About this file

This is Amendment 0006 to Solicitation W911SG25RA004, issued by the U.S. Army on October 27, 2026, extending the response deadline from July 1, 2025, to November 4, 2026, at 3:00 PM Mountain Standard Time. The solicitation is for custodial services at Fort Bliss, Texas, and related facilities in the El Paso area. The amendment revises service levels and quantities, reducing the total serviced area from 63,037,980 to 60,032,149 square feet and adding a new "Level 4 - Black" service tier. Main Cantonment Red service levels decreased while Green and Amber increased. The unscheduled operation and whole facility (OWO) allowance was reduced from $700,000 to $50,000 per year. Facility counts were updated across multiple attachments: fixture counts decreased to 341, the facility location list decreased to 293 facilities, and facility location ranges decreased to 49. Updated Department of Labor wage determinations were incorporated for Texas, Dona Ana County, and Otero County (dated August 26-27, 2026), and a new Collective Bargaining Agreement (2026-2029) was added. The Performance Work Statement (PWS) was restructured to include a Contractor-Furnished Materials and Equipment section, key-control requirements, and new reporting deliverables.

The solicitation is a Lowest Price Technically Acceptable (LPTA) competitive procurement requiring four-volume proposals: Volume I (General), Volume II (Technical Capability with 120-page limit addressing Management and Organization Plan, Staffing and Workforce Management Plan, and Supply Chain Management), Volume III (Past Performance), and Volume IV (Cost/Price). Offerors must submit fully updated Volumes I and IV as revised proposals, with all prior submissions completely superseded. Proposals must be submitted electronically via the PIEE Solicitation Module; submissions are limited to one original copy of each volume. All pricing quantities were modified across CLINs 0002-0010 and corresponding option line items (1001-4009), with net increases in some categories and decreases in others. Past performance references are limited to three recent and relevant contracts. All proposals must remain valid for 180 calendar days from the final due date. This amendment is issued only to offerors who submitted timely proposals in the prior solicitation round and have not been eliminated from competition.
