Question 1:
The solicitation specifically discusses the need for Semi-Annual Preventative Maintenance checks on all systems and the ability to immediately fix any components found to not be working as part of the inspection. If the system is no longer under warranty by the installing vendor, is it the responsibility of the awarded vendor under this contract to provide the materials in addition to the labor? i.e. if a panel or motion detector is determined to be broken during a preventative maintenance test, does the awarded vendor need carry stock of those items to be able to replace them and is the cost of the equipment to be factored into the fixed price conditions of this solicitation?
Answer 1:
IAW PWS paragraph 5.1.1, it is the Contractor's responsibility to maintain all systems that are no longer under warranty that has been absorbed within this contract. IAW PWS paragraph 5.1.2, it is the Contractor's responsibility to complete work orders within four (4) hours and to inform the COR if the work order cannot be completed within this time for reasons such as those of awaiting parts. The PWS does not specify or dictate the bench stock of equipment/supplies that the Contractor must maintain. The Contractor is responsible for furnishing all supplies, equipment, and material of this contract due to age and normal wear and tear which are factored into the fixed price portion of this contract.
Question 2:
In addition to Preventative Maintenance, the solicitation references normal maintenance and a required 4 hour response time. As part of this solicitation is it the responsibility of the awarded vendor to respond to any request of a malfunctioning ICIDSIV system? Does the anticipated labor costs associated with that support need to be included in our fixed price response to this solicitation or will those work orders be billed separately?
Answer 2:
Yes, the Contractor is responsible for malfunctioning systems IAW PWS 1.4.1 and 5.1.2. All cost within the general scope of this contract (labor and material) are to be included within the fixed price portion of this contract. Service orders are not priced and within the general scope of this action.
Question 3:
Is the awarded vendor responsible for providing replacement equipment for any maintenance service calls as described in question 2 or does DES have stock for us to utilize? Is this a "Labor Only" contract or is it "Labor and Materials", requiring the replacement of any equipment no longer covered under warranty?
Answer 3:
IAW PWS 5.1, the Contractor is responsible for servicing, repairing, maintaining, adjusting, cleaning, testing, conducting a semi-annual operational status check, replacement and lubricating all security equipment listed within this PWS. IAW PWS 1.1, The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform preventive maintenance of ICIDS IV. As a result, the Contractor shall provide all labor and material within the general scope of this contract.
