About this file

This document is a Questions and Answers (Q&A) file for National Training Center (NTC) Solicitation 26-01 regarding tent services at Fort Irwin. The solicitation requires the contractor to provide 11 tents of various sizes (six 800 sq ft, four 7,500 sq ft, and one 4,000 sq ft), each with specific requirements including Astroturf flooring, full sidewall panels, lighting, 120V GFCI receptacles, fire extinguishers, and power generation. The contractor must supply 1,500 cots with mattresses, provide generators (including 20KW and 25KW units), HVAC cooling units, and be responsible for lighting equipment, buried electrical cable installation, and fuel replenishment for all generators.

Key operational details include a requirement for all equipment to be operational by 1000 PST on the first day of the period of performance (POP), with equipment delivery on 12 September 2025. The contractor must remove all equipment within 48 hours after the POP, coordinate installation access approvals by 05 September, and ensure backup generators are available for rapid deployment. The tents will be used for various purposes including troop accommodations, MRE dining, and other mission-specific functions, with some 800 sq ft and 7,500 sq ft tents allowed to remain at Yermo between 28 September and 17 October. No Service Contract Labor Standards (SCLS) apply to this contract.

Q&A NTC 26-01 Tents

1. Will there be linens provided for the cots or are we expected to provide them?

Linens will be provided by the Service Members and NOT the Contractor.

2. Is there a portable restroom on the grounds or are we expected to provide, clean and care for them? If so, will it be gender neutral?

We have a separate contract that will cover restrooms. It does NOT need to be provided by the tent company.

3. How many ground fault circuit interrupters do you need per square foot?

The minimum/industry standard required to meet all the needs.

4. What kind of floor do you need? And does it need to be leveled?

Astroturf flooring and yes it does need to be leveled. Tents are reoccurring at the NTC so we don’t anticipate the surface being highly unlevel.

5. Will the personnel working on our behalf responsible for the upkeep during the 0900-1700 hour business day?

Yes, they will be responsible during those times.

6. Are each 800 SqFt & 7500 SqFt tents required to have its own primary generator & a backup generator? To reduce cost can the power for these tents be interconnected for example: (1 primary and 1 backup generator run all 4 tents)?

To prevent outages, each tent needs its own generator. There can be 2 back up generators for every 4 generators.

7. The SOW is unclear as to Cots being provided by contractor; Should Cots be included in the quotes or is that provided by the government?

Cots will be provided by the contractor and should be included within the quote.

8. If so can you confirm the requirement for a total of 1,160 cots?

The PWS has been updated to reflect. The total amount needed is 1500 cots.

9. Could you kindly confirm, based on the PWS, page 1, section 1.3 Scope:

"Each tent will include full sidewall panels, lighting, 120V GFCI-protected receptacles, Astroturf flooring, fire extinguishers, and power generation suƯicient to power the lights and HVAC system."

This is correct.

10. Does the RUBA tent specifically require Astroturf flooring?

Yes

11. PWS table (pg 3) showing header “4,000 SQFT NO TENT W/POWER, HVAC, AND LIGHTS” and note “No HVAC/GEN/lighting… MRE Tent.”

This is incorrect. After re-confirming with my team we need to have lighting within the tent. This reflects in the PWS.

12. We would like to confirm that this requirement is for a 4,000 sqft tent with no power, hvac, and lights that will be used for MRE dining.

It will be used for MREs, but it will need lighting inside of it as well.

13. To clarify Question 1 — if the tent will be used for MRE dining, will the government also require tables and seating? If so, how many individuals should be accommodated at one time?

No tables are required

14. The RFQ includes SCLS related clauses and exemption clauses and also includes the certificates regarding exemptions language directing oƯerors to notify the CO if no wage determination is attached when an exemption isn’t certified.

Please confirm whether SCLS applies to this contract (setup/maintenance/repair during POP). If yes, please provide the applicable San Bernardino County (Fort Irwin) WD and any expected labor categories.

The Service Contract Labor Standards (SCLS) are not applicable to this requirement. While FAR 52.212-5 includes references to SCLS-related clauses, only those provisions that have been specifically marked with an “X” are incorporated. As none of the SCLS provisions were marked, SCLS does not apply to this contract.

15. PWS, Section 1 (General): “One (1) 20-ton Generator and one (1) 25-ton generator.”

PWS, “HVAC & Generator & Lights” table (selected lines):

• “Able to power HVAC and additional outlets for GCSS-Army system (25T) • Must have power distribution box • NO SWAMP COOLER”

• “With Generator, HVAC and lights (20T) • NO SWAMP COOLER”

Issue / Ambiguity

The table prohibits swamp coolers which could suggest that the generator should include an HVAC unit, while the other bullet points (“Able to power HVAC…” and “Must have power distribution box”) could be read as if the Government may already possess the HVAC.

The table note, “With … HVAC and lights (20T),” could be interpreted in two ways:

either that the government already possesses the HVAC and lights and requires only generator support, or that the contractor is expected to provide the HVAC and lights as part of the requirement.

Please clarify:

16. What specifically are each of the generators intended to power? Are there additional spaces, beyond the requested tents, that will require power, lights and/or HVAC?

Each generator is intended to power each tent and no the templated tents are the only locations that will need power, lights and HVAC.

17. If HVAC cooling units are required in conjunction with the generators, will the contractor need to provide these units, or will they already be government-furnished and simply require a power source?

We will need HVAC cooling units in conjunction with the generators.

18. If HVAC cooling units are needed, what kW capacity will be considered acceptable?

The minimum/industry standard required to meet all the needs.

19. The requirement for the 20T generator notes “with … and lights.” Does this mean the generator will be used to power government-furnished lights, or should the contractor supply lighting equipment?

The contractor should supply lighting equipment.

20. Can the USG confirm the number of tents required by size? The PWS mentions six

(6) 800 sqft, one (1) 4,000 sqft, and four (4) 7,500 sqft tents, but also references 2,000 sqft in para 1.1.

There is no requirement for a 2k sq ft tent. The other numbers x tent sizes are correct

21. Does the 4,000 sqft tent require flooring? The PWS notes no HVAC/GEN/lighting, only forklift access. Is the contractor responsible for flooring, lighting, or just tent structure?

The contractor is responsible for lighting which I assume a generator has to be used to power the lights. Astroturf flooring is needed for the 4k tent as well. The PWS has been highlighted in Yellow to reflect.

22. Are tent models (Clear Span, ISO container-based, etc.) acceptable as long as they meet the 70 mph wind load and other performance standards?

The oƯer will be considered acceptable if it meets all the wind-loan and other performance standards.

23. Will the USG provide a continuous supply of diesel fuel for all generators, or only the initial fills? The PWS states the USG will provide fuel trucks, but the contractor must deliver full tanks. Please clarify the division of responsibility.

The contractor will ensure that there is fuel on hand to maintain all generator fueling. The additional fuel trucks will be used as needed/ competing requirements.

24. Does the Government require fuel to be provided and replenished by the contractor for all generators, including the 20-ton and 25-ton units?

Yes

25. Is the contractor responsible for providing and replenishing fuel for all generators, including the 20-ton and 25-ton units?

Yes

26. For buried electrical cables (as required in PWS), will the Government designate trenching locations, or is the contractor responsible for excavation and restoration?

The contractor is responsible for this process.

27. Will pre- and post-inspections be scheduled at all sites simultaneously, or staggered by location?

Staggered by location due to mission requirements and potential pax shortfalls.

28. What is the time window for the set up and the tear down?ௗ

All equipment shall be OPERATIONAL at the specified Ft. Irwin locations no later than 1000PST on the first day of the POP. Equipment must be delivered on 12 SEP 2025 in order to ensure tents are operational on the first day of the POP.The Contractor shall coordinate with the COR for removal of equipment at the end of the POP. The Contractor shall remove all contracted/leased equipment from the installation within 48 hours after the POP.

29. Must backup generators remain on-site for the entire POP, or only be available for rapid deployment?

Be available for rapid deployment.

30. Should cots include bedding (mattress, linens), or just the cot frame?

The cots should include mattresses but not linens. That will be on the individual Soldier to bring.

31. What is the timeline for installation access approvals for contractor staƯ (background checks, AT Level I, OPSEC training)?

We need this secured NLT 05SEP to ensure Spark/Torch goes smoothly. We will coordinate with the successful oƯeror.

32. 1. In Section 1 General it states:

“One (1) 20-ton Generator and one (1) 25-ton generator” QUESTION: Do you mean 20KW and 25KW?

33. Also under HVAC & Generator & Lights it states:

• Able to power HVAC and additional outlets for GCSS- Army system (25T) With Generator, HVAC and lights (20T) QUESTION: Do you mean 20KW and 25KW?

34. QUESTION: For the 800sq and 7,500 foot tents at Yermo can the tents remain up between September 28 and Oct 17?

35. The request is just 1 tent with generator?

No this request is not for one tent. Please reference page 3 and 4 of the PWS.

36. Also, about how many ppl do you want the tent to cover for space?

Please reference page 3 and 4 of the PWS.
