About this file
This document is an amendment to a solicitation providing answers to questions received from potential vendors for a construction project. The amendment revises drawings and clarifies that both upstream and downstream channels must be regraded 200 feet from culvert edges. Dimensions shown in plans have been revised to match New Mexico Department of Transportation standards for precast concrete box culverts. The 8-barrel 12x10 culverts must be precast. Temporary materials will be retained by the government. The project involves construction of 8 prefabricated concrete box culverts using 2019 New Mexico Department of Transportation specifications and standards. Borrow material may be used for earth berms and asphalt pavement will be laid in one lift.

Question: Are there any details on the Waterproofing membrane?
Answer: NMDOT Standard Drawings 511‐66‐5/6, 2019 Edition Standard Specifications for Highway and Bridge Construction section 511
Sheet 05 – Pre‐Cast Box Culvert Item 8: “Re‐grade and compact upstream and downstream channel bed 200’ from edge of apron and full width.”
Question: Drawing only shows downstream side just want to confirm both sides need the 200’?
Answer: Yes, both sides require 200’ of re‐grading.
Sheet 07 ‐ Under Guardrail Notes Item 2: “Accepted systems, on the Departments Approved Product List, shall be installed according to manufactures’ installation instructions.”
Question: Which Department?
Answer: NMDOT
Question: Where is Approved Product List located?
Answer: NMDOT website.
Question: Can the Prebid attendance sheet be released with the Q/A’s?
Answer: Yes, the sign in sheet will be posted to SAM.gov with all redacted government personnel information.
Question: The drawings call for precast culverts, however the dimensions shown on Plan Sheet 5 do not reflect precast boxes. Dimensions for the interior walls show 12” total or 6” for each box and the exterior walls show 9”. And there is no space between the boxes. Pre‐casting this size box is not advised since the walls will not be sufficient to withstand the forces from casting, loading, hauling, unloading and setting.
There is adequate time in the contract, and casting the boxes in place would provide a better, more cost‐effective solution. However, we feel the dimensions should be revised to reflect NMDOT standards which the drawings do reference. The comparison of the drawings versus NMDOT standards are as follows:
Answer: NMDOT standards call for the following (NMDOT Standard drawings 511):
NMDOT
Top slab 13.5
Bottom Slab 14.5
Exterior walls 11
Interior walls 9.5
Question: Please consider allowing a cast‐in‐place option to construct the 8 barrel 12 x 10 box culverts. And please consider revising the dimensions to reflect the NMDOT standards.
Answer: Plans have been revised to reflect NMDOT standards (Sheet 5). The 8‐12X10 culverts shall be pre‐cast.
Question: Does the bypass road get asphalt paved? If so, Can you please provide a roadway detail?
Answer: The bypass does not get paved.
Question: Does the contractor need to provide a meter to connect at the fire hydrant (water supply)?
Answer: Yes
Question: Are the temporary 48” CMPs going to be retained by the government after the completion of the project?
Answer: The temporary 48” CMPs shall be retained by the Government.
Question: Can we use material from the borrow pit to construct the earth berms?
Answer: Yes
Question: Can we pave back the 3” HMA pavement in one lift?
Answer: Yes
