About this file
This document is a Questions and Answers (Q&A) file for Solicitation W911SG25QA014, which involves the procurement of two dump trucks, two backhoes, and associated trailers for the National Training Center at Fort Irwin, California. The government requires 10-20 ton dump trucks with closed cabs, suitable for operating in off-road desert environments, primarily on standby for potential hazmat or environmental spill cleanup. The backhoes should have a 12-foot digging depth, comparable to a John Deere 210 model, with a standard bucket attachment, and will be transported on flatbed trailers using a pintle hook.
Key contract terms include a one-time payment at the end of the rotation, contractor responsibility for delivery and setup at LSA Warrior (RUBA), and replacement/repair of equipment within 24 hours of notification. Delivery personnel must pass a background check and obtain base access passes. The government will provide licensed operators for the equipment. Trailers are restricted to dirt and post roads, not highway use. The contractor must ensure all equipment is fully functional, with original parts and a full tank of fuel, and coordinate with the Government Representative prior to arrival.

I would like to request clarification on the Payload Capacity & Specifications. Could you please confirm the required payload capacity and size specifications for the dump trucks and backhoes? This will help ensure that the proposed equipment meets the operational needs of the National Training Center (NTC).
10-16 cubic yards (standard dump truck) Can you advise if there is a specific gross vehicle weight (GVW) on the dump trucks you are looking for? Or how many tons are you looking for?
10-20 tons
1. Clarifications on Equipment Requirements:
· Specifications of Dump Trucks & Backhoes:
· What capacity and tonnage does the government require for the dump trucks? 10-20 tons
· Any brand preferences or equivalent models specified? No.
· Are the backhoes required to have specific attachments? Standard bucket
· Does the government require open cab or enclosed cab vehicles? Closed due to the dusty environment
1. Trailer Type & Capacity:
· Are these flatbed trailers or lowboy trailers? Flatbed, they’ll be used to transport the backhoes
· What weight capacity should they support? The backhoes.
· Any specific length or width requirements? Must be big enough for the backhoes and that’s it.
2. Loading & Transport:
· Are there any ramps or hydraulic lift requirements for loading/unloading? There are ramps available at the RUBA but not in the box, so the backhoes will need a way to load themselves on the trailer via ramp on the actual trailer (fold up or stowaway ramps)
· Will the contractor be responsible for transporting the backhoes on the trailers? No.
3. Braking & Safety Features:
· Are air brakes or electric brakes required? Either is fine.
· Any specific DOT or military safety requirements? No, these trailers will not go on the highway, only the dirt roads and some post roads to get into and out of the box.
4. Will the dump truck be pulling the trailer with backhoe on trailer? Yes by the pintle only.
2. Usage & Performance Questions:
· How will the dump trucks and backhoes be used during the National Training Center (NTC) rotation? This can impact the type of vehicle best suited for the job. They will be on standby if they need to clean up any hazmat or environmental spills. They will be used in an off road desert enviorment.
· What kind of terrain and operating conditions will the vehicles be used in (e.g., rough desert, paved roads)? Off road in the desert and roads.
· Are there any hourly usage expectations (e.g., will these vehicles run 24/7 or on a limited basis)? Limited, only will be used if there is a spill.
· Will the government require operators, or is this a pure lease/rental contract? No.
3. Delivery & Logistics Questions:
· Delivery Location Specifics:
· The solicitation mentions LSA Warrior (RUBA) within NTC Fort Irwin—is there a specific staging area for delivery? RUBA by stone ramps.
· Will any security clearance or base access permits be required for delivery personnel? Yes, they will need to send up the MFR to the post to get their passes prior to delivery. Absolutely no warrants for arrests or anyone who will not pass a background check. They will be arrested on the spot.
· Transportation Costs:
· The contract states FOB Destination, meaning the contractor is responsible for transportation. Is the contractor also responsible for offloading and setup? Yes.
· Are there specific delivery hours or days to be aware of at Fort Irwin? No.
4. Compliance & Submission Questions:
· Insurance & Liability:
· Does the government require any specific insurance coverage (e.g., liability, worker’s comp) for leased equipment? The business will have to be insured and the vehicles have to be registered
· What about bonding and insurance if so can Prime use Sub’s insurance and bonding? Bonding does not apply, but yes, you can use the Subs insurance
· Maintenance Responsibilities:
· Who is responsible for maintenance and repairs during the contract period? Contractor
· Are there any penalties for downtime or equipment failure?
Yes, Equipment must be replaced / repaired within 24 hours of being notified
· Evaluation Criteria & Past Procurement Data:
· Does the government provide any historical data on pricing for similar rentals? No – this is a new requirement
· Will the contract be awarded on a lowest price technically acceptable (LPTA) basis, or will past performance and other factors also weigh in?
See Solicitation

1. Should the backhoes have a minimum digging depth (12 ft, 14 ft, or larger)? 12' is fine.
1. Is there a preferred horsepower range (70-100 HP standard, or 100+ HP for heavy-duty operations)? Anything comparable to the John Deere 210 backhoe.
2. Trailer Specifications:
1. Should the trailer be a specific type (flatbed, gooseneck)? Flatbed towed by a pintle hook. These flatbeds will be transporting the backhoes.
3. Additional Attachments:
1. Are there any specific attachments needed (hydraulic thumb, auger, breaker hammer), or should we provide the standard bucket setup? Standard bucket please.
4. Operator/Driver Requirement:
1. Could you please confirm whether the contractor is responsible for supplying operators/drivers for the equipment, or if the government will provide personnel to operate the equipment? The government will provide licensed personnel to operate the equipment.
