer: There is no specific criteria for acceptance, all we require is that when a speed test is done that we have a minimum of 150Mbps download and 50Mbps upload.
14.
Answer: 5.2 needs to state the same as 1.4 in the PWS.
15.
Answer: There will not be any hardware left from the previous vendor, the only thing that will remain will be the cables.
16.
Answer: The way the current vendor provides internet does not require any special systems. We do not specify how you provide service, however do not set up a system that would require an additional cost to the contract.

1 and 16 1.4 and 5.2
The scope states the Contractor shall provide a dedicated internet connection with a minimum sustained 150 Mbps download and 50 Mbps upload speed, but page 16 section, 5.2 states 100+ Mbps download and 15 Mbps upload, please clarify the requirement.
13 PART 3 Will any of the current Wi-Fi infrastructure remain as GFE? If so please list what will be GFE.
1 1.1 Section 1.1 states "The McGregor Range facilities are in remote locations and only wireless satellite services can be provided". Can any service be used that meets the requirement?
17.
Answer: Contracting has extended date to 5 August 2025
18. Given that commercially available satellite data plans capable of sustaining 150 Mbps downlink and 50 Mbps uplink are typically subject to usage-based pricing, I wanted to confirm the Government’s expectations regarding data limits.
Specifically:Does the JSDF need unlimited data all year, or is there flexibility to support unlimited use during their main deployment period (July through November) and a reduced-cap plan during the off-season to help manage costs while ensuring availability?
Answer: We are not concerned with how much data is used, only that we consistently get 150Mbps download speed and 50Mbps upload speed throughout the entire year. We are not looking for pricing based on data usage, we are looking for a flat rate that guarantees those speeds.
Will the government grant a 2 week extension, after answering all questions? This will allow contractors sufficient time to develop a technical solution based on the government's answers.
