About this file
This document is a Lead-Based Paint Survey Report for Building 2 at Fort Bliss, Texas, conducted by Terracon Consultants, Inc. on March 19, 2012. The survey was performed to establish lead levels in building materials associated with Building 2, with the purpose of identifying lead hazards prior to planned demolition or renovation. Using an RMD, Inc. LPA-1 XRF instrument, the lead inspector found twelve (12) paint materials with lead concentrations greater than 1 mg/cm², primarily associated with stair and handrail components inside and outside the building.
The survey was conducted in accordance with Texas Environmental Lead Reduction Rules and HUD guidelines, utilizing a 30-second equivalent standard mode for XRF readings. Key findings include lead-based paint on metal components such as command stairs, stair case handrails, exterior handrails, and cannon wheels in various wings and locations of the building. The report recommends managing the lead-based paint materials through careful handling during renovation, including repairing damaged materials, protecting remaining lead-based paint from further damage, and developing a monitoring plan. The inspection was performed by Larri Erstad, an EPA-accredited Lead Inspector employed by Terracon.
