About this file
This document is a Request for Information (RFI) Questions and Answers for a military contract (Solicitation W911SG25BA018) to repair and replace the roof of Building 2 with a TPO (Thermoplastic Polyolefin) roofing system. The project involves a comprehensive roof replacement on a concrete deck with specific technical requirements, including:
Key technical specifications include installing an R-38 insulation system with tapered insulation (minimum 1/4" slope per foot), a 72-mil (or 80-mil) TPO membrane, and galvanized steel gutters. The project covers multiple roof sections/wings, includes high roof areas and penthouses, and allows for up to 700 square feet of concrete deck repair. The building is not a historical property but is in a historical view. The HVAC mini-split units will be reinstalled by their respective contractor, and no lightning protection is required. The site is partially vacant, and crane access will require an FAA permit, which is free of charge. Contractors are advised that core roof samples cannot be taken, and some existing roof details remain unknown.

Repair Replace Roof TPO Bldg. 2
1.) The statement of work specifies an R-38 insulaƟon system in combinaƟon with a tapered system. Can you please confirm whether this R-value is an overall minimum requirement or an average across the system?
ANSWER:
The roof insolaƟon required is tapered isolaƟon. For a low-slope roof with tapered insulaƟon, the minimum thickness at the low point is 1 inch (25mm). The overall tapered insulaƟon system should have a minimum slope of 1/4 inch per foot (2% slope)
2.) We understand that new guƩers and downspouts are required. Are we expected to use lightweight materials, or is there a specific material standard or gauge to follow?
ANSWER:
Galvanized Steel GuƩers
3.) There appear to be mini split HVAC units mounted on the roof. Are we responsible for their removal and reinstallaƟon, or will this task be handled by others?
ANSWER:
The HVAC mini-split contractor shall verify the proper operaƟon of the units and reinstall them. If the units are not operaƟonal, they shall sƟll be reinstalled to maintain compliance with the manufacturer’s 30-year warranty requirements.
4.) What is the roof deck?
ANSWER:
Concrete deck
5.) Is there a slope on the deck? Please clarify if the slope is on the deck or do we provide tapered system to create slope?
ANSWER:
Tapered insulaƟon is required.
6.) The project has mulƟple secƟons/wings. Are all secƟons concrete deck?
Yes.
7.) Statement of work calls for 72 mil TPO but that is rarely available. Can we provide a price for 80 mil TPO?
ANSWER:
install a TPO membrane with a minimum thickness of 72 mils, in compliance with code requirements. A greater thickness, such as 80 mils, is acceptable.
8.) During the pre-bid roof core cuts were not allowed. The thickness of the exisƟng roof is imperaƟve to properly determine the quanƟƟes of exisƟng roof removal and differences in base flashing heights and perimeter wood blocking heights between the exisƟng roof system and the new specified roof system. Will the government provide roof thickness (core cuts) of each roof area?
ANSWER:
No, it is not possible to take cores of the roof.
9.) What is the composiƟon of the exisƟng structural deck?
ANSWER:
Unknown
10.) The descripƟon of work on page 3 of the SOW says to install an R-38 insulaƟon and a 5/8” glass mat roof board. These two specified items will be approximately 7-1/4” thick. Depending on the exisƟng unknown roof system thickness the new base flashing may be too low to meet the UFC requirements of 8” minimum. If the new roof is to provide the proper 8” base flashing height will the government expect the following to be completed:
a. Should the exisƟng wall panels at the penthouses be removed as needed to raise the base flashing and then re-install the wall panel system?
b. Should the exisƟng air intake louvers located at the end walls of the penthouses be modified or replaced?
c. Do we raise the mechanical units inside the penthouse as required to raise the drainage system of those units that are currently draining through the exisƟng base flashings as low as the surface of the roof in most cases?
a.- No remove wall panels b.- No remove louvers c.- No mechanical units in the penthouse need to be removed or replaced.
11.) Is the statement in paragraph 1.1.1.10 of the SOW specifying to replace all exisƟng roof hatches with new fully lined and insulated hatches, is this accurate?
ANSWER:
Paragraph 1.1.1.10 does not specify replace hatches; it is specified that the new roof elevaƟon shall be at least 8 inches below of the hatches. Hatches shall be re-installed to meet the 8 inches curbs above the roof elevaƟon.
12.) Can you please confirm that the exisƟng roof areas under the SOW are currently free of ACM & LBP per paragraph 1.2.2 of the SOW and require no abatement?
The whole horizontal roof is free of asbestos. The exisƟng cap sheet was installed in 2016.
13.) Where will the contractors lay down/materials area be located?
The contractor shall determine and designate the laydown area at the most advantageous locaƟon along the building perimeter
14.) Are there DDC controls hooked on the exhaust fans and if so, who is the controls contractor?
ANSWER:
It is unknown whether the DDC remotely controls the HVAC units; however, the contractor is not responsible for this maƩer, as the scope of this project does not include the removal or modificaƟon of these HVAC units
15.) What is the protocol to geƫng a crane on base and can they set up during business hours or do we need to price working aŌer hours and on weekends to use a crane?
The building is parƟally vacant. No need to work aŌer office hours. Crane requirements need the FAA permit. Any crane rental service at El Paso is familiar with the FAA permit. It is like 811 digging permits. It is free of charge
16.) Are we allowed to splice (j-box) any circuits on the roof that may not be able to reconnect due to the HVAC units being raised to accommodate the new roof height?
Yes. It would be means and methods of the contractor.
17.) Is Lightening ProtecƟon required for any or all these roofs?
No
18.) Do you know the total square footage of roof to be replaced, and how many layers there are?
Unknown
19.) Does the R-value need to be a minimum or average of R-38? R-38 has a total thickness of 6.6 inches.
Answer already replied at QuesƟon 1
20.) What slope will be required for the tapered insulaƟon? (1/4" or 1/8"?)
¼”
21.) Can we subsƟtute 80 mil TPO in lieu of 72 mil due to lead Ɵme?
Answer already replied at QuesƟon 7 (install a TPO membrane with a minimum thickness of 72 mils, in compliance with code requirements. A greater thickness, such as 80 mils, is acceptable.)
22.) What gauge will be required for the guƩers/downspouts/ coping cap/ drip edge? Can the material be .032 or .040 aluminum?
Galvanized Steel and matching exisƟng dimension.
23.) If we install min R-38 plus the tapered insulaƟon, the minimum 8-inch curbing requirement will be impossible to achieve.
Answer already at quesƟon 1
24.) Will any more drawings get issued for B2 (drawings with key notes/ general notes/ dimensions)?
Not available
25.) Can roof core informaƟon be provided, to confirm exisƟng condiƟons at each area? i.e. roof thickness, insulaƟon thickness/slope, LWC thickness/slope
No core informaƟon
26.) What is the current deck material?
Answer already at quesƟon 4
27.) Are we allowed to cut the beams (dark red) that the very large HVAC units are aƩached to?
(it looks like it runs through the 'house').
No, aŌer further structural assessment.
28.) Please confirm that the connector roof between 2A and 2B is a part of this project?
Yes, it is. Replace the whole roof of building 2, including all wings.
29.) Are all high roof areas and penthouses to be included in our bid?
Yes, it is. See answer QuesƟon 28
30.) During the Bldg. 2 site visit we were able to see the exisƟng insulaƟon, underlayment, and lightweight concrete (LWC) at the damaged roof area on secƟon 2D. The SOW does not menƟon the presence of lightweight concrete over structural concrete, please advise how to handle this condiƟon.
31.) If we are to remove the LWC, please provide acceptable opƟons for vapor barriers and/or temporary roofs.
TPO fully adhere. Depending on the material manufacturer has different specificaƟons/provisions. Consider 700 sf concrete repair as needed at random locaƟons.
32.) If we are to reuse the LWC, tesƟng will need to be done to determine the strength and integrity of the exisƟng LWC. These test results will determine acceptable methods of applicaƟon for the contractors.
Means and methods to accomplish the 30 years manufacturer warranty.
33.) Are roof areas 2A, 2B, 2C and 2E of similar construcƟon to 2D? (Specifically, regarding the
LWC.)
Yes, it is the same configuraƟon.
34.) Is the 700 sf of roof deck repair menƟoned in the SOW 1.1.1.5, for the whole project or is that amount per secƟon?
No, it is 700 sf for deck repair at different locaƟons as needed. AŌer 700 sf, it would require a Change order to proceed.
35.) Is the R-38 insulaƟon in 1.1.17 a minimum R-value? This will result in an approximate 6.5” starƟng thickness before installing the tapered.
Please see the Answer of QuesƟon 1
36.) SOW 1.1.1.10 states the preferred taper is 1:40. This is significantly less than the recommended ¼” per foot. Please advise or confirm which tapered is desired.
1:40 is only for the cricket of the roof hatch.
37.) Does this project require design, or a DOR?
No, it is not required
38.) Is this building a historical property?
No, but it is in the historical view. GuƩer and downspout require match exisƟng.
